What kind of building are we actually working on in Astoria?
Hardly ever a house. Out of roughly 64,730 housing units in Astoria, 1,277 — two per cent — sit in a detached one-family building. The form that defines this neighborhood is attached or semi-detached brick, three or four stories, holding several households behind one front door: 4,141 units in one-family attached houses, 11,658 in two-unit buildings, 11,245 in three- and four-unit buildings and 11,284 in buildings of five to nine. Better than half of Astoria therefore lives in a small multi-family building with a shared wall on at least one flank.
It is also older than its reputation. The median construction year is 1949, but that median hides a front-loaded distribution: 27,092 units, 41.8 per cent of the whole, date from 1939 or earlier, with 8,286 more raised in the 1940s and 8,712 in the 1950s. Larger buildings do exist — 5,681 units in ten-to-nineteen-unit buildings, 10,626 in twenty-to-forty-nine and 8,738 in buildings of fifty or more — but they sit among the smaller stock rather than replacing it.
The density that comes out of this is the thing worth pausing on. The 2010 census counted 154,141 people across 2,556.2 acres, 60.3 inhabitants to the acre. No tower did that. It was done with four-story brick buildings on narrow lots along a regular grid, repeated for two square miles.
Tenure completes the picture. Some 43,711 units, 80.8 per cent, are rented against 10,376 owner-occupied, and the NYU Furman Center records Queens Community District 1 at an 18.9 per cent homeownership rate and a 3.3 per cent rental vacancy rate, with 32.9 serious and 165.4 total housing code violations per 1,000 privately owned rental units in 2022. Twelve public housing properties hold 7,584 units and 105 subsidised properties hold 20,763 in total.
So the working unit here is a building with between two and nine households in it, one owner, frequently an owner living on the premises, and a wall shared with the building next door. Everything below follows from that arrangement.
Why does the party wall decide where an Astoria problem ends up?
Because it is a structural component of two buildings at once, and it was built with holes in it.
In attached and semi-detached construction of this era, the floor joists of both buildings bear into the masonry they share. Each joist end sits in a cut recess, and on nineteenth- and early twentieth-century work those recesses were left open around the timber. What that leaves inside the masonry is a line of pockets at every story, spaced at joist centers for the full depth of both buildings, tying one floor structure directly into its neighbor’s.
House mice treat that as a corridor. They pass from one building to the other without crossing an exterior surface, without appearing in a yard and without triggering anything a resident would notice. It is the most reliable reason an Astoria mouse problem behaves the way it does — cleared thoroughly on one side of a wall, reappearing on the same side eight weeks later from a population that never left the block.
This is the opposite geometry from a Manhattan apartment house, where the routes run vertically through a service core. Astoria’s default route is horizontal, and it crosses a property line. That has two practical consequences and both are awkward.
The first is that nothing done inside your own rooms closes a joist pocket. The pocket is inside the wall, and reaching it means opening a ceiling or a wall face on your side during work that is already happening — a kitchen refit, a bathroom, a ceiling down after a leak. Those are the moments when the closure costs almost nothing, and they pass unused on most buildings.
The second is that the person whose building is feeding yours is a separate owner with a separate view of the problem. On a semi-detached pair the wall is shared by exactly two people, which is a conversation. On a run of six attached buildings it is a block-level conversation, and the honest advice is that it is worth having before anyone spends money, because two neighbors sealing at the same time achieve something that one neighbor sealing alone does not.
Where a building has a cellar with soil contact, the same wall continues below grade with fewer people looking at it. That is where Norway rats get between buildings, and it is why our survey in this stock starts at the bottom of the party wall rather than at the front elevation.
What does a single wet stack do to a six-family building?
It gathers every kitchen in the building onto one shared corridor and hands it to the insects.
The older plans in this stock stack kitchens over kitchens and bathrooms over bathrooms so that one riser can serve the whole building. Economical to build, and still the most common arrangement in Astoria’s two- to six-family stock. What it means in practice is that the apartments are not separate environments. They are compartments off a single vertical space that contains supply and waste plumbing and, in almost every building here, the electrical, cable and gas work added later by trades cutting the shortest path through masonry.
German cockroaches live in that space. They travel it. Treat the apartment that complained and you reduce the count in that apartment while the population on the line carries on, which is why so many buildings here run a permanent low-grade problem that flares every few months and never resolves. Cornell’s guidance on rodent work makes a point that applies equally to insects on a shared stack: an integrated approach that relies on more than one tactic is what produces long-term prevention, and a single method applied repeatedly is not.
Below the stack, the cellar is a separate population with a separate driver. Shallow cellars with soil contact under pre-1940 buildings, old house drains and floor drains that have dried out and lost their trap seal support Oriental and American cockroaches as a permanent below-grade presence that pushes upward in warm, wet weather. That is a drainage condition, and it answers to drainage work rather than to product applied three floors up.
The riser also carries rodents. Every place the pipe passes through a floor is an opening in a structural deck, filled at construction with whatever was standard at the time and reopened by every replacement since. Closing those penetrations with material that cannot be gnawed is the single highest-return piece of structural exclusion available in a small Astoria building, and it can only be done from wherever the chase is genuinely accessible — a cupboard base, an open ceiling, a wall opened for plumbing.
What do the commercial avenues put on the residential blocks?
A food supply on the ground floor of buildings whose upper stories are apartments, at a scale that is unusual even for New York.
Steinway Street runs 2.4 miles from Berrian Boulevard down to Northern Boulevard, and the dense commercial stretch between Astoria Boulevard and 34th Avenue carries hundreds of businesses, with the run known as Little Egypt between 28th and 34th Avenues heavy on seafood restaurants, bakeries, cafés and hookah lounges. 30th Avenue is called the Heart of Astoria for the same reason. Ditmars Boulevard carries the northern strip. Almost none of that trade occupies a purpose-built commercial building; it occupies the ground floor of the residential stock described above.
The mechanism is not complicated. A commercial kitchen runs warm, wet and organic for sixteen hours a day and empties into the same house drain as the bedrooms above it. German cockroaches settled behind a dishwasher or under a prep bench have a riser to climb. Rats fed by a tenancy’s waste keep to the cellar the whole building shares. In both cases the resident upstairs reports an apartment problem, and in both cases the apartment is the last place the answer is.
That produces a scoping problem before it produces a technical one. A survey has to include the tenancy, and whether it can is usually decided by the lease rather than by anything on site. Where the freeholder can make that access happen, the sensible arrangement is one program over the whole structure, monitored to a food-premises standard downstairs and a domestic one upstairs. That is what restaurant pest control is built for, and where a tenancy produces or packs rather than serves, food facility IPM.
Where it cannot, the residential side is left defending a boundary. That is a weaker position, and it is worth saying so rather than selling around it. Sealing the floor slab penetrations, the riser passages and the cellar ceiling between a tenancy and the apartments above it will hold a great deal back. It will not stop a population from establishing itself downstairs, and it should not be sold as though it will.
Why does the city’s rodent program not reach Astoria?
Because the two mechanisms the city has built for concentrated rat work are both aimed somewhere else.
The Health Department has established four Rat Mitigation Zones: Grand Concourse in the Bronx, Harlem, the East Village and Chinatown in Manhattan, and Bedford-Stuyvesant and Bushwick in Brooklyn. None is in Queens. A zone brings coordinated work across the Health Department, Sanitation, Parks, Education and the Housing Authority, proactive inspections rather than complaint-driven ones, and a compliance cycle with re-inspection a few weeks after a failure. Astoria gets none of that.
The Empire Bin program, which puts sealed on-street containers outside larger residential buildings and empties them with automated side-loading trucks, has so far been deployed in Manhattan Community District 9 and Brooklyn Community District 2, with expansion named for Bronx Community Boards 2 and 5, Queens Community Board 2, Manhattan Community Board 2 and Brooklyn Community Board 8. Astoria is Queens Community District 1. It is not on the list.
What Astoria does have is the bin rule, and given the shape of the housing stock it lands almost everywhere. Since 1 June, residential properties of one to nine units have had to set trash out in official NYC Bins, with warnings through 7 September and enforcement proper from Tuesday 8 September 2026. On a street of two-, four- and six-family buildings that is not a rule affecting a few addresses. It is a rule affecting nearly all of them, one owner at a time, with no central body coordinating the block.
The Health Department’s own framing of the problem is worth quoting because it is the whole argument in one line: rats need food, water, shelter and safe ways to get around. Its guidance to owners is to store refuse in hard plastic rat-resistant containers with tight-fitting lids, to seal cracks and holes in the foundation, the sidewalk and under doors, and to keep landscaped areas clear of tall weeds and low shrubs. Read that as a specification rather than as advice and it describes a morning’s work on most Astoria buildings.
What happens when a forty-story tower goes up beside a 1912 brick row?
Two things: a construction period long enough to be a standing condition, and the arrival of a building type this neighborhood has never had.
The approved Hallets Point scheme runs to eight buildings on about ten acres, seven of them residential holding roughly 2,200 apartments at heights from twenty to forty stories, with three buildings on Astoria Houses land and five on separate parcels of about 9.65 acres, plus an East River esplanade, a school and retail. At the review stage the reporting put Hallets Point at 2,644 units and the neighboring Astoria Cove scheme at 1,701 — some 4,345 new residences on flood-prone former industrial ground about a mile and a half from the nearest subway.
Breaking that much ground moves a rodent population; it does not reduce one. A burrow system is destroyed, the animals disperse to the nearest shelter that has a food supply, and on a peninsula that shelter is a neighboring cellar, yard or waste store. What makes Hallets Point different from a scattered development block is that everything on the peninsula drains toward the same few streets, and the nearest occupied buildings are a public housing campus rather than a mixed run of owners who can each act independently.
Astoria Houses was completed in November 1951: 22 buildings of six to seven stories on 26.86 acres between 27th Avenue, the East River, Hallets Cove and 8th Street, holding over 2,600 residents. FEMA allocated 88 million dollars to the waterfront buildings there for rooftop backup generators and new doors and door frames, with work beginning in 2016 and the remaining buildings unfunded. Doors and door frames are pest infrastructure as much as they are storm infrastructure; a door that seats properly is a closed threshold, and one that does not is a permanent quarter-inch opening at ground level.
The towers themselves bring the anatomy described on our Upper West Side and Williamsburg pages into a neighborhood that has never had to think about it: a compactor chute running the full height with an intake on every floor, a refuse room at the base, and service risers punched through every slab. That is a different job from the one two streets inland, and a contractor who works one of them well does not automatically work the other well.
For anyone who owns a building near that ground, the useful conclusion is unwelcome and short. You will not get the site to behave the way you would like. You can close your own cellar line, service entries, thresholds and drainage before the next phase opens rather than after it, and that work costs the same either way while producing a completely different result.
What does it mean that Astoria has no historic district?
It means the constraint on exterior work here is ownership, not regulation — and that is genuinely unusual for a pre-war New York neighborhood.
The Landmarks Preservation Commission designated the Steinway Historic District on 26 November 1974: 29 simple two-story brick row houses of the 1870s with neo-Grec and Italianate detail, built by William Steinway to house the workforce of the family piano factory. Residents organized against the restrictions and the Board of Estimate nullified the designation on 23 January 1975 — only the second time that body disapproved a landmark designation. Nothing has replaced it. The Historic Districts Council lists six individual landmarks in Astoria and no district at all: the Lawrence Family Graveyard, Steinway House, Paramount Studios Building No. 1 at Kaufman Astoria Studios, the sidewalk clock at 30-78 Steinway Street, the Astoria Park Pool and Play Center, and the Sohmer and Company Piano Factory Building.
The practical effect is that a custom-fabricated sheet metal closure at a soffit return, a rebuilt garage seal, a repointed foundation joint or a properly screened vent is, in Astoria, simply work. On a landmarked block elsewhere in the city the same details can wait on a review of the visible exterior. Here the question is only whether the person who owns the wall agrees.
The factory is still there, which is the other half of the story. Heinrich Engelhard Steinweg started the piano works in 1853, the family took roughly 400 acres in the 1870s, and the operation added a sawmill, a foundry, a streetcar line and schools teaching in German and English — an unofficial company town inside what became New York City. The Steinway and Sons factory at 1 Steinway Place has been running since the late nineteenth century. The two-story brick rows that the Board of Estimate declined to protect were built as workers’ housing for it, and they are still standing, still attached, and still sharing their joist pockets with the building next door.
Which services does this stock generate?
In the order the buildings produce them.
Rodent control first, split by species and by route. House mice work the party walls, the wet stacks and the cellar; Norway rats work the yards, the areaways, the waste at the curb and the ground opened by construction.
Structural exclusion second, and it is the durable half of the first. In this stock that means the cellar line and its penetrations, the party-wall pockets wherever a ceiling or wall is genuinely open, riser passages through floors, service and cellar door thresholds, garage and driveway door seals on the semi-detached stock, and the roofline details on three- and four-story brick. Openings get mortar and hydraulic cement at masonry, custom-fabricated 26-gauge galvanised sheet metal cut and bent to the hole itself, copper or stainless mesh packed into the annulus around a service, quarter-inch hardware cloth anywhere ventilation has to continue, and Xcluder sweeps and fill fabric at thresholds. Expanding foam is the most common failure in the trade — rodents chew through it readily — and it has no place in the work.
Cockroach control third, scoped to a line or a whole building rather than to a flat. German cockroaches on the wet stack and in the ground-floor kitchens; Oriental and American cockroaches as a cellar population that answers to drainage repair.
Bed bug treatment fourth. In a stock that is 80.8 per cent rented at a 3.3 per cent rental vacancy rate, this is monitoring rather than response. Bed bugs use the same voids as everything else, so a report in one unit is a question about the units either side of it immediately.
Ant control covers pavement ants in areaway and yard paving joints and odorous house ants following a damp chase indoors. Wasp and hornet removal handles nests on parapets, fire escapes and rear extensions. Wildlife management deals with eastern gray squirrels and raccoons working from Astoria Park canopy and street trees onto cornices and roof edges; a licensed wildlife partner clears the animal and we close the cornice. Mosquito management is residential source reduction in the small rear yards — containers, gutters, tarpaulins and covers — through the April to October season the Health Department treats as the West Nile window. We do not do ornamental or turf work.
The food businesses along the avenues run through the commercial program. Where a building is held by a board, the program runs under co-op and condo pest control; where an agent holds several, under property management pest control.
Which parts of Astoria do we cover?
All of it, and the sub-areas are not interchangeable.
Old Astoria and Hallets Point, around 12th to 14th Streets and out onto the peninsula, holds the oldest fabric in the neighborhood alongside Astoria Houses and the new tower construction. Three eras of building on one point of land.
Ravenswood, the strip inland of the East River, mixes the Ravenswood Houses of 1949 to 1951 with industrial frontage and small residential blocks.
Ditmars, north of 23rd Avenue up to Bowery Bay, and Astoria Heights and Upper Ditmars, above Astoria Boulevard and the Grand Central Parkway, carry more one- and two-family building than the rest of the neighborhood — which changes the work, because a two-family house has an owner who can authorise a repair the same afternoon.
Steinway, the eastern section around the street that names it, holds the surviving factory housing and the densest commercial frontage.
Astoria Park and the Shore Boulevard edge brings mature canopy and open ground against residential blocks, under the Hell Gate Bridge and the Triborough approach.
The commercial spines — Steinway Street, 30th Avenue, Ditmars Boulevard, Broadway and Astoria Boulevard — are where the ground-floor food service sits, and 21st Street and the western industrial edge is where waste handling and loading are the dominant feature.

In Queens, Whitestone is the detached, owner-occupied opposite of everything above and Malba the private enclave inside it. Across the river, Williamsburg is the closest relative in Brooklyn — small attached buildings against new towers — while Brooklyn Heights and Park Slope are intact rowhouse markets, and in Manhattan the Upper East Side, the Upper West Side and Greenwich Village show what happens when the same pest uses a different building.
What do Astoria owners have to do?
More than most of them realize, and the duties attach to the building rather than to whoever is being bitten.
The Housing Maintenance Code places the obligation to keep a dwelling free from rodents, insects and other pests on the owner, with extermination required where infestation is present. That is set out at NYC Housing Maintenance Code — extermination and rodent eradication.
Local Law 55 of 2018 adds the scheduled duty and the physical standard. An owner must take reasonable measures to keep the premises free from pests and indoor allergen hazards, investigate at least once a year and more often if necessary, and remediate using integrated pest management — defined as ongoing prevention, monitoring and control together with reasonable efforts to eliminate pests and their harborages. Holes, gaps and cracks must be sealed using sealants, plaster, cement, wood, escutcheon plates or other durable material, at walls, ceilings, floors, molding, baseboards, pipes and cabinet areas. Door sweeps on hallway, basement and exterior doors must reduce gaps to no more than one quarter of an inch. The law states plainly that pesticide use does not substitute for those measures, and that any application must be made by a professional licensed by the New York State Department of Environmental Conservation — see NYS pesticide applicator requirements.
Applied honestly to a six-family Astoria building, that quarter-inch standard is not paperwork. It reaches the cellar door, the yard door, the vestibule, the chase openings behind the kitchen cabinetry and the pipe passages at every floor — the exact features that carry the traffic.
Every multiple dwelling, cooperatives and condominiums included, also files a bedbug annual report with HPD each December covering the total units, those infested, those where eradication was applied and those reinfested, and then either hands occupants the electronic filing receipt or posts it prominently. A building with nothing to report still files, because the duty runs on the calendar rather than on events, and in a neighborhood recording 32.9 serious violations per 1,000 rental units the paperwork is frequently the first thing an inspector asks for.
Where pesticides are applied, notification duties follow — Local Law 36 pesticide notification and the New York neighbor notification law. Boards should read co-op and condo board obligations; an owner letting apartments in their own building should read landlord and tenant pest responsibilities; anyone weighing two proposals against each other should read choosing a pest control contractor.

Astoria is a good place to test that, because the neighborhood is made of the same building repeated thousands of times, and that building has three faults you can name before you arrive: an open joist pocket in a shared wall, a single wet stack serving every kitchen, and a cellar with soil contact under it. Everything else on a given address is detail. What varies is which of the three is doing the damage and who owns the wall it is happening in.

Why does my neighbor's mouse problem become mine a month later?
Because attached brick buildings carry both sets of floor joists in the wall they share, and the recess cut for each joist end was rarely closed. That leaves a row of small horizontal voids at every floor level running through the party wall. Mice move between the two buildings inside the wall without ever going outdoors, so pressure applied on one side surfaces on the other.
Is Astoria covered by the city's Rat Mitigation Zones?
No. The Health Department has established four zones — Grand Concourse, Harlem, the East Village and Chinatown, and Bedford-Stuyvesant and Bushwick — and none of them is in Queens. There is no zone-level proactive inspection cycle or containerisation push here, so what happens on an Astoria block is decided by the owners on that block.
Our building has six apartments. What changed for our trash?
Official NYC Bins have been required for residential properties with one to nine units since 1 June, with a warning period running to 7 September and full enforcement from Tuesday 8 September 2026. Most Astoria buildings fall inside that band, so on a typical block the rule applies at almost every address rather than to a handful of them.
Does landmark designation restrict exterior work on an Astoria building?
Almost never. Astoria carries no landmarked historic district. The Landmarks Preservation Commission designated one in 1974 covering 29 brick row houses built for the Steinway factory, and the Board of Estimate nullified it on 23 January 1975. Six individual landmarks remain, so most exterior sealing here is simply building work.
Why won't treating one apartment settle a cockroach problem in a six-family house?
Because the kitchens are on one line. Older plans in this stock stack kitchens and bathrooms over a single wet stack, so one riser serves every household in the building. Treating the apartment that complained reduces the count in that apartment and leaves the shared corridor untouched, which is why the problem reappears on a predictable cycle.
Does the restaurant downstairs affect the apartments above it?
Usually, yes, and not through the front door. A ground-floor kitchen produces warmth, grease, organic waste and standing water, and it discharges into the same house drain as the apartments above. Cockroaches travel the riser and rats live in the shared cellar. A survey that stops at the residential floors will not find the source.
What does new tower construction on the waterfront do to the blocks inland?
It moves a rodent population without reducing it. Breaking ground destroys burrow systems, and the displaced animals look for the nearest shelter with a food supply, which is a neighboring building's cellar or yard. On the Hallets Point peninsula that pressure has been running for years, so the useful response is to close your own line before the next site opens.
We own the building and live in one of the flats. What are we responsible for?
The duty sits with the owner rather than the residents. Local Law 55 of 2018 requires owners of multiple dwellings to investigate for pests at least once a year and more often if necessary, to remediate using integrated pest management, to seal holes and gaps with durable materials, and to fit door sweeps reducing gaps to no more than a quarter of an inch.
