Pest Control in Park Slope, Brooklyn

Park Slope is a hillside of subdivided rowhouses. Around 60 per cent of its homes predate 1940 and a third sit in two-to-four-unit buildings, so shared party walls and stacked plumbing carry the traffic. Water runs off the moraine toward the Gowanus lowland, and the bottom of the slope collects what the top of it sheds.

Why does Park Slope have the pest pressure it has?

Because of the slope, and because of what the slope was built with.

Take the ground first, since almost nobody does. Park Slope is the western flank of the Harbor Hill Moraine — the terminal moraine of the last glaciation, whose western end is the high ground above Gowanus in Brooklyn. Battle Hill in Green-Wood Cemetery, part of the same formation, reaches 216 feet and is the highest natural point in the borough. From Prospect Park West the land falls continuously westward, across Eighth, Seventh, Sixth and Fifth Avenues, to Fourth Avenue and beyond it to the Gowanus lowland, which sits at sea level in a Zone A flood risk area.

That is a real hydraulic gradient inside a single neighborhood, and it does three things. It moves surface water fast, which is generally good for a building. It concentrates that water wherever the gradient is interrupted — a rear extension, a raised patio, a retaining wall, a paved garden that was regraded thirty years ago by someone who was thinking about seating rather than drainage. And it loads a combined drainage system that ends at a waterway with fourteen combined sewer overflow points, designated a Superfund site in 2009 and placed on the National Priorities List in 2010, where heavy rain floods streets and causes sewage lines to overflow.

Now take the buildings. Development followed the completion of Prospect Park: Edwin Clarke Litchfield bought the farmland and built Litchfield Villa between 1854 and 1857, then sold parcels to residential developers, and the brownstone boom of the 1880s and 1890s produced the fabric that stands today. The National Register listing counts 1,802 contributing buildings put up between 1862 and about 1920. Around 60 per cent of the neighborhood’s residential stock dates from 1939 or earlier.

And then take what happened to those buildings afterwards. Roughly 35.2 per cent of the housing here now sits in small two-, three- or four-unit apartment buildings. That figure is the statistical signature of a rowhouse neighborhood that has been subdivided — houses built for one household now holding three, with kitchens and bathrooms threaded onto plumbing runs that were improvised into a nineteenth-century structure long after it was finished.

Old attached buildings, cut into flats, on a hillside that drains into a stressed combined sewer at the bottom. That is the whole of the local condition, and everything below follows from it.

What does the 1880s rowhouse boom mean for the actual work?

It means the failure points repeat, which is an advantage, and that they sit in places nobody looks, which is not.

The Park Slope Historic District is New York’s largest landmarked neighborhood by building count. Designated by the Landmarks Preservation Commission in 1973, listed on the National Register in 1980, extended to the south in 2012 and to the north in 2016, it now covers roughly 2,575 buildings across about forty city blocks, in the popular styles of the late nineteenth and early twentieth centuries. Because so much of it went up in a short period to a broadly consistent formula, a survey on one house tells you a great deal about the next one.

The party wall is the first structure to understand. Attached houses share masonry walls, and the floor joists of both buildings bear into them. The recess that receives each joist end — the joist pocket — was not sealed when these houses were built, so the shared wall contains a row of horizontal voids at every floor level, connecting one building to the next. That is the pathway that makes a neighbor’s problem your problem, and it is why work stopping at your own front and back walls is only ever half of a scope.

The stacked wet line is the second. In a subdivided house, the kitchen and bathroom of each flat generally sit above one another so they can share a waste stack and supply risers. That vertical run passes through every floor. Where it was cut in without sealing — which is the normal case — it is a warm, damp shaft with an opening into a cabinet or a wall cavity on each level. German cockroaches move through gaps of a millimeter or two around pipe penetrations and escutcheons; mice use the same route in comfort.

The masonry front is the third. The Landmarks rowhouse manual identifies water as the eventual cause of most masonry deterioration, and it explains why brownstone specifically fails: veneer was faster to set with the stone’s grain running vertically, so water that gets between the bedding layers freezes and forces them apart, layer by layer. The same document notes that sills and lintel tops should be pitched so water runs off, and that a cornice exists to keep rain and snowmelt off the face of the building. A century and a half of repairs has flattened a lot of sills and removed or boxed in a lot of cornices.

The cellar is the fourth and the most productive. With the parlour floor raised above the street behind a stoop, the cellar story sits partly below grade with an areaway in front and a yard behind. Soil contact on two sides, the drainage connection, the service entries and the party-wall pockets are all in that one room. If a survey of a Park Slope house is going to find the answer, it usually finds it there.

Alterations are the fifth. These houses have been extended into their yards, opened up internally, re-plumbed, rewired, insulated and converted, sometimes several times over. Every one of those events left a junction where new framing met old, and the junctions are where the voids are.

What does the Gowanus lowland do to the blocks above it?

It changes the moisture picture at the bottom of the hill, and it changes the drainage behavior for a good deal more of the neighborhood than people expect.

The canal is not a scenic feature of the slope; it is the drain at the end of it. Much of the Gowanus area is at sea level in a Zone A flood risk area. The waterway carries fourteen combined sewer overflow points, and its sediment layer averages ten feet thick and reaches twenty in places. It has been a Superfund site since 2009. Heavy rain there floods streets and causes sewage lines to overflow.

For a building on Fourth or Third Avenue, or on the lower cross streets, this is direct: high groundwater, wet cellars, and a drainage connection that occasionally cannot take what is being asked of it. Persistent cellar damp is a structural pest condition in its own right, because it softens timber, sustains Oriental and American cockroaches in floor drains and sumps, and keeps a building permanently attractive to anything looking for water.

For a building higher up the slope it is indirect but real. When a combined system surcharges at its low point, pressure runs back up the network. Buildings above see it as a slow floor drain, a gurgling fixture, a backup after a heavy storm, or a house trap that has quietly failed. That last one matters more than any of the others for rodent work: rats commonly enter buildings from below, through deteriorated house traps and broken or disconnected drain lines, and that route is untouched by anything applied outdoors. A rodent problem in a house with no visible exterior entry point is very often a plumbing finding rather than a pest finding.

The practical instruction is simple. If your cellar smells of sewage after rain, if a floor drain is slow, or if you have seen rodent evidence with no plausible exterior route, the drainage is the first thing to have examined — by a plumber, before anyone applies anything.

Which services do Park Slope buildings actually need?

In the order the housing stock and the ground produce them.

Rodent control is first and splits by species and by route. Norway rats come from the block interiors, the tree pits and planted areaways, the avenue refuse corridors and the drainage from below. House mice come through the party-wall pockets and the stacked wet lines, and they are the reason a clean top-floor apartment gets them.

Structural exclusion is second and is what makes any result last. Here that is the cellar line, the areaway drain and floor, the joist pockets where a wall or ceiling is open, the penetrations around the waste stack and risers at every floor, and the roof and bulkhead.

Cockroach control is third. In a subdivided house this is a German cockroach problem centered on the shared plumbing line, and the scope has to cover every unit on that line rather than the one that called.

Bed bug treatment is fourth, and in a multi-unit building the units above, below and adjoining a confirmed case are part of the job, not an upsell.

Ant control deals with pavement ants working the joints in areaway and garden paving and odorous house ants following moisture indoors; carpenter ants turn up where a failed cornice or sill has been wetting concealed timber for years.

Wildlife management covers roof level — eastern gray squirrels using the mature street trees and the Prospect Park canopy to reach parapets, bulkheads and cornice returns, with a licensed wildlife partner clearing the void and the pressed metal repair falling to us — and wasp and hornet removal covers nests in rear extensions, garden structures and roof edges.

Mosquito management on the slope is almost entirely source reduction in rear yards: planters, saucers, covers, roof drains and anything else holding water within a few yards of where people sit.

Businesses along Fifth and Seventh Avenues run through the commercial program and, for food premises, restaurant pest control. Managed buildings and larger conversions sit under co-op and condo pest control and property management pest control.

Which parts of Park Slope do we serve?

The whole slope and the edges around it, and the character changes as you move down and across it.

North Slope — Flatbush Avenue down to roughly Ninth Street, the earliest and grandest stock, including the Prospect Park West frontage where Victorian mansions went up in the 1880s and 1890s to take the park views. Montgomery Place, Carroll Street and Berkeley Place hold some of the most intact blockfronts in the district.

Center Slope — the heart of the residential grid around Seventh Avenue, consistently built rowhouses on a regular cross-street pattern, heavily subdivided.

South Slope — south of about Ninth Street toward the Prospect Expressway, generally smaller and slightly later houses, more frame and brick and less brownstone, with a different alteration history.

Fourth Avenue and the western edge — the lowest and most recently changed part of the neighborhood, where mid-rise apartment construction now sits beside older low-rise fabric on ground that drains toward the canal.

Gowanus — the flat land at the bottom, low-lying, formerly and partly still industrial, and the drainage destination for everything above it.

Windsor Terrace and Greenwood Heights sit to the south and west against Prospect Park and Green-Wood Cemetery, with more small frame houses and a quite different lot pattern.

Grand Army Plaza and the park frontage anchor the northern end, with large institutional buildings and the park’s canopy running along the whole eastern boundary.

How do you work out which flat a problem is coming from?

By monitoring the whole line rather than interviewing the residents, because in a subdivided house the apartment that complains and the apartment with the population are frequently not the same flat.

Tolerance varies enormously between households. One resident reports a single sighting; another lives with steady low-level activity for a year and mentions it in passing. Complaint order therefore tells you about people, not about biology. The only reliable way to locate a source in a three- or four-unit building is to place monitors in every unit and in the cellar at the same time, leave them long enough to mean something, and read the distribution rather than the anecdotes.

What the distribution shows is usually a gradient. Counts climb toward one kitchen or one bathroom wall, and the highest counts sit next to the shared stack. That is the source unit, and it is where the harborage and the food are. The units above and below it hold the overflow. Treating the overflow units alone produces a temporary improvement and a return within weeks, which is exactly the pattern residents describe when they say the work did not hold.

Two other readings are worth taking at the same time. The first is the cellar, because a population that appears on every floor at similar density is usually not spreading between flats at all — it is coming up the stack from below, and the answer is at the base of the riser or in the drainage. The second is the party wall, because activity concentrated along one flank of the building with nothing at the stack points sideways rather than vertically, and the neighbor’s building is part of the problem.

None of this requires anything exotic. It requires enough monitors, enough patience to leave them in place, and a willingness to record where things were found rather than only that they were found. A building that keeps that record for two seasons can see its own pattern, which is worth more than any single inspection.

The corollary is a scheduling one. Getting into every unit in a tenanted building takes notice, coordination and repeated attempts, and it is the part of the job most likely to slip. Arranging access properly at the start is what makes the rest of it work.

What is the honest position on rats in this part of Brooklyn?

That it is a normal urban baseline, that the city is measuring it, and that no residential contractor can take a block below the level its worst-managed property sets.

What is documented is this. The Health Department carries out over 150,000 rat inspections a year, and in some areas nearly every property is inspected at least once annually. Four Rat Mitigation Zones were designated in July 2023 — Bronx Grand Concourse; Bushwick, Bed-Stuy and Prospect Heights in Brooklyn; West, Central and East Harlem; and the East Village, Lower East Side and Chinatown — covering 37,545 properties in total. Prospect Heights, immediately north of the top of the slope, is inside that Brooklyn zone. Across all four zones between January and June 2025, 36,263 initial inspections produced 6,583 Commissioner’s Orders to Abate, an 18 per cent failure rate, down from 24 per cent the year before.

Those numbers describe a city with a measured, managed and slowly improving rat problem, not a crisis and not a clean sheet. The department’s own guidance on what sustains a population is unglamorous and correct: rats need food, water, shelter and safe ways to move around, and exposed garbage attracts them. Property owners are legally required to keep them out of buildings.

What that means at your address is a division of labor. The block interior, the tree pits, the waste storage on your street and the condition of the drainage are shared conditions, and improving them is collective work — the kind a block association or a co-op board can actually organize. Whether the animals in that shared habitat get inside your building is entirely a property-level question, and it is answered at the cellar line, the areaway, the service penetrations and the drain. Sealing your building will not reduce the block’s population. It will decide whether the population is your problem indoors.

What do the multi-unit obligations look like here?

They apply to a great many Park Slope buildings that their owners still think of as houses.

A building arranged for three or more independent households is generally a multiple dwelling, and given that roughly a third of the neighborhood’s units sit in two-to-four-unit buildings, a large share of the stock is at or near that line. The Housing Maintenance Code puts the duty to keep a dwelling free from rodents, insects and other pests on the owner and requires extermination where infestation is present — see NYC Housing Maintenance Code — extermination and rodent eradication.

Local Law 55 of 2018 adds a scheduled obligation. Owners of multiple dwellings must investigate units and common areas at least annually and whenever a complaint arises, then remediate by integrated pest management — physically removing nests and debris, sealing entry points so gaps are a quarter inch or less, and eliminating water sources — and the statute states that pesticide use does not substitute for those steps. In a subdivided rowhouse, honestly applying that quarter-inch standard means closing exactly the penetrations that carry the traffic between flats.

The annual bedbug report is a separate filing: owners of multiple dwellings, co-ops and condominiums included, file with HPD each December under Housing Maintenance Code sections 27-2018.1 and 27-2018.2, then distribute the receipt at lease commencement or renewal or post it prominently.

Notification rules govern pesticide application in multiple dwellings — see Local Law 36 pesticide notification and the New York neighbor notification law, with the applicator side at New York State pesticide applicator requirements. Boards should read co-op and condo board obligations; owners letting units, landlord and tenant pest responsibilities; anyone comparing proposals, choosing a pest control contractor.

When should the work be scheduled?

The slope has a genuine seasonal rhythm, which not every city neighborhood does.

Late summer into autumn is the rodent window. Cooling nights move rats and mice toward buildings, and a cellar and drainage line closed in September never takes on the winter population. It is also when a block interior shows its use pattern most clearly, before the planting dies back and after a full season of traffic.

Autumn into winter is when the drainage tells the truth. Heavy rain on a full leaf load is what reveals a blocked areaway drain, a failed house trap, a rear yard that now falls the wrong way and a downspout discharging against a wall. Stand outside in it once and you will learn more than from any dry-day inspection.

Spring is the masonry season. A winter of freeze-thaw cycling shows itself in spalled brownstone, open joints, failed sills and damaged cornices, and correcting those in April removes the moisture that will otherwise drive concealed insect activity all summer.

Late spring through early autumn is the insect season proper: carpenter ant foraging, wasp and hornet nest building, and the mosquito source-reduction work that a rear yard needs every year.

The order of operations does not change with the season. Reduce the population that is already inside, correct the moisture and structural conditions, seal the routes, then verify. Sealing first traps animals in the walls and produces a worse problem than the one you had.

What sits behind the way we work

Why are rats a block problem rather than a yard problem?

Because the rear yards on a Park Slope block back onto one another and form one continuous protected interior with soil, cover and, usually, at least one property storing waste badly. Rats move through that interior regardless of fence lines, so an immaculate garden still sits inside a shared habitat.

What actually fails first on a brownstone front here?

The stone itself, in a specific and predictable way. Should we seal the cellar before or after treatment?

Reduce the existing population first, then seal. Sealing a building that still holds an active population does not remove the animals; it removes their route out and concentrates them in the wall voids and chases, which is a materially worse problem than the one you started with. Verification comes after both.
