Pest Control in Cobble Hill, Brooklyn

Cobble Hill's historic district holds 796 buildings, and its core is 1830s and 1840s Greek Revival — built before brownstone took over, so the typical front is load-bearing brick. With houses as narrow as eleven feet six inches, the party wall is never far from any room, and the work sits below grade.

Why is Cobble Hill an older problem than the neighborhoods around it?

Because the building boom here happened a decade or two before the one that produced the classic Brooklyn brownstone, and the fabric never caught up with it.

The dates are worth taking slowly. A ferry connection at South Ferry opened in 1836. The 1840 tax list recorded forty-five houses and a hundred and twelve residents. By 1860 most of the land had been built over with brick and stone single-family rowhouses and institutional buildings. The historic district designated in December 1969 covers about sixty acres and 796 contributing buildings dating from the 1830s to the 1920s, and the Historic Districts Council identifies the 1830s and 1840s Greek Revival rowhouses as the first major development in the area.

That twenty-year head start matters more than it sounds, because of what it means for the material in the wall. Charles Lockwood’s account of Brooklyn rowhouse construction records red brick fronts with brownstone accents through the late eighteenth and early nineteenth centuries, with brownstone becoming the dominant facing material only by the late 1840s — and even then as a four-to-six-inch facing applied over a brick house. The core of Cobble Hill was built before that changeover. A great many houses here carry a load-bearing brick front with stone or wooden trim, not a stone skin over brick.

So the assumption we most often correct on a first visit is that these are brownstones. Some are. The oldest and best of them are not, and a brick front behaves differently, fails differently and is repaired differently.

The statistics agree. NeighborhoodScout puts 81.7 per cent of the residential real estate at 1939 or earlier — higher than 99.7 per cent of American neighborhoods — and records 36 per cent of the stock in two-, three- and four-unit buildings. The wider census geography carrying the name reads differently, with 4,369 housing units at a median construction year of 1947 and 48.9 per cent of units in buildings of fifty or more, because it takes in the institutional and apartment construction pressed against the northern and western edges. Both are true: a small, very old rowhouse core with much bigger buildings against two of its boundaries.

What actually fails on a brick front, and what does it wet?

The mortar joint and the cornice, in that order, and what they wet is timber you cannot see.

A load-bearing brick wall does not spall in layers the way a bedded stone veneer does. It fails at the joints. Lime mortar raised in the 1840s has been through nearly two centuries of freeze-thaw cycling and erodes back from the face progressively rather than dramatically. An open joint is a direct path for water into the wall, and because the wall is the structure rather than a facing over one, that water is inside the load path. Repointing on a house like this is not cosmetic maintenance — it is the primary weatherproofing of the building.

The second failure sits above it. The designation report for the district extension describes brick-fronted houses with wooden panelled cornices and stone basements, and a wooden cornice on a brick wall is a horizontal timber assembly at the wettest point of the elevation. Its job is to throw water clear. When it rots, sags, is patched with sheet material or is boxed in during a re-roof, it starts holding water against the top of the brickwork instead, where it runs down inside the wall and into the roof structure.

That is the moisture path behind the structural insect work we do here. Carpenter ants do not eat wood; they excavate it, and they overwhelmingly excavate wood already softened by water. A colony working a cornice return or the top of a joist bay behind a brick parapet is invisible from the street and from the room below, and the only sign is often a small accumulation of coarse material on a sill.

The third failure is at the bottom and gets noticed last. Stone basement courses sit in soil at the areaway and at the rear, and a nineteenth-century areaway drain was never sized for the volume now running off a re-roofed building through modern downspouts. Water standing against a stone basement wall keeps the below-grade story damp, and permanent below-grade damp is what sustains Oriental and American cockroaches in floor drains and sumps regardless of how clean the kitchens above them are.

What do the narrowest houses in Brooklyn do to the work?

They remove the interior. In a house eleven and a half feet wide there is no room that is not near a shared wall, so nothing can be quarantined.

Alfred Tredway White built the Warren Place workingmen’s cottages in 1878–79 to designs by William Field & Son. The two-story cottages are 11 feet 6 inches wide and 32 feet deep, the three-story corner units are 16 feet wide, ceilings are 8 feet 3 inches, and the target build cost was about a thousand dollars for a six-room house. They face each other across a narrow common garden between Warren and Baltic Streets. Verandah Place, a block and a half long and just 20 feet wide, was cut as a service alley before the Civil War; its south-side houses are mostly three-story brick, some built as stables and carriage houses and later converted, others built as cottages from the start.

Three consequences follow, and they are specific to this scale of building.

There is no buffer. In a twenty-five-foot rowhouse a stair core, a chimney breast and a run of interior partition stand between the two party walls, so a survey has somewhere to work that is not against a neighbor. At eleven and a half feet there is not. Anything moving inside a shared wall is adjacent to every room at once, and monitoring has to be read as one continuous surface rather than as separate rooms.

A converted stable is not a converted house. A building put up for horses had a ground floor designed to be washed down and drained and a hayloft above it. The floor structure, the drainage and the level changes in a Verandah Place house make no sense until you know what the building was, and then they make complete sense.

A shared yard is one habitat with several owners. Warren Place is not a set of rear yards backing onto each other; it is a single planted strip that every cottage fronts onto. Easier to manage than a block interior, because it is visible to everybody. Harder, because a decision about it is a decision for all the houses at once.

Uniform height compounds this at the top. The designation report singles out the pleasing quality of relatively low uniform building height, and what that produces structurally is a roofline that barely steps across a whole blockfront. Parapets and cornices at a consistent level, with mature street trees alongside, make a continuous route at roof height for eastern gray squirrels along the length of a street, with a choice of hatch, bulkhead and cornice return at every address.

What is different about a purpose-built model tenement?

It was designed rather than adapted, which is unusual here and changes where the survey goes.

The Home Buildings of 1876–77 stand at the south-east corner of Hicks and Baltic, L-shaped around an internal courtyard; the Tower Buildings of 1878–79 run along the east side of Hicks between Warren and Baltic, U-shaped around a larger one. Both are by William Field & Son for Alfred Tredway White, and together they held 218 flats — described at the turn of the twentieth century as the most famous model tenement enterprise in America. Restoration between 1978 and 1986 brought the count to 188; a non-eviction condominium conversion followed from 1998. Every decision made there for light, air and sanitation has a consequence a century and a half later.

The stairs sit outside the heated envelope. Staircases are in brick towers pierced with openings, reached across the facade on perforated iron balconies. That was a fire and ventilation decision, and it is a genuine advantage: the main vertical circulation is not a warm interior shaft. But the balcony line is a continuous horizontal route at every level across the whole elevation, and each junction where a balcony meets the wall is a penetration.

The courtyards are the ground floor. Two enclosed courtyards are the refuse, service and amenity space for nearly two hundred households. That is the most important surface on the property for Norway rat pressure, and it is the one place where a decision by the building settles the matter, because it is entirely inside the property line.

The basement had a public function. Each flat had its own toilet, which was the point of the exercise, but bathing rooms were communal and in the basement. A below-grade story built to take water, with drainage laid in the 1870s for a use that ended long ago, stays damp for reasons nobody living there now has any way of knowing. Restoration and conversion then reconfigured plumbing and partitions inside a masonry shell twice over, and each reconfiguration left junctions.

What is buried at the edges of this neighborhood?

More than most residents know, and all of it outside anybody’s property line.

Under the northern boundary there is a sealed railway tunnel. Work began in May 1844, it opened that December, it was built as an open cut and roofed over about five years later, and it runs 2,517 feet beneath Atlantic Avenue between Columbia Street and Boerum Place, 21 feet wide as built and 17 feet high inside. Its ends were closed with a concrete bulkhead several feet thick in the autumn of 1861 after the state legislature banned locomotives in Brooklyn. It has been shut to the public since December 2010. We will not claim to know its interior condition, because nobody publishing on the subject does — but a masonry void of that size along the district’s northern edge belongs in the same mental category as any other buried structure a building might connect to.

Along the west there is the trench. The Brooklyn–Queens Expressway was driven through between 1950 and 1964 as a below-grade cut that severed a continuous street grid, and residents alongside it live with traffic noise measured as high as 76 decibels. The local campaign to deck it over is called Fix the Ditch. From our side of the work the description is simpler: a permanently open below-grade corridor beside residential blocks, with its own harborage and its own maintenance regime, and no adjoining owner has any control over any of it.

In the north-west corner is the former Long Island College Hospital, which ran from 1857 until it closed in August 2014, with a freestanding emergency department opening on the site that October; redevelopment schemes presented in 2014 reached forty stories, and the as-of-right route was confirmed in November 2016. A long demolition and construction program inside a low-rise district disturbs ground, drainage and harborage over years, and nearby buildings feel it as displacement rather than as a new population.

In the middle is Cobble Hill Park, opened on 14 July 1965 on Clinton Street. Before it was a park the land held houses facing Congress Street and the Second Unitarian Church, built in 1853 and abandoned in 1925. Ground that carried a masonry church and a row of houses for a century is not undisturbed soil, whatever has been planted over it since.

Which services do Cobble Hill buildings actually need?

In the order this fabric produces them, with the mechanism attached.

Rodent control comes first and splits by route. Norway rats work the courtyards, the mews, the areaways, the shared yard strip and the drainage below; NYC Health states that rats need food, water, shelter and safe ways to get around, that garbage and clutter give them somewhere to hide, and that property owners are legally required to keep rats out of homes. House mice work the party walls and interior voids, and Cornell records fifty to sixty droppings a day from one animal — which is why an eleven-foot-wide house produces alarming evidence from a very small population.

Structural exclusion is second in sequence and first in importance, because it is the part that lasts. Here that means the cellar line, the areaway floor and drain, the stone basement course, the service penetrations, the party-wall pockets wherever a wall or ceiling is open, the cornice return and the roof hatch.

Cockroach control divides by level. German cockroaches are a plumbing problem in a converted house and need every apartment on the wet line monitored at once. Oriental and American cockroaches are a below-grade damp problem, answered by drainage work as much as by anything applied.

Bed bug treatment in a small multiple dwelling is a whole-building question from the first visit; bed bugs travel the same voids and conduit runs as everything else. Ant control covers pavement ants in areaway and garden paving joints and odorous house ants following a moisture line indoors.

Wildlife management is roof-level work — squirrels on the level parapet run, occasionally raccoons in larger roof structures, with a licensed partner taking the animal and Graduate closing the parapet — and wasp and hornet removal covers nests at cornices and rear extensions. Mosquito management on a residential property is source reduction: planters, saucers, covers, blocked areaway drains.

Shops and restaurants along Court Street, Henry Street, Clinton Street and Atlantic Avenue run through the commercial program and, for food premises, restaurant pest control. Managed and converted buildings sit under co-op and condo pest control and property management pest control.

Which parts of Cobble Hill do we serve?

The whole district and the streets around it. The stock changes character noticeably as you cross it.

Clinton Street and Henry Street carry the longest continuous runs of early stock, with Christ Church by Richard Upjohn of 1841–42 on Clinton, and the 1852–53 houses and the 1896–97 Polhemus Building at the Henry Street end of the district extension.

Hicks Street is the model housing frontage — the Home Buildings, the Tower Buildings and their courtyards — and reads as a completely different kind of building from the houses one street east.

Warren Place and the Warren Street mews hold the smallest permanent dwellings in the market, facing each other across their shared yard. Verandah Place is the twenty-foot alley behind Congress Street, with converted stables along its south side and the park at its eastern end.

Strong Place, Amity Street, Congress Street, Kane Street and Baltic Street make up the residential grid between the avenues, with Strong Place Baptist Church of 1851–52 and Queen Anne houses of 1891 among them.

Court Street is the commercial spine, retail and food service at ground level under residential floors — the arrangement in which a complaint upstairs frequently has a source below it. Atlantic Avenue is the northern boundary and a busy mixed corridor carrying one of the city’s largest concentrations of Middle Eastern shops, with the sealed tunnel beneath the roadway. Degraw Street marks the southern edge against Carroll Gardens, and the ground west of the expressway runs down to the Columbia Street Waterfront District.

What does the bin rule change on a Cobble Hill block?

It acts on the food supply, which is the only lever that reduces a population rather than intercepting it — and the version applying here is the small-building version.

Cobble Hill sits in Brooklyn Community District 6, which puts it outside the first phase of the city’s on-street Empire Bin program — that is starting in Brooklyn Community District 2, for properties of thirty-one units and more. What governs most buildings here instead is the requirement that properties of one to nine residential units use official NYC Bins for trash set out, in force from 1 June 2026, with a warning period to 7 September 2026 and full enforcement from 8 September 2026. Buildings of ten to thirty units may choose between the two.

Given that thirty-six per cent of the stock sits in two-, three- and four-unit buildings, that band captures a very large share of the neighborhood, and the rule lands squarely on the building type producing most of the curbside refuse.

Be straight about the rest of it. The Health Department carries out over 150,000 rat inspections a year and fails a property where there are active signs of rats or rat-friendly conditions such as open trash; in its highest-burden areas it indexes every property in a target zone and designates Rat Mitigation Zones. Cobble Hill is not one of those zones. That is not a claim that pressure here is low. It means the work will be done by the buildings themselves rather than by a city program, which makes what an individual owner or board decides considerably more consequential. The courtyards, the mews, the shared yard and the refuse arrangements on your block are collective conditions; whether the animals living in them get inside your building is decided at your cellar line, your areaway, your service penetrations and your drain.

What obligations attach when a house here holds several households?

They attach at the third household, and many owners here are closer to that line than they realize.

The threshold is not two. A building arranged for three or more independent households is generally a multiple dwelling, and in a neighborhood where more than a third of the stock sits in two-, three- and four-unit buildings, the step from a two-family house to a three-family one is the step from a private arrangement to a regulated one. Past that line the Housing Maintenance Code places the duty to keep the building free from rodents, insects and other pests on the owner and requires extermination where infestation is found — set out at NYC Housing Maintenance Code — extermination and rodent eradication.

Local Law 55 of 2018 then adds a duty running on a calendar rather than on complaints: investigation of units and common areas at least annually and whenever a complaint arises, with remediation by integrated pest management — physical removal of nests and debris, sealing of openings to a quarter of an inch or less, and elimination of the water sources pests rely on — and the statute is explicit that applying a pesticide is no substitute for those measures.

Read that quarter-inch standard against the fabric described earlier and it stops being abstract. In a house whose front wall is load-bearing brick with eroded lime joints, whose cornice is timber, whose basement course is stone in soil and whose party wall carries unsealed joist pockets, applying it honestly means repointing, closing pockets, correcting the areaway drain and fitting a real threshold detail. The law is describing building repair, and building repair is what works.

A separate annual filing sits alongside it: owners of multiple dwellings, cooperatives and condominiums included, file a bedbug annual report with HPD each December under Housing Maintenance Code sections 27-2018.1 and 27-2018.2, whether or not the building has had any activity, then hand the receipt to occupants or post it prominently.

Boards in the converted buildings on Hicks Street should read co-op and condo board obligations; owners letting a floor or two, landlord and tenant pest responsibilities; anyone weighing competing proposals, choosing a pest control contractor.

What goes into an opening on a wall like this?

Not much, and every item on the list is there because the alternatives have been watched to fail.

Designation restricts the view from the street and almost nothing else that matters here. Cellar walls, areaway floors and drains, stone basement courses, rear elevations, party-wall pockets, service penetrations, roof hatches and the inside of a cornice return are not the protected streetscape in any meaningful sense, and they are where the traffic is. Where a front elevation is involved the happy accident is that the correct preservation repair and the correct exclusion repair are frequently the same repair: repointing an eroded lime joint in an appropriate mortar weatherproofs a load-bearing brick wall and closes a route in one operation. Mesh can be recessed inside an opening rather than applied across it, and a vent that must keep passing air gets screened rather than closed.

What will not go into one of these walls is expanding foam, in any role. Rodents chew through cured foam, and on a landmarked brick front it is visible, discoloured and ugly within a season. Ordinary steel wool rusts and stains down the face of the brick. Silicone sealant is a weather seal over a barrier and no barrier by itself. What we install instead is custom-fabricated 26-gauge galvanised sheet metal cut and bent to the opening, copper or stainless mesh where an annulus has to be packed, hardware cloth where air must keep moving, mortar and hydraulic cement at masonry, Xcluder door sweeps and fill fabric at thresholds and services, and mechanical fasteners throughout.

The sequence matters as much as the material, and it is not optional. Bring the existing population down, correct the moisture and structural conditions, seal the routes, then verify. Sealing a building that still holds an active population removes the animals’ way out rather than their way in. Timing follows from that: a cellar and areaway closed in September never acquires the winter population that a cellar closed in January has to be emptied of first, and April is when a winter of freeze-thaw on two-hundred-year-old lime mortar is most legible.

How we read a building like this

Cobble Hill is an unusually good place to demonstrate that, because so little of the fabric has been replaced. A house here may have stood since the 1840s, put up before the material that gives Brooklyn rowhouses their name was in general use, attached on both sides, altered by a dozen owners and cut into flats at some point in the twentieth century. A cottage on Warren Place has been eleven and a half feet wide since 1879. AN apartment on Hicks Street sits in a building designed in 1876 to solve a public health problem, and most of those design decisions are still doing their job. None of it is mysterious. Each of those buildings is a record of its own alterations, and the seams are where the animals live.

Do the model tenements on Hicks Street work differently from a rowhouse?

Yes, because they were designed rather than adapted. Circulation is outside the heated envelope, which puts the survey on the courtyard, the balcony line and the basement rather than on an interior stair.

Does landmark designation stop us sealing the building?

No. Designation governs what the street sees, and almost none of this work is visible from the street. Cellars, areaway floors and drains, rear elevations, party-wall pockets, service penetrations and roof hatches sit outside the protected view, and where a front elevation is involved the answer is choosing a material and a detail that suit the fabric.
