Why does Williamsburg need two different approaches on the same block?
Because it has two housing stocks that were built a century and a half apart and now share drainage, sidewalks, block interiors and waste collection.
The older stock is small and attached. NeighborhoodScout puts 43.6 per cent of Williamsburg residential real estate in small two-, three- and four-unit apartment buildings, at a density of 63,659 people per square mile with a 3.2 per cent vacancy rate. That is walk-up country: narrow lots, party walls, shallow cellars, back yards, and plumbing that was installed decades after the building went up.
The newer stock is tall and purpose-built. The 2005 waterfront rezoning covered approximately 184 blocks and projected a net addition of about 7,391 dwelling units across 76 development sites, along with a shore park running roughly two miles from Manhattan Avenue in Greenpoint south to North 3rd Street and a continuous public walkway at the water’s edge. The Domino Sugar site alone has produced a sixteen-story building of 522 units in 2017, a forty-five-story tower of 330 units and a twenty-four-story building in 2019, and a pair of towers in 2024 at thirty-nine and fifty-five stories holding roughly 560 units between them.
The NYU Furman Center’s figures cover both at once: Brooklyn Community District 1 held 159,580 residents in 77,305 housing units in 2022, with a 14.6 per cent homeownership rate, a 2.7 per cent rental vacancy rate, 44.1 serious housing code violations and 227.9 total violations per 1,000 privately owned rental units. Williamsburg itself had a population of 151,308 at the 2020 census.
Those are not two versions of the same problem. In the small buildings the routes are party walls, joist pockets, one wet stack per building and a rear yard. In the towers the routes are a designed service core, a compactor chute, and riser penetrations through every floor slab. A method built for one is close to useless on the other, and quite a lot of what gets sold in this neighborhood is a method built for one applied to both.
What the two do share is the ground. They set waste out on the same sidewalks, drain into the same sewer, and back onto the same block interiors. That shared ground is where a building-by-building approach starts to fail and a block-level view starts to pay.
What did the rezonings actually put on the ground?
Height on the waterfront, contextual limits inland, and a long construction period that has not really stopped.
The waterfront plan set streetwalls at 60 to 70 feet in mixed-use areas and left the tall building form to the sites behind them. Upland contextual zoning was held to a 40-foot streetwall and 50-foot overall height, which is why you can stand on a low street of nineteenth-century buildings and see towers a block and a half away.
A second rezoning, approved on 29 July 2009, dealt with the inland blocks. It covered 175 blocks that were 93 per cent R6 and replaced that with contextual R6A, R6B and R7A districts, eliminating as-of-right development of large towers without height limits. R7A was applied to 44 blocks along commercial corridors with the Inclusionary Housing program attached, and commercial overlays were narrowed from 150 to 100 feet deep.
For pest work the significant output of all this is not the buildings themselves. It is the twenty years of open ground that produced them.
Excavation is the most reliable way to move a Norway rat population without reducing it. A burrow system is destroyed, the animals disperse to the nearest shelter with a food supply, and the nearest shelter is almost always a neighboring building’s yard, cellar or waste storage. On blocks where sites open, run and close in sequence, that displacement is not an event; it is a background condition. The Health Department’s framing is that rats need food, water, shelter and safe ways to move around — construction removes the shelter and leaves the other three untouched.
The practical conclusion for anyone who owns a building on or near a development block is unwelcome but simple. You will not get the site next door to behave the way you would like. What you can do is close your own building line — cellar penetrations, service entries, door thresholds, drainage — before the next site opens rather than after. Work done in advance costs the same as work done in response and prevents an interior population instead of removing one.
What does the older small-building stock do to a pest problem?
It connects buildings to each other, and it concentrates everything indoors onto one line.
Attached buildings on narrow lots share masonry party walls, and the floor joists of both buildings bear into the shared wall. The recess cut for each joist end — the joist pocket — was rarely closed on nineteenth-century construction, so the wall contains a row of small horizontal voids at every floor level running the length of both buildings. House mice use them as a route between structures without going outdoors, which is why pressure applied on one side of a party wall tends to produce a complaint on the other a few weeks later.
Indoors, the older plans stack kitchens and bathrooms on a single wet line so one riser serves the whole building. That line is the shared corridor for German cockroaches. Treating the apartment that complained leaves the rest of the line untouched, which is why the problem comes back on a predictable cycle. Cornell’s work with multifamily housing puts the general case plainly: prevention and non-chemical control do the job that monthly pesticide application is expected to do and does not, partly because insects hide, partly because they develop resistance, and partly because sprays require the insect to walk over a residue that degrades.
Below grade, these buildings have shallow cellars with soil contact, old house drains and, in the blocks near the water, high groundwater. That combination supports Oriental and American cockroaches as a permanent below-grade population that surfaces into occupied floors in warm, wet weather. It is a drainage problem wearing an insect costume, and it responds to drainage work.
Outside, rear yards back onto one another across the block interior. Fences stop people. The interior functions as one habitat with soft ground to burrow in, planting for cover and a food supply that only has to be dependable at one or two properties for the whole thing to hold a population.
What does a purpose-built tower do differently?
It replaces those routes with designed ones, which is an improvement in principle and a concentration of risk in practice.
The compactor chute is the defining feature. It is a masonry or concrete shaft running the full height of the building with an intake on every floor, carrying the organic waste of every household in the line past the same wall twice a day, ending in a refuse room at the bottom. NYC rule section 25-211 sets the standard: brick masonry at least eight inches thick or reinforced concrete at least six inches, straight and plumb, a minimum 24-inch inside dimension, extending at least six feet above the roof, with approved self-closing hoppers at each service opening and a refuse room with a concrete floor sloped to a drain. The rule also requires the chute, the room and their appurtenances to be maintained clean, sanitary and free of vermin, and requires the owner to establish a treatment program and keep records of it for inspection.
That last clause is worth reading twice, because it is a duty on the owner rather than a suggestion, and because a chute that is not on a program is the most productive single feature in a modern residential building. A self-closing hopper that no longer closes, a chute that has not been cleaned on schedule, a refuse room whose door does not seal or whose drain has backed up — any of those turns a designed system into a vertical feeding station.
The second feature is riser penetration. A tower carries plumbing, heating, sprinkler, electrical and telecommunications services vertically through every floor slab. Each of those penetrations is sealed at construction, and each is opened again by every subsequent fit-out, cable run and repair. Sleeves that were firestopped in 2018 are not necessarily firestopped now, and a route that satisfies fire code by resisting flame does not necessarily satisfy the quarter-inch standard that Local Law 55 sets for pests.
The third is scale. A building with several hundred units has several hundred front doors, a turnover rate driven by a 2.7 per cent rental vacancy, and a corridor system connecting all of it. Bed bugs in that setting are a management problem from the first report, and they are the reason a building of this size needs monitoring rather than response.
What does the creek and the sewer system have to do with rats?
More than the water itself does. The relevant infrastructure is underground, and it moves.
Newtown Creek, which drains Bushwick, Williamsburg and Greenpoint on the Brooklyn side, was listed as a Superfund site on 27 September 2010 after more than a century of refining, chemical and smelting activity. The Greenpoint oil spill discovered in 1978 released roughly three times the volume of the Exxon Valdez over three decades. Bushwick Inlet holds a former manufactured gas plant undergoing remediation and ten former oil storage tanks on ground planned for public park.
Those are environmental facts rather than pest facts. The pest fact is the sewer. The system serving the creek is not compliant with the Clean Water Act: combined sewer overflows occur roughly weekly, discharging on the order of 100 million gallons of untreated water, and as little as a tenth of an inch of rain can trigger an event. A combined system carries stormwater and sewage in the same pipes, which means the network surcharges regularly and then drains again.
For rodent control that matters in two ways. A sewer network is a continuous, sheltered, food-bearing route beneath a whole neighborhood, and rats use it. And a network that surcharges pushes animals up and out — into yard drains, into cellar drains without functioning traps, into disused connections that nobody has looked at since the building was converted.
The practical measures are unglamorous and effective. Cap or properly trap disused drain connections in cellars. Check that floor drains hold water rather than having dried out. Replace broken or missing cleanout covers. Get the drainage in a rear yard to actually discharge rather than pond. None of that is pest control as most people picture it, and all of it outperforms another round of product on a building where the route is a pipe.
Which services does this neighborhood generate?
In the order the two stocks produce them.
Rodent control first and by a distance. Norway rats work the block interiors, the drainage, the construction ground and the waste; house mice work the party walls in the old stock and the riser penetrations in the new.
Structural exclusion second, and it looks completely different in the two stocks. In a walk-up it is the cellar line, the party-wall pockets, the service entries and the yard door. In a tower it is the riser sleeves, the chute intakes and refuse room, the loading dock and the service corridor thresholds.
Cockroach control third, always as a line or a building rather than a unit. German cockroaches on the wet stack and around the chute; Oriental and American cockroaches below grade on drainage and damp.
Bed bug treatment fourth, and in a stock that is 85 per cent rented with a vacancy rate under 3 per cent, it is a monitoring discipline rather than a call-out service.
Ant control handles pavement ants in yard and sidewalk joints and odorous house ants following moisture indoors. Wasp and hornet removal deals with nests on parapets, fire escapes and rear extensions, and wildlife management with eastern gray squirrels at roof and cornice level, where a licensed partner takes the animal and Graduate seals the cornice.
Bars, restaurants and food manufacturing along Bedford, Grand, Metropolitan and Broadway run through the commercial program, with restaurant pest control and, for production premises, food facility IPM. Condominium and cooperative boards sit under co-op and condo pest control, and managing agents under property management pest control.
What does the ground floor add to a residential building here?
A food source, a second set of drainage, and an operator whose interests are not identical to the residents’ above.
The commercial overlays that the 2009 rezoning narrowed from 150 to 100 feet deep are the zoning expression of something you can see on any avenue in the neighborhood: bars, restaurants, cafés, bakeries and small food production occupying the ground floor of buildings whose upper stories are apartments. On the R7A corridors, that mixed arrangement is the norm rather than the exception.
The mechanism is the same in a walk-up and in a tower. A ground-floor kitchen generates organic waste, warmth, grease and standing water, and it discharges into the same house drain as the apartments above it. A German cockroach population established in a prep area or a dishwash zone travels the riser. A Norway rat population supported by a tenancy’s waste handling lives in the cellar the residents share. Neither shows up in the residential complaint as a commercial problem, and neither is fixed by treating the apartment that reported it.
There are two practical consequences. The first is that a survey has to include the tenancy, which requires the freeholder or managing agent to make that possible — a lease clause is often the real limiting factor rather than anything technical. The second is that the tenancy’s own program has to be built for a food premises rather than for a home, which is what restaurant pest control and, for production and packing operations, food facility IPM exist to do.
Where a building has both, the sensible arrangement is a single program covering the whole structure with separate monitoring regimes for the commercial and residential parts, rather than two contractors working either side of a floor slab and neither of them seeing the riser.
Which parts of Williamsburg do we cover?
All of it, and the divisions are real street lines rather than marketing.
The North Side, north of Grand Street, holds the densest concentration of the older small-building stock alongside the newer development around Bedford Avenue. Narrow lots, party walls, back yards, and ground-floor retail and food service on the avenues.
The South Side, between Grand Street and Division Avenue, is similar in stock and different in occupancy, with a long-established residential community and a large share of small rented buildings. This is where the NYC Bin rule for buildings of one to nine units lands hardest.
South Williamsburg, below Division Avenue, runs to larger family occupancy in older buildings, which changes waste volumes, kitchen use and the practical logistics of any building-wide program.
East Williamsburg, inland to the east toward the creek, keeps more of the industrial and manufacturing fabric — large-floorplate buildings, loading thresholds, and mixed residential and production use on the same street.
The waterfront, along Kent Avenue and the streets running down to the East River, is the newest and tallest part of the neighborhood: towers with designed service cores, chute systems and loading docks, standing beside the shore park and walkway created by the rezoning.
Bedford Avenue, Grand Street, Metropolitan Avenue and Broadway are the commercial spines, and Graham Avenue carries its own dense retail. McCarren Park, Domino Park, Bushwick Inlet Park, Marsha P. Johnson State Park and Grand Ferry Park are the open spaces, and every one of them is a permanent food, water and cover source next to residential blocks. The Domino Sugar Refinery, which operated from 1856 to 2004 across eleven acres and was landmarked in 2007, anchors the southern waterfront; the Williamsburg Bridge and the Brooklyn–Queens Expressway cut through the neighborhood as infrastructure corridors with their own harborage and their own maintenance regimes.

What do owners and boards have to do here?
The duties do not scale down for a small building, and they arrive at three units.
A building arranged for three or more independent households is generally a multiple dwelling, and the Housing Maintenance Code places the duty to keep the premises free of rodents, insects and other pests on the owner. The detail sits at NYC Housing Maintenance Code — extermination and rodent eradication.
Local Law 55 of 2018 adds the scheduled duty. Owners must investigate for indoor allergen hazards at least once a year and more often if necessary, including when a complaint arises, and remediate using integrated pest management — ongoing prevention, monitoring and control, eliminating harborages and conducive conditions. It requires holes, gaps and cracks repaired and sealed with durable materials, and door sweeps reducing gaps to no more than a quarter of an inch. It states directly that pesticide use does not substitute for those measures, and any pesticide must be applied by an applicator licensed by the New York State Department of Environmental Conservation — see NYS pesticide applicator requirements.
Waste is now regulated more tightly than most owners realize. Buildings of one to nine units must use official NYC Bins for trash set out, in force since 1 June 2026 with full enforcement from 8 September 2026. Buildings of ten to thirty units may choose between NYC Bins and stationary Empire Bins. Buildings of thirty-one units and above move to Empire Bins assigned to the building, opened with key cards and serviced by automated side-loading trucks, phased in by community district with a citywide rollout planned by 2032. Brooklyn Community District 2 is among the districts phasing in through 2026.
Buildings with a chute carry the section 25-211 duty described above: keep it free of vermin, run a treatment program, keep the records.
And every multiple dwelling, cooperative and condominium files a bedbug annual report with HPD each December covering total units, units infested, units treated and units reinfested, then gives occupants the receipt or posts it prominently.
Where pesticides are applied, notification follows — Local Law 36 pesticide notification and the New York neighbor notification law. Boards should read co-op and condo board obligations; owners letting units landlord and tenant pest responsibilities; anyone comparing bids choosing a pest control contractor.
Where this method comes from

Williamsburg is the clearest place in the city to see why that is not a slogan. Two blocks apart you have a nineteenth-century walk-up whose kitchens all sit on one riser and a tower whose kitchens all sit around one chute. The pests are the same species doing the same thing. The buildings are doing completely different things, and the answer in each case comes from reading the building, not from reading the label on a product.

Does Newtown Creek affect pest pressure inland?

Why do construction sites make our rat problem worse?
Because excavation destroys burrows without removing the population. Animals displaced from broken ground look for the nearest shelter with a food supply, and that is usually a neighboring building's yard or cellar. On blocks where sites open and close continuously, the only durable answer is to close your own building line before the next one starts.
We are in a converted warehouse. Is that the same as a tower?
No. Converted industrial buildings have large floorplates, freight shafts and retrofitted plumbing cut through old structure, so the routes are shafts and floor collars. Purpose-built towers have designed service cores, chute systems and riser penetrations at every slab. Both are vertical problems, but the openings are in completely different places.
Why does treating one apartment rarely settle a cockroach problem here?
Because in both stocks the kitchens are on a shared line. In older buildings that is a single tenement-era wet stack; in newer ones it is a designed riser plus the chute. Cornell's work in multifamily housing found that prevention and non-chemical control do the work that monthly spraying is expected to do, and building-wide monitoring is how you find out where to act.
Does the neighborhood's high turnover matter for bed bugs?
Considerably. The NYU Furman Center records a 2.7 per cent rental vacancy rate and a 14.6 per cent homeownership rate for Greenpoint-Williamsburg, so a mostly rented stock is moving constantly.
