Pest Control on the Upper West Side, Manhattan

The Upper West Side is pre-war elevator apartment stock at 122,677 people per square mile, with brownstone side streets between the avenues. Three-quarters of it predates 1940, so the routes are steam risers through every floor slab, compactor chutes, disused dumbwaiter shafts and light courts — all of them vertical.

What kind of building are we actually working on here?

A large pre-war elevator apartment house with a service anatomy that was designed in, and a brownstone rowhouse on the side street behind it. Both are old, both are attached, and they fail in opposite directions.

The scale is the first thing to fix in mind. NeighborhoodScout classifies 94.4 per cent of Upper West Side residential real estate as apartment complexes or high-rise apartments and puts 76.0 per cent of it at 1939 or earlier, at 122,677 people per square mile — denser than 99.8 per cent of American neighborhoods. The NYU Furman Center records Manhattan Community District 7 at 197,826 residents in 2021 and 124,080 housing units in 2022, with a 37.1 per cent homeownership rate, a 6.6 per cent rental vacancy rate, 42.8 serious housing code violations and 150.5 total violations per 1,000 privately owned rental units, and 244 subsidised properties including 21 public housing developments holding 4,729 units and 11 Mitchell-Lama properties holding 1,758.

The Landmarks Preservation Commission’s description of the Upper West Side/Central Park West Historic District, designated 24 April 1990 and running between Central Park and Amsterdam Avenue from West 62nd to West 96th Street, captures the arrangement: speculatively built brownstone rowhouses on the side streets, representing the last period of rowhouse development in Manhattan, with substantial apartment houses on the avenues, including the twin- and triple-towered buildings on Central Park West raised between the late 1890s and the Depression. The area was largely developed by the 1930s.

Consider what one of these apartment houses actually is. The Ansonia, built 1899 to 1903 and opened on 16 April 1904 on Broadway between West 73rd and West 74th Streets, stands seventeen stories, roughly 200 feet square, with light courts along each side giving it an irregular H plan and masonry walls between one and three feet thick. It originally held about 2,500 rooms arranged as 340 apartments, later reconfigured to 425, and converted to condominium in 1992.

That is a building the size of a village, with a single set of vertical services running through it, several hundred households on those services, and a hundred and twenty years of alterations behind the walls. Which is why the working principle on the Upper West Side is the same one in every building of the type: the routes are vertical, they are internal, and treating a single apartment relocates the problem rather than ending it.

Why do steam risers matter more here than in most housing?

Because almost every one of these buildings has them, because the systems were sized on an unusual brief, and because every riser punches through every floor it passes.

A 2019 report found that about 75 per cent of New York multifamily buildings use steam heat, and the percentage is likely higher among older buildings. The design brief is a piece of public health history that most residents have never heard. After the 1918 influenza epidemic, the city Board of Health required both a minimum indoor temperature and open windows in heated apartments. Radiators and boilers were therefore sized to heat a building on the coldest day of the year with the windows open, and radiators were placed directly beneath windows to warm the incoming cold air. Once residents stopped opening the windows, the same systems massively overheated sealed apartments — which is why a pre-war flat runs hot and why the pipes bang.

The pest consequence has nothing to do with temperature and everything to do with geometry. A riser is a vertical pipe serving one stack of radiators in one line of apartments, and it passes through every floor slab between the cellar and the top floor. Each of those passages is a hole in a structural floor, filled at construction with whatever was standard at the time and reopened by every subsequent repair, replacement or renovation on that line. Around it sits a chase — a boxed-out void containing the pipe and, very often, everything else that has been run vertically since: waste and supply plumbing, electrical, telephone, cable, sometimes a redundant gas line.

That chase is warm, dry, dark, continuous and almost never opened. It is the single most productive house mouse route in a pre-war building. It also explains a pattern that puzzles residents: a mouse problem confined to one line of apartments running vertically up the building, with the apartments on either side unaffected. That is not coincidence and it is not housekeeping. It is a stack.

Sealing at riser penetrations is real, finite work. It is done from the accessible side — a riser closet, an open ceiling during a renovation, a chase opened for plumbing work — with material that cannot be gnawed, and it is permanent because it is a physical change to the building rather than a residue applied to it. It is also the highest-return piece of structural exclusion available in a building of this type.

What does the compactor chute do to a building with hundreds of households?

It concentrates the food supply of the whole building into one vertical shaft and one room, and it does that every day.

NYC rule section 25-211 sets out what a chute must be: brick masonry at least eight inches thick or reinforced concrete at least six inches, straight and plumb, with a minimum 24-inch inside dimension, supported on fireproof structure and extending at least six feet above the roof. Each service opening needs an approved self-closing hopper that seals the chute during loading. The refuse room at the base needs a three-hour fire rating, self-closing doors, sprinkler coverage, a hose connection and a concrete floor sloped to a drain.

Then the clauses that matter most to us. All of it must be maintained in a clean and sanitary condition at all times, free of vermin, odors and defects, and in good operating condition. And the owner must establish a program to ensure the chute, the refuse room and their appurtenances are treated as often as necessary to prevent infestation with insects and rodents, and must keep records of that treatment available for inspection.

Read as a description of a pest route rather than as a code section, this is a shaft in which organic waste from every floor falls past the same wall twice a day, ending in a warm room with a drain in it. When it is on program it is a controlled system. When it is not, it is the most productive single feature in the building — and the failures are always small and mechanical rather than dramatic. A hopper whose self-closing mechanism has worn and now stands slightly open. A chute that has not been cleaned on schedule and has residue on the interior wall. A refuse room door that no longer seals at the bottom. A floor drain that has dried out and lost its trap seal.

German cockroaches around a chute line are a building problem, not an apartment problem, and the honest scope covers the chute, the room, the hoppers on every floor and the stacked kitchens on the affected line. American cockroaches in the refuse room and boiler room are a drainage and damp population instead, and they respond to drainage repair rather than to treatment applied upstairs.

What else is still inside these walls from the building’s service era?

Dumbwaiter shafts, light courts and service stairs — three features that were essential when the building opened and are now, in many cases, closed, forgotten or repurposed.

Dumbwaiters carried food, laundry, coal and firewood between service levels in buildings of this era. Where one has been taken out of use, the shaft frequently remains as a continuous vertical cavity from the cellar to the top of the building, with the old door openings boarded, panelled or built into cupboards on every floor. Fire safety guidance is to strip out the doors and moldings and close the shaft with double layers of sheetrock, because an open shaft behaves as a flue and can carry a fire from a lower floor to the upper stories quickly. That advice is given for fire, and it happens to close one of the best rodent routes in the building at the same time. It is one of the few jobs in this trade where the fire case and the pest case point at exactly the same work.

Light courts are the second feature. Large pre-war houses were built around them rather than as solid blocks — the Ansonia’s courts along each side giving the building an irregular H plan is the type at its grandest, but the arrangement is normal across the neighborhood. A court is an enclosed outdoor space, sheltered from wind, invisible from the street and from most apartments, usually with service doors, drainage, sometimes waste handling and often stored equipment opening onto it. For Norway rats it functions the way a rear yard functions in a rowhouse neighborhood, and it is surveyed far less often because most residents never set foot in it.

Service stairs and service corridors are the third. They connect the back of every apartment on a floor to a vertical route, and they carry the traffic that residents never see: deliveries, refuse, contractors and building staff. Every door on that route is a threshold, and a threshold with a worn sweep is a quarter-inch gap that Local Law 55 explicitly addresses.

There is one more thing worth naming. These buildings have been rewired, replumbed, air-conditioned, cabled and fitted for internet, each time by a different trade cutting the shortest available path through a masonry structure. Nobody records those penetrations. Finding them is a large part of what a proper survey does.

What do the brownstone side streets add to the picture?

A completely different failure mode, on the same block as the first one.

The rowhouses between the avenues are attached, so the floor joists of each house bear into the party walls it shares with its neighbors. Those bearing recesses — joist pockets — were rarely closed on nineteenth-century construction, which leaves a row of horizontal voids at every floor level linking adjoining buildings inside the wall. Where a rowhouse has been cut into apartments, which is common here, that horizontal connection sits alongside a retrofitted vertical wet stack, and the building has both problems at once.

Below grade the rowhouse gives you a cellar with soil contact, an areaway at the front and a rear yard behind. The rear yards back onto one another across the block interior, forming a continuous habitat with soft ground, planting for cover and, on most blocks, at least one property whose waste storage is not what it should be. The Health Department’s guidance is that rats want food, water, shelter and safe ways to move around, and a block interior supplies all four without anyone intending it.

Waste rules now differentiate by building size in a way that matters on these streets. Buildings with one to nine units must use official NYC Bins for trash set out, in force since 1 June 2026 with full enforcement from 8 September 2026. In the ten-to-thirty-unit band a building may take either official NYC Bins or stationary Empire Bins. At thirty-one units and above — which is most of the avenue stock — buildings move to Empire Bins assigned to the building, opened with key cards and serviced by automated side-loading trucks, phased in by community district with a citywide rollout planned by 2032.

So on a single Upper West Side block you can have a thirty-one-plus-unit apartment house on the avenue moving to stationary street containers and a nine-unit brownstone mid-block on wheeled bins, with a shared block interior behind both. Coordinating those is worth more than any product either of them buys.

Which services do these buildings need?

In the order this stock generates them.

Rodent control first, split by species and by building type. House mice work the risers, chases, dumbwaiter shafts and service corridors in the apartment houses and the party walls in the rowhouses. Norway rats work the courtyards, service entries, refuse rooms, areaways and the park edges at Riverside Park and Central Park.

Structural exclusion second and most valuable: riser and chase penetrations, shaft closures, chute intakes and refuse room thresholds, service door sweeps, cellar penetrations, and party-wall pockets in the rowhouses wherever a ceiling or wall is open.

Cockroach control third, as a line-and-chute program for German cockroaches and a drainage program below grade for Oriental and American cockroaches.

Bed bug treatment fourth, and in buildings of this size it is a monitoring discipline. Bed bugs use the same chases and corridor routes as everything else, and a report in one unit is a question about the units around it from day one.

Ant control covers pavement ants in courtyard and areaway paving and odorous house ants following a wet chase indoors. Wasp and hornet removal handles nests at setbacks, parapets, water tank enclosures and bulkheads.

Wildlife management matters more here than in most Manhattan markets because of the park frontage — eastern gray squirrels moving from street trees and park canopy onto parapets, setbacks and roof structures. The animal is taken by a licensed wildlife partner and the parapet, setback and bulkhead closure is Graduate’s.

Ground-floor retail and food service on Broadway, Amsterdam and Columbus run through the commercial program and restaurant pest control. Boards sit under co-op and condo pest control and managing agents under property management pest control.

Which parts of the Upper West Side do we serve?

All of it, from Columbus Circle to Cathedral Parkway, and it changes character as you move north and as you move east to west.

Lincoln Square, at the southern end between roughly West 58th and West 65th Streets, mixes institutional buildings with post-war and newer towers among the older stock. Different service cores, different waste handling, different loading arrangements.

The West 60s to the West 90s between Central Park and Amsterdam Avenue are the Upper West Side/Central Park West Historic District — brownstone rowhouses on the side streets and large apartment houses on the avenues, with commercial buildings along the north-south avenues and major cross streets.

Central Park West carries the twin- and triple-towered apartment houses built between the late 1890s and the Depression, facing the park directly. Park frontage means squirrel pressure at roof level and rat pressure at the service side.

West End Avenue and Riverside Drive hold the districts designated across four decades: Riverside–West 105th Street and Central Park West–76th Street on 19 April 1973, Central Park West–West 73rd–74th Street on 12 July 1977, West End–Collegiate on 3 January 1984, Riverside Drive–West 80th–81st Street on 26 March 1985, West 71st Street on 29 August 1989, Riverside–West End on 19 December 1989, Manhattan Avenue on 15 May 2007, Riverside–West End Extension I on 26 June 2012, the West End–Collegiate Extension on 25 June 2013 and Riverside–West End Extension II on 23 June 2015.

Broadway, Amsterdam and Columbus Avenues are the commercial spines, with ground-floor food service under residential floors along most of their length.

Manhattan Valley, north of 96th Street east of Broadway, and Bloomingdale, from 96th to 110th west of Amsterdam, bring in older tenement stock, public housing and Mitchell-Lama buildings alongside the pre-war houses — a wider range of building ages and management structures than the blocks to the south.

Riverside Park on the west and Central Park on the east bound the neighborhood with large planted open space on both sides, which is unusual and which shapes the wildlife and rodent pressure on the buildings that face them.

What do co-op and condo boards on the Upper West Side actually have to do?

More than react, and the obligations sit with the building rather than with the residents.

The Housing Maintenance Code places the duty to keep a dwelling free from rodents, insects and other pests on the owner and requires extermination where infestation is present — set out at NYC Housing Maintenance Code — extermination and rodent eradication.

Local Law 55 of 2018 adds the scheduled duty. Owners must take reasonable measures to keep the premises free from pests and indoor allergen hazards, investigate dwelling units and common areas at least once a year and more often if necessary, and remediate using integrated pest management — defined as ongoing prevention, monitoring and control, including eliminating harborages and conditions conducive to pests. Holes, gaps and cracks must be repaired and sealed with durable materials, and door sweeps fitted to reduce gaps to no more than a quarter of an inch. The law states that pesticide use does not substitute for those measures, and that any pesticide must be applied by a professional licensed by the New York State Department of Environmental Conservation — see NYS pesticide applicator requirements.

In a building with several hundred riser penetrations and a chute serving every floor, that quarter-inch standard is not a formality. Applied properly it means the chase openings, the chute intakes and the service door lines — the exact features described above.

Buildings with a chute also carry the section 25-211 duty to run a treatment program and keep records of it, which is a documentation obligation as much as a pest one and is worth a board’s attention before an inspection rather than after.

And every multiple dwelling, cooperatives and condominiums included, files a bedbug annual report with HPD each December covering total units, units infested, units where eradication was applied and units reinfested, then either gives the electronic filing receipt to occupants at lease commencement or renewal or posts it prominently. It is filed whether or not the building has had activity.

Where pesticides are applied, notification obligations follow — Local Law 36 pesticide notification and the New York neighbor notification law. Boards should read co-op and condo board obligations, owners letting units landlord and tenant pest responsibilities, and anyone comparing proposals choosing a pest control contractor.

Why the building comes first

The firm has been in business since 1983, working buildings throughout the five boroughs and out through Nassau and Suffolk counties. Arnold Katz founded it on the back of an entomology degree from the University of Georgia, and his son Ryan Katz has run it since. Everything above follows from a sentence of his: we treat every job as a building problem, not a pest problem.

The Upper West Side is the market where that argument is easiest to prove and hardest to act on, because the buildings are large and the decisions are collective. A single pre-war apartment house can hold more households than a small village, all of them connected by a service anatomy that was drawn before anyone in the building was born. The riser that heats a twelfth-floor radiator started in the cellar. The chute that takes a fourth-floor kitchen’s waste ends in a room next to the boiler. The shaft that carried firewood in 1910 is behind a cupboard on every landing. Nothing about that is a mystery — it is just unrecorded, and reading it is faster than chasing what comes out of it.

Why do mice appear on high floors of Upper West Side buildings?

Because they never used the front door. We have an old dumbwaiter that hasn't run in decades. Should we close it?

Yes, and for two reasons at once. An abandoned shaft is a continuous cavity from cellar to roof, and fire safety guidance is to remove the doors and moldings and close it with double layers of sheetrock because the shaft behaves as a flue. The same closure removes a route that lets a population move between floors without ever entering an apartment.

Does landmark designation restrict pest work on our building?

The Upper West Side carries an unusual density of designations — Riverside–West 105th Street and Central Park West–76th Street from April 1973 through to Riverside–West End Extension II in June 2015. Review applies to the visible exterior. Cellars, chute rooms, riser closets, shaft interiors, courtyards and roof bulkheads carry most of the work and rarely reach a review.
