Why does an overheated pre-war building suit this insect so well?
Because the surplus heat is not only in the rooms. It is in the chases, and the chases are where the population lives.
Around three quarters of New York multifamily buildings run on steam, and the proportion is higher in stock of this age. The plant in these buildings was sized on a brief that most residents have never heard of. After the 1918 influenza epidemic, the city Board of Health required both a minimum indoor temperature and open windows in heated apartments, so boilers and radiators were sized to heat a building on the coldest day of the year with the windows open, and radiators were set beneath windows to warm the incoming cold air. Once people stopped opening the windows, the same systems overheated sealed apartments. That is why a pre-war flat runs hot in February and why the pipes bang.
The pest consequence is not about room temperature. It is about where the surplus goes on its way. Every riser runs inside a chase, and the chase is a boxed void containing the pipe and, in most buildings, everything else that has been run vertically since: waste and supply plumbing, electrical, telephone, cable, sometimes a redundant gas line. Through a New York winter that void sits at an elevated temperature while the outside air is at freezing.
Add the second ingredient. Water, from condensation on a cold line, from an old joint weeping, from the small persistent leaks a hundred-year-old riser develops that nobody notices because they never reach a ceiling.
Add the third, which matters most: nobody ever opens a chase. Cleaning does not reach into one. Renovations open them one at a time, occasionally, and close them badly. Applied material does not reach in there either, unless somebody has deliberately decided to treat the void rather than the room.
Warm, damp, food within reach, and never disturbed. That is the German cockroach population’s actual address. The kitchens are foraging territory.

What does a light court do that a solid building does not?
It gives kitchens and bathrooms on every floor a window onto the same sheltered vertical space, and in warm weather that is a route.
Large pre-war houses here were built around interior courts rather than as solid blocks — which is why so many of them read as an H or a C from above rather than as a rectangle. The court exists to bring light and air to rooms that would otherwise have neither, and the rooms it serves are overwhelmingly the service rooms: kitchens, bathrooms, back bedrooms, service stairs.
Three consequences follow that are specific to this arrangement.
Court-facing rooms are a different survey from street-facing rooms. They are the wet rooms. They are on the risers. They open onto a shared shaft. A monitoring layout that samples “a kitchen on each floor” without noting which elevation it faces has thrown away the most useful variable it had.
Warm weather opens a lateral route that winter closes. With windows open onto a court, movement between apartments does not have to go through a wall at all. That is part of why activity patterns shift seasonally in these buildings in ways that puzzle managing agents.
The court collects. It is sheltered from wind, invisible from the street and rarely entered, so anything that goes into it stays: dropped waste, stored equipment, water where the drainage does not discharge properly. That is a rodent condition primarily — see rodent control on the Upper West Side — and it is also a damp condition, which matters for the below-grade species discussed below.
Buildings with courts should survey them, and almost none do, because no resident has ever been in one and no service contract has ever mentioned them.
What is the chute actually contributing?
The organic waste of every household on the line, passing the same wall twice a day, and it usually fails mechanically rather than through neglect.
The city rule sets a demanding physical standard for refuse chutes: heavy masonry or reinforced concrete construction, straight and plumb, a minimum inside dimension, extending above the roof, with approved self-closing hoppers at each service opening, and a refuse room with a concrete floor sloped to a drain. It also requires the chute, the room and their appurtenances to be maintained clean, sanitary and free of vermin, and requires the owner to establish a program to treat them as often as necessary and to keep records of it available for inspection.
Read as a habitat description rather than as a code section: a warm shaft with an intake on every landing, ending in a heated room with a drain.
When it is on program, it is controlled. When it is not, it is the most productive single feature in the building, and the failure is always small:
A self-closing hopper whose mechanism has worn and stands very slightly open on one landing. One is enough.
Residue on the interior chute wall between cleanings, especially at offsets and at the base.
A refuse room door that no longer seals at the bottom.
A floor drain that has dried out and lost its trap seal — simultaneously a cockroach route and a rodent one.
Compactor plant that leaks, keeping the room floor permanently damp.
None of that is found by a service visit that walks a corridor. It is found by somebody standing in the refuse room with a light and then walking the hopper doors floor by floor. That inspection, written up, is worth more than a year of routine attendance, and it happens to produce exactly the record the rule requires the owner to keep — which is a much easier thing to get a board to fund than a pest inspection.
Is there a second chase nobody has mentioned?
In a great many of these buildings, yes: the dumbwaiter shaft.
Dumbwaiters carried food, laundry, coal and firewood between service levels in buildings of this era, and they served the same rooms the risers serve — the kitchens and the service side of the apartment. Where one was taken out of use, the shaft frequently remains as a continuous vertical cavity from the cellar to the top of the building, with the old door openings boarded, panelled or built into a cupboard on each landing or, in some buildings, inside the kitchen itself.
That is a second vertical route serving the same rooms as the first, and it has three features that make it worth finding.
It opens directly into kitchens in some plans. Where the dumbwaiter door was inside the apartment rather than on the landing, the closure is whatever a carpenter did when the lift was decommissioned, and it is usually a panel rather than a seal.
It is often used as a services chase now. Once somebody realized there was a convenient vertical void, cable, conduit and pipework went into it — each run cutting a new opening at each floor.
Nobody in the building knows it is there. A monitoring layout that covers riser closets and misses this will produce counts that do not explain the pattern.
Closing such a shaft properly is also a fire measure — an open shaft behaves as a flue — which makes it one of the very few items where the fire case and the pest case point at identical work. Boards that cannot get a pest capital item approved can often get the same job approved on the fire argument, and the building gets the pest benefit either way.
What do the brownstone side streets change?
The scale, the owner and the plumbing, without changing the insect at all.
Between the avenues, the side streets carry attached rowhouses, a large proportion of which have been cut into apartments. That produces a version of the same problem in a much smaller building with a much less organized owner.
The wet stack was retrofitted. A house built for one household and later divided into four had new plumbing driven through floors and against party walls, in whatever line the joists allowed and wherever it could reach the house drain. There may be two or three generations of that work, each cut through the last, so the chase can be in different places on different floors.
The party wall is in play. The floor joists of both attached houses bear into the shared wall, and those bearing recesses were rarely closed on nineteenth-century construction. Where a retrofitted stack runs against a party wall, the chase and the neighboring building are connected.
There is no staff and no procedure. The owner may live in the building, may be negotiating access with people who are simultaneously tenants and neighbors, and may never have written anything down.
The scope is correspondingly shorter and entirely physical: collar the riser penetrations at each floor, close the top and bottom of the chase, fit escutcheons properly and close cabinet backs and toe kicks, fix the leak that never reached a ceiling, repair the cellar drainage, and take the party-wall pockets whenever a ceiling or wall face happens to be open. That is capital work rather than service work, which means it can be budgeted once instead of paid for monthly forever.
Which species is it, and where does each one live?
Three that matter, and confusing them sends the budget to the wrong trade.
German cockroaches are the apartment problem. Small, light brown, with two dark stripes behind the head; indoors permanently, never established outdoors in this climate, and always within reach of food and water. The female carries the egg case until shortly before hatching, which is why populations rebound after treatment that did not plan a return visit. If the sightings are small insects in a kitchen or bathroom at night, this is the species and the work is the chase, the cabinetry, the chute line and every apartment on the affected stack.
American cockroaches are large, reddish-brown and associated with warm wet space below grade — boiler rooms, refuse rooms, sumps, drainage. They travel drain lines and can surface in a top-floor bathroom having come up a stack from a cellar. Where they appear in apartments, the finding is usually a dry floor drain, a broken drain line or an open cleanout somewhere below. The American cockroach profile has the detail.
Oriental cockroaches are dark, sluggish and the most reliably diagnostic of the three: they indicate standing water and organic sludge. Court drainage that ponds, a cellar floor that holds water, a failed floor drain, the ground around a sump. The Oriental cockroach profile covers the behavior.
The rule that matters is that these point at different budgets. A German cockroach problem is answered with monitoring, targeted material in harborage, sealing and access across a line of apartments. An American or Oriental problem is answered with drainage repair and moisture correction, and if the drainage is not corrected nothing applied above it will hold.
One more organism turns up in buildings of this size and behaves unlike the others: pharaoh ants are an ant rather than a cockroach, they exploit exactly the same voids, and they are the case where the wrong material makes the problem structurally worse by splitting the colony. Small yellow-brown ants trailing in bathrooms and kitchens are a different question and need a different approach.
Does the kind of building ownership change the work?
Not for the insect. Considerably for everything else.
These blocks carry an unusually wide mix of management structures: cooperatives, condominiums, single-owner rental buildings, subsidised properties, public housing developments and Mitchell-Lama buildings, alongside brownstones in family ownership. Across the community district there are several hundred subsidised properties, among them a significant count of public housing developments and a set of Mitchell-Lama buildings. Three practical differences follow.
Decision speed varies by an order of magnitude. A single-owner rental can commission a survey and a repair list in a week. A cooperative needs a board, a proposal and a capital decision. A subsidised property works inside a procurement framework and a budget cycle. A contractor quoting all three identically is quoting for a building rather than for an organization.
Who counts as the owner differs. In a cooperative the duty rests with the corporation, not the shareholder, which surprises people constantly. Where a shareholder lets their apartment, two duties are running at once — see landlord and tenant pest responsibilities.
Access practice differs. A staffed building with a written notice procedure gets into apartments. A building without one negotiates each door individually, and a single inaccessible apartment in the middle of a treated line sustains a population indefinitely.
There is a body of work directly relevant to the larger managed stock here. Programs that switched from monthly complaint-driven spraying to proactive integrated pest management in multi-unit housing repeatedly found severe infestations that the old service had never seen — not because the buildings changed, but because every unit was examined rather than only the ones that called. That finding is the whole argument for monitoring, and it lands hardest in exactly the buildings where residents are least likely to report.
Why does treating the apartments that complained make things worse?
Because pressure applied to part of a continuous population is a displacement mechanism.
Reduce numbers in one apartment and you have not created a vacuum that stays empty. You have reduced competition on that segment of the chase, and where the material is one the insects can detect, you have made the treated apartment temporarily unattractive. Both effects push individuals along the route. In a building, along the route means the apartment above, the apartment below and whatever else the chase and the chute line connect. A one-apartment problem has become a three-apartment problem and there is an invoice showing something was done.
Repeat it monthly, attending to whoever called that month, and the result is a stable, permanent, mid-level infestation distributed along the line, never taken below the level at which it recovers between visits, with none of the routes closed. The service file records plenty of activity and no trend at all.
What replaces it:
Monitor everything on the line, not the complainers. Passive monitors in the kitchen and bathroom of every apartment on the affected stack — including the quiet ones — plus riser closets, the chute base, a sample of hopper doors, the refuse room and the boiler room, left for a defined period and read. Counts by location instead of complaints by resident, and a baseline you can measure against later.
Weight the treatment to the source. Treating eight apartments evenly, the source among them, spends a budget without changing anything.
Close the route while it is open. Chase penetrations, escutcheons, the gaps behind and beneath cabinetry, the top and bottom of the chase, hopper mechanisms, refuse room thresholds and drains, and door sweeps closing gaps to no more than a quarter of an inch. This is the part that changes the building rather than the moment, and it is the same list as under structural exclusion.
Return for the eggs. The nymphs that hatch after the first round are why one visit never finishes this insect.
Read the monitors again. If counts collapsed where you worked and rose two floors away, the ring extends.
What does a resident do, and what does a board decide?
The resident’s list is short. The board’s list is where the outcome is actually decided.
For a resident: report early and honestly; say what retail products have already been used, because repellent materials scatter insects into places that are harder to reach and that changes the approach rather than causing offense; give access for the return visit as well as the first; clear the cabinetry and appliance recesses that will actually be treated rather than the whole kitchen; keep a bin with a lid and get a plumber for the slow drip under the sink; and do not relocate belongings within the building, because cockroaches travel in cardboard, appliances and bags.
For a board, the decisions that matter are these.
Whether the scope covers the line or the complainants. This is the whole question and everything else follows from it.
Whether the chute, the refuse room, the riser closets and the boiler room are in the price or excluded. Ask explicitly; exclusions in this stock are where proposals differ most.
Whether structural correction is in scope or listed as somebody else’s problem.
What happens when an apartment refuses access, decided in a written policy before there is a case, with reporting explicitly confidential. A resident who fears being identified to their neighbors does not report, and silence is the most expensive thing that can happen here.
What record the building holds at the end, which matters for the chute duty and matters more if anyone ever has to show the building investigated rather than waited.
The legal frame: the Housing Maintenance Code puts the duty on the owner (NYC Housing Maintenance Code — extermination and rodent eradication); Local Law 55 adds periodic investigation, integrated pest management and sealing in durable materials, and says pesticide use does not substitute for those measures; applications must be made by an applicator licensed by the state (NYS pesticide applicator requirements) and carry notification duties in a multiple dwelling (Local Law 36 pesticide notification, the New York neighbor notification law). Directors should read co-op and condo board obligations and co-op and condo pest control; agents running several buildings, property management pest control; anyone comparing proposals, choosing a pest control contractor. Why does an overheated building make this worse?

Not to the insect, and a great deal to the work. Decision speed, who counts as the owner in law, how access is obtained and how capital repairs get funded all differ. A program that suits a single-owner rental will stall in a cooperative and will not fit a procurement framework at all.
What does Local Law 55 require here?
It treats cockroach infestation as an indoor allergen hazard and puts a scheduled duty on the owner of a multiple dwelling — which in a pre-war cooperative is the corporation, not the shareholder whose kitchen it appeared in. Units and common areas are to be investigated periodically and on complaint, and remediation is by integrated pest management, with holes and gaps sealed in durable materials; spraying does not stand in for the sealing. Confirm the current detail with HPD.
How is a whole line cleared without emptying every kitchen?
By treating harborage rather than surfaces. The productive work is in the void behind and beneath cabinetry, at the chase penetrations, in appliance recesses and at hinge and pivot points. Residents clear the cabinetry that will actually be treated. Preparation lists that demand a whole kitchen be emptied mostly produce refusals.
