Why does a spotless apartment on this block still get German cockroaches?

Because housekeeping decides how well a population does once it arrives, and the building decides whether it arrives at all.

This is the most persistent misunderstanding in a neighborhood of large residential buildings, and it does real damage. Residents assume a cockroach report is a statement about them. Boards and neighbors sometimes assume the same thing. The result is that people do not report, and unreported apartments in the middle of a building are precisely the mechanism by which a contained problem becomes a building-wide one.

The physical reality is straightforward. A pre-war apartment house on Park, Madison, Lexington, Third or East End Avenue was built with kitchens and bathrooms stacked vertically, because the plumbing required it. The waste and vent stacks serving those rooms run in a chase from the cellar to the roof. Every apartment on that line has a wall — often two — that opens into the chase around pipework, behind cabinetry, at the escutcheon where a supply line enters, and under the toe kick of the cabinet run. The dimensions involved are millimeters, which is not a demanding standard for a German cockroach.

So the question a resident asks — why me — has an answer that is nothing to do with them. It is: because you are on that line, and something on that line is supporting a population. It might be four floors below. It might be behind a commercial kitchen on the ground floor. It might be an apartment where somebody has been managing quietly with retail products for two years and has never said a word to the managing agent.

What follows from this is the whole of the method. If the insects are using the building, the work has to be scoped at the building. An apartment treated in isolation is an island in the middle of a habitat, and the tide comes back in. What does the wet stack do that no other route does?

It supplies warmth, water and food access at every level, in a void nobody has ever opened.

Take the components in turn. Warmth comes from the hot water and steam risers that generally run in the same chase or beside it, which means the void is at an elevated temperature through a New York winter while the outside air is at freezing. Water comes from the pipework itself: condensation on a cold line, weeping at an old joint, the small persistent leaks that a hundred-year-old riser develops and that nobody notices because they never reach a ceiling. Food comes from the apartments — grease films behind a cabinet run, crumbs under a toe kick, organic residue at the trap arm under a sink, and a bin stored in a cabinet under the counter.

Add the fourth property, which is the one that matters most: the void is never disturbed. Nobody opens a chase. Renovations open one at a time, occasionally, and close them badly. Cleaning does not reach in there. Applied material rarely does either, unless somebody has deliberately decided to treat the void rather than the room.

That combination makes the chase the population’s actual address. The apartments are foraging territory. This is why a kitchen can be treated repeatedly, look clear for a fortnight, and then repopulate: the reservoir was never touched.

There is a second structural detail specific to this housing stock. Pre-war construction used masonry and terracotta block partitions with plaster on both faces, and the wall cavities in that assembly are not the neat, blocked, insulated cavities of later work. Where a plumber cut a wall in 1958 to add a line and patched it in whatever way was quick, the cavity connects to something. Where a cabinet run was fitted in 1985 against a wall with an old pipe scar behind it, the void behind the cabinets connects to the chase. Layer eighty years of that on top of each other and you have a building whose internal voids are more connected than any drawing shows.

Why does treating the units that complained make a building worse?

Because it applies pressure to one part of a continuous population, and pressure in a continuous population is a displacement mechanism.

This is worth stating carefully, because it is counter-intuitive and because it costs buildings a great deal of money.

When a treatment reduces numbers in one apartment, it does not create a vacuum that stays empty. It reduces competition on that segment of the stack, and it makes the treated apartment temporarily unattractive if the material used is one the insects can detect. Both effects push individuals along the route. In a building, “along the route” means the unit above, the unit below, and whatever else the chase connects to. The building has converted a one-apartment problem into a three-apartment problem and has an invoice proving it did something.

Repeat this monthly, attending to whichever apartments called that month, and the outcome is a stable, permanent, mid-level infestation distributed across the line. The population is never reduced below the point at which it recovers between visits, and the routes are never closed. The file shows a great deal of activity and no trend.

The alternative is not more product. It is a different unit of work:

Monitor everything, not the complainers. Small passive monitors placed in kitchens and bathrooms across the line — including the quiet apartments — over a defined period produce a map of where the population actually is. Work published on proactive integrated pest management in multi-unit housing found severe infestations that complaint-driven service had never seen, precisely because every unit was being looked at rather than only the ones that called.

Treat the source, not the sightings. The apartment with the highest count is where the work matters. Treating six apartments lightly and the source apartment the same as the others is a way of spending a budget without changing an outcome.

Close the route while you have it open. Sealing the penetrations around pipework, fitting proper escutcheons, closing the gaps behind and beneath cabinetry, and closing the top and bottom of the chase is the only part of the work that changes the building rather than the moment. Return for the eggs. An ootheca carried by a female is not reached by most treatment, and the nymphs that hatch afterwards are the reason a single visit never finishes this insect. A program with no scheduled return is not a program.

What does back-of-house contribute in a staffed building?

More than the apartments do, in a substantial minority of the buildings on these avenues.

A large pre-war building has a whole second building inside it that residents never see: a service entrance, service corridors, a staff room, a package room, storage, a laundry, a boiler room, a compactor room, and in some buildings a staff kitchen or a superintendent’s apartment in the cellar. These spaces have the three things a cockroach population needs and none of the scrutiny an apartment kitchen gets.

The compactor room is the first place to look and the least pleasant. Waste from every floor arrives here through the chute, the compactor generates warmth and moisture, and the floor drain is either working or it is an open pipe. Cockroaches in a compactor room have access to the chute, and the chute has a hopper door on every landing. That is a vertical distribution system as effective as the wet stack and much better supplied.

The service corridor and its ceiling void run horizontally past every apartment door on the floor. Where there is a dropped ceiling carrying conduit, sprinkler pipework and cabling, there is a continuous lateral route with penetrations into apartment walls at intervals.

The laundry room supplies warmth and water continuously, and lint accumulation supplies harborage.

Staff areas are where people eat. This is not a criticism of anybody; it is a description of a room with food in it that is not cleaned to the standard of a commercial kitchen because nobody has ever specified that it should be.

The ground-floor commercial tenancy, where one exists, is the single largest variable in the building. Restaurants along Lexington, Third, Second and First Avenues sit beneath residential floors, and a food premises with a cockroach problem is directly connected to the residential building above it through shared walls, shared chases and shared refuse handling. A residential complaint on the second floor with a commercial kitchen on the ground floor is a commercial problem until proven otherwise. That work runs through the commercial program and specifically restaurant pest control, and where a building has both, the two scopes have to be coordinated or each will re-seed the other.

Which cockroach is it, and does the answer change the work?

It changes it completely, and getting this wrong is a common reason a program aims at the wrong room.

German cockroaches are the apartment problem. Small, light brown, with two dark stripes behind the head. They live indoors permanently, never establish outdoors in this climate, and stay within a short distance of food and water, which means kitchens and bathrooms. They reproduce quickly and the female carries the egg case until shortly before hatching, which is why populations rebound after treatment that did not account for it. If the sightings are small insects in a kitchen at night, this is the species, and the work is on the stack, the cabinetry and the units on the line.

American cockroaches are large, reddish-brown, and associated with warm wet spaces below grade — boiler rooms, steam tunnels, sumps, drainage, the compactor area. They travel drain lines and can appear in a top-floor bathroom having come up a stack from a cellar. Where they turn up in apartments the finding is usually a dry floor drain, a broken drain line or an open cleanout somewhere below. The American cockroach profile has the detail.

Oriental cockroaches are dark, sluggish, and the most reliably diagnostic of the three: they indicate standing water and organic sludge. Areaways with blocked drains, cellar floors that hold water, failed floor drains, and the space around a sump. The Oriental cockroach profile covers the behavior.

The practical rule is that the first two categories point at different budgets. A German cockroach problem is answered with monitoring, targeted material, sealing and access across a line of apartments. An American or Oriental problem is answered with drainage repair, moisture correction and closing the routes up out of the cellar — and if the drainage is not corrected, no amount of treatment above it will hold.

There is one more species worth naming because it turns up occasionally in large buildings and behaves unlike the others: pharaoh ants are an ant rather than a cockroach, but they exploit exactly the same voids and they are the one organism where the wrong material makes the problem structurally worse. If small yellow-brown ants are trailing in bathrooms and kitchens rather than cockroaches, the approach is under ant control on the Upper East Side.

Does it matter which vintage of building you are in?

It matters a great deal, and on some blocks here three vintages sit within a hundred feet of each other.

The neighborhood was not built in one campaign, and Yorkville east of Third Avenue is the clearest demonstration. Tenement rows went up from the 1880s for German, Czech, Slovak, Hungarian and Irish families. Pre-war apartment houses filled the avenues. After the Third Avenue elevated railway came down in 1955, much of the tenement fabric was replaced by high-rise complexes, and the replacement was piecemeal rather than total. So a single blockfront can hold an 1890s tenement, a 1930s apartment house and a 1960s tower sharing lot lines.

Each behaves differently with this insect.

Tenement-era buildings have the smallest apartments, the shallowest kitchens, and plumbing that was retrofitted into a structure not designed for it. Waste lines were often run in surface boxing or in furred-out walls rather than in a designed chase, which means the route is easier to find and easier to close — but it also means the wall assembly around it is full of ad hoc voids from a century of alterations. These buildings respond well to sealing work because the openings are reachable, and badly to treatment alone because the harborage is extensive.

Pre-war apartment houses are the classic case this page describes: designed chases, aligned stacks, terracotta and masonry partitions, service corridors, staff, and a compactor system. The route is well-organized and continuous, which is bad news for the building and good news for a scope of work, because a designed chase can be closed at each slab in a repeatable way.

Post-1955 towers have concrete slabs, larger floor plates, mechanical ventilation and, frequently, kitchen and bathroom exhaust risers as well as plumbing ones. The exhaust riser is the detail people miss. It is a shaft connecting every apartment’s kitchen or bathroom, with a grille rather than a wall between the apartment and the shaft, and where the fan is not running or the backdraft damper has failed it is an open lateral route. In these buildings the ventilation drawings are as useful as the plumbing ones.

Converted townhouses, which exist throughout the side streets, combine a nineteenth-century structure with twentieth-century occupancy: stacked wet rooms cut into a building that never had them, joist pockets in party walls shared with the houses on either side, and a cellar shared by everybody. They behave like small apartment buildings with worse record-keeping.

The reason to establish which one you are in before writing a scope is that the productive work differs. In one it is slab penetrations; in another it is exhaust risers and dampers; in another it is the furring and boxing around retrofitted pipework. A proposal that does not distinguish between them has not looked at the building.

How is a building-wide program actually run here?

In four phases, with access as the constraint that decides whether any of it works.

Phase one — mapping. Passive monitors placed in the kitchen and bathroom of every unit on the affected lines, plus back-of-house, plus the compactor room and the service corridors, left for a defined period and then read. This produces counts by location rather than complaints by resident, and it is the step that most buildings skip and most need. It also establishes a baseline against which the next phase can be measured, which is the only honest way to know whether anything worked.

Phase two — source-weighted treatment. Material applied where the population is, in the smallest quantity that will do the job, by an appropriately certified applicator. In apartment stock that means treating harborage — the void behind and under cabinetry, the chase penetrations, the hinge and pivot points where roaches shelter — rather than the visible surfaces of a kitchen. Phase three — structural correction. Sealing the penetrations that carry the traffic, fitting escutcheons, closing cabinetry voids, correcting the compactor room, repairing failed drains and dealing with the moisture that supports everything. This is the phase that removes the recurrence, and it is the phase that requires the board rather than the technician.

Phase four — verification. Monitors go back and get read again. If counts have collapsed on the treated line and stayed down through a return cycle, the work held. If they have collapsed in the treated units and risen two floors away, the scope was too narrow and the ring extends.

Running through all four is the access question, and it is where these programs fail. One apartment on a line that does not admit anyone can sustain a population for the whole building. Buildings that handle this well adopt a written access and notice procedure before they have a case, treat the request as routine rather than accusatory, and make it explicit that reporting is confidential. A resident who fears being identified to their neighbors will not report, and silence is the most expensive thing that can happen to a building with this insect.

What does the resident actually have to do?

Less than most preparation lists demand, and the few items that matter are non-negotiable.

Report early and honestly. The difference between a two-apartment case and a whole-line case is usually measured in months of somebody managing quietly.

Say what you have already used. Retail sprays and foggers change where the population is. Disclosing that is diagnostically useful, not embarrassing.

Give access. Including for the follow-up visit, which is the one people cancel because the kitchen looked clear.

Clear the cabinetry that will be treated, rather than the whole apartment. Emptying a kitchen entirely is a large, exhausting job that mostly is not required, and preparation lists that demand it produce households that decline the service instead.

Fix what you can control. A bin with a lid, food in closed containers, dishes not left overnight, and a plumber for the slow drip under the sink. None of this ends an infestation on its own. All of it lowers what your apartment contributes to it.

Do not move out with your belongings. Cockroaches travel in cardboard, in appliances and in bags. Moving a household within a building relocates the problem rather than escaping it.

When should a board commit to this, and what should it expect?

Before the winter, and it should expect a defined program rather than an open-ended service.

Cockroach activity in this housing stock is a year-round phenomenon with a winter concentration, because the building is warm and the outdoors is not, and because heating season is when the chases and risers are most attractive. That makes late summer and early autumn the sensible moment to map a building, so that the correction work is happening as the pressure rises rather than after it peaks.

What a board should expect from a proposal is specificity. How many units will be monitored, and for how long. What happens if a unit refuses access. Whether the price includes back-of-house and the compactor room, or only apartments. Whether structural correction is in scope or listed as an exclusion. What the return visit schedule is. And what document the building will hold at the end of it. A proposal that answers those is comparable with another proposal that answers them. A proposal offering monthly visits at a price is not describing the same thing at all, and the two should never be set side by side. Do foggers or retail sprays help while we wait?

They make the job harder. Repellent materials scatter insects out of concentrated harborage into places that are more difficult to reach, and in an apartment house those places are frequently inside a party wall or a chase, which means the neighbors. Residents who have used them should say so, because it changes the approach rather than causing offense.

How does Local Law 55 apply to a cockroach problem?

Local Law 55 treats cockroach infestation as an indoor allergen hazard, requires owners of multiple dwellings to investigate units and common areas periodically and on complaint, and requires remediation by integrated pest management — physical removal, sealing openings and eliminating water — rather than routine pesticide application.
