What is there to exclude in a building with no perimeter worth sealing?
The building’s own internal boundaries, which in this construction were mostly never built.
Exclusion on a detached house is a well-understood argument about an envelope. Find the openings in the exterior skin, close them in materials that cannot be worked through, and the animals outside remain outside. That logic is complete, satisfying, and almost entirely inapplicable to an Upper East Side apartment house.
Here is why. In a building of this type the exterior wall is a thick masonry assembly with a small number of designed openings, most of them at grade or on the roof. It is not where the traffic is. The traffic is inside — moving vertically through the structure on routes that connect the cellar to the top floor, and laterally through voids that connect apartments to corridors and corridors to each other. A population is already within the envelope and distributed through it. Sealing the outside of that building is not wrong; it is simply irrelevant to the problem the residents are describing.
So exclusion here means something different. It means constructing the internal separations the building was built without: closing every point where a service passes from one floor to the next, from one apartment to the next, or from a common space into a private one. It is a considerable amount of small, careful, unglamorous work in places nobody sees, and it is the only part of pest control in this neighborhood that produces a permanent change in the structure rather than a temporary change in a population.
That is also why it is the first thing cut from a budget. A sealed slab penetration is invisible, produces no visit report, and does not feel like a service. It just quietly stops being a route, and nobody notices the events that then fail to happen.
Where are the vertical penetrations, floor by floor?
At every point where something passes through a slab, and there are more of them than any drawing shows.
Riser penetrations are the primary category. Cold water, hot water, steam supply and return, waste and vent stacks, gas, and electrical feeders each pass through every floor. Where the original construction sleeved a pipe and packed it properly, the penetration is closed. Where it was sleeved and never packed, packed with material that has since crumbled, or left open around the pipe to allow for movement, it is an opening — and because pipes expand and contract, some of these openings were deliberate.
Retrofitted service penetrations are the second category and often the larger one. Telephone, television, data, intercom, alarm and sprinkler pipework all arrived after the building was finished. Each installation cut what it needed. Very few closed what they cut, and none of them were being supervised for this.
Chase tops and bottoms are the two most valuable single closures in the building. A chase closed at the cellar ceiling stops a cellar population reaching the occupied floors at all. A chase closed at the roof or top-floor level stops animals entering from a bulkhead or parapet and descending. Two closures at either end of a shaft achieve more than twenty closures in the middle of it, and they are often more accessible than the intermediate ones.
Exhaust and ventilation risers exist in the later towers on these blocks and are routinely overlooked. A kitchen or bathroom exhaust shaft connects every apartment on a line through a grille rather than a wall, and where a backdraft damper has failed or a fan is not running it is an open lateral route.
Dumbwaiter and service shafts. Older buildings on the side streets and some of the pre-war apartment houses retain shafts that no longer carry anything — dumbwaiters closed off decades ago, redundant lift shafts, disused laundry chutes. These are large, continuous, dark voids running the full height of a building, with a door or an opening at every floor that somebody once sealed with whatever was to hand. Where one exists and nobody has been inside it since the 1960s, it is a significant finding.
Compactor chute enclosures are structural in the same sense. The chute has to be intact along its whole length; a breach at any floor connects the refuse shaft to the building’s other voids.
What are the lateral routes, and why do they matter as much as the vertical ones?
Because they distribute a population across a floor once it has arrived on it.
The corridor ceiling void is the most consequential. Where a dropped ceiling carries conduit, sprinkler pipework, cabling and duct, there is a continuous horizontal space running past every apartment door on the floor, with penetrations into apartment walls at intervals and openings into the shafts at both ends. It is warm, dark and completely undisturbed. Very few buildings have ever looked in it, and in buildings with a recurring floor-wide problem it is frequently where the answer is.
Party-wall penetrations between apartments. Back-to-back electrical boxes. Plumbing cut through a demising wall during a renovation. Old chases from a former layout, left open behind plaster when apartments were combined or divided — and on these avenues apartments have been combined and divided repeatedly over a century.
Cabinetry voids. The space behind and beneath a kitchen cabinet run is a continuous void from one end of the kitchen to the other, usually open at the toe kick, usually open at the wall behind, and usually connected to whatever the plumbing passes through. It is the most productive harborage in an apartment and the least likely to be addressed by anything applied to a surface.
Door undercuts. The gap under an apartment door onto a corridor is a designed feature for ventilation and a route in practice. Sweeps that seal properly are a small, cheap, unpopular intervention that works.
Pipe boxing and furring. Boxed-in pipework in bathrooms and kitchens creates a void that connects to the chase at one end and is open into the room at the other, generally at a joint nobody finished.
What has to happen at the cellar, the vault and the areaway?
The heaviest single piece of the work, because that is where things arrive from outside.
The cellar ceiling line. Closing every penetration between the cellar and the first occupied floor is the highest-value intervention available in most of these buildings. It separates the population that lives below from the apartments above, and it can be done without entering anybody’s home. It is also the closure that decides whether a house mouse population established in the cellar ever becomes a complaint on the ninth floor.
The drainage. Deteriorated house traps, cracked drain lines under a cellar slab and dry floor drain seals make the interior of a building continuous with the sewer under the street. This is not sealing work — it is a plumbing repair, and it belongs to a licensed plumber. Exclusion work above a broken drain line is money spent on the wrong story. Where the evidence points that way, the honest answer is a camera survey rather than a scope of closures.
The areaway. A sunken area at the base of a building holds a cellar door, meters, a hose bib and, on most blocks, accumulated litter. Its drain has to run, its door has to seal, and the openings around service entries into the wall have to be closed with mesh and mortar rather than sealant.
The vault line. Where a building extends beneath the public sidewalk, there is a permitted structure under the sidewalk with a real void inside it — and a disused one is close to ideal winter harborage for Norway rats. NYC DOT licenses these vaults, sets live-load requirements for sidewalk doors, gratings and covers, and can order an abandoned one filled in. From an exclusion standpoint what matters is the connection between vault and cellar, and the gratings and hatches connecting vault to street. Closing those is building fabric work, it may involve the DOT permitting process, and it is not something to improvise.
Service entrances and loading areas. Doors that do not close, dock levellers with gaps beneath them, and the gap under a roll-up shutter. These are large openings held open for hours daily as a matter of operational necessity, and the fix is usually procedural as much as physical — a strip curtain, a sweep, and a rule about how long the door stays up.
The roof and parapet line. Bulkheads, stair and lift overruns, cornice returns, parapet copings, roof drains and terrace assemblies. This is where animals enter from above, and it connects directly to the chase tops. It also overlaps with wildlife management on the Upper East Side, where the entries are larger and the seasonal constraints are different.
Which materials survive in this construction?
The ones an animal cannot bite through, backed by an understanding of what the assembly around them is doing.
Barriers. Stainless or copper mesh, hardware cloth, sheet metal, mortar and hydraulic cement. These are what close an opening. Everything else in the list supports them.
Firestop products where a rated assembly is involved, which in a multi-story residential building is most slab penetrations. This deserves emphasis because it is where the two disciplines meet productively: a penetration firestopped to the correct detail is generally closed against animals as well. The fire-safety requirement governs, the pest requirement follows it, and a building doing riser work has an opportunity to satisfy both at once with no additional access cost.
Sealants as a finish over a barrier, or as an air seal, never as the barrier itself. Silicone and acrylic caulk do a real job and it is not this one.
What fails. Cured expanding foam is the standard error, and it fails twice: rodents chew straight through it, and because it looks like completed work, a live opening gets recorded as closed and drops off the list. Ordinary steel wool rusts and stains. Plastic escutcheons that do not actually contact the wall are decorative. Plasterboard patched over an opening without a barrier behind it lasts until something decides to test it.
The judgment that matters is knowing what must stay open. A weep hole, a vent, a drainage path and a combustion air opening all have a function, and a building sealed by someone who does not distinguish between an opening and a defect acquires a moisture problem in exchange for a rodent problem. Openings that must remain open get screened, not closed. This distinction is got wrong more often than any other detail in this trade.
When is the work actually possible in an occupied building?
At three windows, and a board that plans around them spends a fraction of what reactive access costs.
Apartment turnover. An empty apartment is the cheapest access a building will ever have. Cabinetry can be pulled, the chase behind it opened and closed properly, baseboard lifted, penetrations sealed, and nobody is inconvenienced. In a building with regular turnover, a standing instruction to close the wet-stack penetrations in every unit that empties will, over several years, close most of the building for a fraction of the cost of doing it as a project.
Shareholder alterations. Every renovation opens walls. The alteration agreement is where a board can require that whatever is opened is closed to a specified standard before sign-off, with a check afterwards. This costs the corporation nothing and prevents the single most common cause of a new problem on a previously quiet line.
Building projects. Riser replacement, plumbing and electrical upgrades, compactor replacement, roof and parapet work, drainage repairs. Each of these already involves opening the exact assemblies exclusion needs to reach. Writing closure into the specification adds a small sum to a large contract. Doing it separately afterwards costs several times more and requires access all over again.
The general point is that in this housing stock, access is the expensive part and the sealing is cheap. Any scheme that gets the sealing done while somebody else is paying for the access is the right scheme.
What changes on the townhouse blocks and inside the historic districts?
The scope moves outward again — but not all the way back to a suburban perimeter, because these houses are still attached.
Five New York City historic districts sit inside this neighborhood. The Upper East Side Historic District was designated in 1981 and extended in 2010 across seventeen further blocks between East 60th and East 75th Streets. Carnegie Hill dates from 1974 and was expanded in 1993 to around four hundred buildings along Fifth Avenue between 86th and 98th. The Metropolitan Museum district followed in 1977, the Park Avenue Historic District in 2014 across sixty-four properties between 79th and 91st, and the small Henderson Place and Treadwell Farm districts complete the set.
What that means practically for sealing work is a schedule question rather than a prohibition. Work altering a building’s visible exterior can require Landmarks review, and that review becomes part of the program. A job that could have happened in October gets done in March. The response is to survey early and to do the concealed work — which needs no review at all — while any exterior element is in process.
The reassuring part is how little of an exclusion scope is actually on the protected streetscape. The cellar and its ceiling line, the areaway floor and drain, the vault, the rear elevation onto a service court, the party-wall penetrations, the service entries and the interior of a cornice return are not the visible facade in any meaningful sense. On a typical house the overwhelming majority of the work sits in those places.
Where the front is involved, material choice does the work rather than volume. Repointing an open mortar joint with an appropriate mortar is simultaneously a preservation repair and an exclusion measure, and the two goals do not conflict. Mesh can be set back and concealed within an opening rather than applied across it. A vent or a weep that must stay open for drainage gets screened rather than sealed.
Three details are specific to the townhouse stock here. The areaway is deeper and more enclosed than most people expect and holds the cellar door, the meters and the service entries in one place. The rear elevation onto a side-street service court or garden is unprotected, unwatched and usually the most productive facade on the building. And the party walls are shared with the houses either side, which means joist pockets — the recesses where floor framing bears into shared masonry — connect the buildings inside the wall at every floor. Sealing those is done from the accessible side during renovation, and it is the one piece of work on a townhouse that genuinely requires the neighbor’s cooperation to be complete.
Why does exclusion get cut, and what does cutting it cost?
Because it is invisible, and because the alternative is a small recurring number that never triggers a debate.
A board comparing a correction project against a monthly service contract is comparing a lump sum against a line item. The lump sum requires a decision, possibly an assessment, certainly a discussion. The line item requires nothing at all and has been in the budget for years. It is entirely rational for the line item to win every time, and that is exactly how a building ends up with a permanent, stable, mid-level pest population and a twenty-year service history.
The costs of that choice are not only pest costs. The same openings that carry animals carry sound between apartments, carry odors from a compactor chute into corridors, and carry air — which is a heating cost in a building with steam risers running up open shafts. In a building with rated assemblies, an unclosed slab penetration is also a fire-safety defect regardless of what is using it.
There is also a compliance dimension. Local Law 55 requires remediation by integrated pest management — physically removing nests and debris, sealing entry points, eliminating water sources — and is explicit that pesticide use does not substitute for those measures. A building whose file shows applications and no closures has a service history rather than a compliance record. That statute is at NYC Local Law 55, and the underlying owner duty at the Housing Maintenance Code and pests. Directors’ obligations are at co-op and condo board obligations, and the questions worth asking before comparing bids at choosing a pest control contractor.
How should a board scope and record this?
As a survey, then a prioritized schedule, then a log that outlives the directors who commissioned it.
Survey first. A building of this size does not need everything sealed. It needs the openings that carry traffic closed, in order of what they carry. That list comes from evidence — rub marks, droppings, monitor counts, sound, and the physical inspection of chases, the cellar ceiling, the compactor room and the corridor voids. Anyone who can price this work from a floor plan has not established which openings matter.
Prioritize by leverage. The cellar ceiling line and the chase tops and bottoms first, because they cut the building in half. Then the compactor room and chute. Then the drainage repairs, which belong to a plumber. Then the areaway and vault. Then the floor-by-floor penetrations, timed to turnover and alterations. Then the roof and parapet.
Record properly. Location, date, material, photograph, and who did it. A closure log is the document that tells the next contractor what has already been done and tells the board whether it is getting what it bought. Without one, the same openings get quoted repeatedly.
Re-check after a season. Masonry moves, trades reopen things, and a closure that held through August may not have held through February. On a pre-war building this check is part of the work rather than an extra.

Can the board make shareholders close what their renovations open?
