Why is wildlife on this neighborhood a roof problem?
Because the ground floor of an Upper East Side building is the most heavily supervised surface in the city and the roof is the least.
At street level there are doormen, porters, deliveries, refuse handling, pedestrians and a superintendent. Anything unusual gets noticed within the hour. Twelve or twenty stories up there is a roof deck, a bulkhead, a parapet, a set of mechanical enclosures, some roof drains and, in many buildings, nobody at all between one roof survey and the next. That asymmetry is the whole explanation.
The animals reach that level without touching the building’s facade. A mature street tree with a limb within jumping distance of a low roof. An adjoining building one or two stories shorter, whose roof is a landing platform for the taller neighbor’s parapet. A continuous run of parapets along a row of townhouses, which functions as an elevated pathway the length of the block. Scaffolding and sidewalk sheds during facade work, which are temporary but very effective. And the parks: buildings along Fifth Avenue face Central Park across a street, and the blocks around Carl Schurz Park at the East River end have the same adjacency on a smaller scale. A continuous mature canopy with a resident squirrel population sits directly against a wall of buildings.
Once an animal is on a roof, the question is only whether the roofline holds. On pre-war construction it frequently does not, because the details that fail are the ones water has already been working on for decades.
The result is a service that looks nothing like wildlife work in a detached-house market. There is no crawlspace, no soffit return over a porch, no chimney on a frame house. There is a parapet, a bulkhead, a cornice, a drain, a terrace and a set of shafts, and the animals use all of them.
What actually gets in, and where?
Three animals account for nearly all of it, and each has a preferred detail.
Eastern gray squirrels are the most common by a wide margin. They are diurnal, they gnaw persistently, and they will enlarge a small opening rather than look for a bigger one. Their entries here are at cornice returns where the boxing has softened, at the joint between a bulkhead wall and its roof, at gaps under parapet coping stones where the mortar has failed, at roof drain and scupper openings, under the edge of terrace decking, and at louvres and vents where the mesh has corroded away. In townhouse rows they use the cornice almost exclusively, because a nineteenth-century cornice is timber or pressed metal over timber, it holds water at every horizontal surface, and after a century it is soft in several places along its length.
Raccoons are less common but far more consequential when they occur, and they turn up in the larger roof structures — bulkheads, disused water tank enclosures, mechanical rooms and roof-level storage. They are strong enough to open a poorly secured hatch or door, they are heavy enough to damage what they climb on, and a raccoon that establishes in a bulkhead has access to the stair shaft and everything connected to it. They also den, which means the seasonal constraint below applies with full force.
Big brown bats roost in small gaps at high level — behind cornice fascia, in parapet cavities, under coping, at expansion joints and behind loose flashing. They need very little room. They are also protected wildlife in New York State, they roost communally, and the timing of any exclusion is legally and ethically constrained. This is the one category where the correct first action is to stop and check the rules rather than to close the gap.
Occasionally other things turn up — birds nesting in vents and behind signage, and animals passing through terraces and planted setbacks. The principle is the same: the roof is a landscape, and it has been treated as an inaccessible surface rather than as a perimeter.
How do animals at roof level end up inside the building?
Through the tops of the same shafts the rest of this neighborhood’s pest work is about.
This is the connection that makes wildlife a building-wide issue rather than a top-floor one. A squirrel that gets behind a cornice is in a void. That void connects to the roof structure, and the roof structure is penetrated by every shaft in the building: the plumbing and steam risers, the exhaust risers, the compactor chute vent, the lift overrun, the stair bulkhead and any disused dumbwaiter or laundry shaft.
Where the tops of those shafts are open — and they very often are, because nobody has ever had a reason to close them — an animal in the roof structure has access to a vertical route down through the building. It usually will not travel far, because there is nothing it wants down there. What follows it, however, is the point: an opening that admits a squirrel admits everything smaller, permanently, and the same breach becomes a route for rodents on a continuing basis.
So the wildlife repair and the exclusion scope overlap almost exactly at this level. Closing the chase tops and shaft heads is a rodent measure, a wildlife measure and an air-sealing measure at the same time, and it is described in detail under structural exclusion on the Upper East Side. A building doing roof or parapet work and not closing its shaft heads while the access is there has missed the cheapest opportunity it will get.
There is a second internal consequence specific to this animal. Squirrels gnaw. Insulation on pipework, cable sheathing and low-voltage wiring in a roof void are all things a squirrel will work on, and the damage is out of sight until something stops functioning. Nesting material accumulated in a roof void near mechanical equipment is a separate and obvious concern.
Why is the season a hard constraint rather than a preference?
Because sealing an occupied entry at the wrong time of year traps dependent young inside a masonry structure.
This deserves plain language. If an adult is using an opening as a den and there are young inside who cannot yet leave, closing that opening kills them. In a frame house that produces an odor problem in a wall and a very unpleasant excavation. In a pre-war masonry building the void may be behind a cornice, inside a parapet cavity or above a plaster ceiling on lath in an occupied apartment, and reaching it means opening building fabric that may be within a historic district. There is no version of this that ends well.
Squirrels in this region produce young twice a year, broadly in late winter and again in late summer, which puts two windows in the calendar when an occupied entry cannot simply be closed. Raccoons den in spring. Bats have a maternity period during which young are present and flightless, and in New York that period is regulated rather than merely advisable.
The correct sequence is therefore always the same:
Establish what is using the opening, by observation, by evidence at the entry, by the sound pattern and its timing, and where necessary by a camera. Guessing at this stage is what produces the outcome above.
Establish whether young are present. This is a question about the season and about the behavior at the entry — repeated returns at intervals through the day, for instance.
Get the animals out before closing. A licensed wildlife partner firm does this, for reasons set out below. One-way exclusion devices allow an animal to leave and not to return, which is the correct mechanism for bats and generally the right one for squirrels. Where young are present and immobile, the options are to wait until they are mobile or to take the family out together, and which applies depends on the species, the season and the access.
Then close, and close properly, to a standard that resists a determined animal. That is Graduate’s part, and it is what the building is actually buying. A squirrel will chew through what a mouse would only squeeze past.
For bats specifically, two published positions govern the timing. The New York State Department of Health, in guidance written for children’s camps, instructs operators not to batproof “during the period from late May to mid-August, to avoid trapping baby bats inside the building”. And the northern long-eared bat is federally endangered, which under New York’s Endangered Species Law makes it endangered in this state as well. Confirm the current position with NYSDEC before any work is planned. That is not a formality on this species.
Who does the animal, and who does the building?
Two firms with two different credentials, and on an apartment house the split is easy to see once the scopes are written out.
Getting a raccoon out of a bulkhead on East 84th Street is licensed animal work. DEC issues a distinct nuisance wildlife control operator license and it is required of anyone taking money to remove a nuisance animal, with further permits layered on top for endangered and threatened species, for migratory birds under federal jurisdiction, and for a schedule of protected mammals and native reptiles. We are not the ones on the roof with the animal, and saying so plainly is more useful to a managing agent than pretending otherwise.
What a building is actually buying from us is the second half, and on this stock the second half is unusually large. A wildlife entry at parapet or cornice level almost never stands alone here: the same survey that finds it finds the chase tops and shaft heads underneath, which is the route everything smaller takes down through fifteen floors. Closing all of that at once — the parapet coping joints in mortar, the cornice returns in fabricated 26-gauge galvanised sheet metal, the drain and scupper openings in copper or stainless mesh that keeps draining, the bulkhead threshold in Xcluder, the shaft heads in sheet metal and mortar, everything mechanically fastened — is one mobilisation instead of three, and it is the only version of this work that changes what the building experiences next year.
That is the argument for sequencing it this way rather than buying a removal from whoever answers the phone. A removal on its own is a vacancy at parapet height on a block where the parapets run continuously and the park is across the street. The animal that replaces it will use the same opening, because the opening is still there and it still smells of the last tenant. Most wildlife work in this market stops at that point, and expanding foam in a cornice return is the usual monument to it — a material a squirrel removes in an afternoon, which Graduate does not put on a building in any position, on any job.
What do terraces, setbacks and planted roofs add?
Habitat, at exactly the level where the entries are.
Setback terraces are a defining feature of the pre-war apartment houses on these avenues, and many of them are planted — mature containers, trellis, small trees, irrigation. From a management standpoint a planted terrace at the fifteenth floor is a yard that happens to be adjacent to a building’s most vulnerable details. It supplies cover, water, nesting material and often food, and it is within a few feet of a parapet, a bulkhead wall and a set of roof drains.
Four recurring findings on terraces:
Decking over a membrane creates a continuous void at deck level, open at the edges, dry and protected. It is used for shelter and it conceals whatever is happening at the wall behind it.
Planters against a parapet or a building wall hold moisture against masonry, which is how coping mortar and parapet joints fail in the first place, and they provide cover directly at the point where an animal would test the wall.
Roof drains and scuppers are openings by design. Where a strainer is missing, corroded or has been removed to stop it clogging, the drain is an entry. Where a scupper discharges through a parapet, the opening through the wall is a hole in the building.
Irrigation and hose connections supply water year-round, which is the resource that would otherwise limit what a roof can support.
None of this argues against planted terraces. It argues for treating the terrace as part of the building envelope rather than as a yard that happens to be up there — which means strainers in place and maintained, planters set off the wall, deck edges closed, and the parapet inspected on a cycle rather than after a leak.
How is an entry actually found on a pre-war roofline?
By evidence, and by reading the roof as a surface that records traffic rather than as a list of possible holes.
A large building has an enormous number of things that could theoretically be an entry and a very small number that are. Working through everything is unaffordable and unnecessary. The survey narrows it in four ways.
Staining and wear at the opening. An entry in regular use develops a smooth, discoloured margin — fur oils and repeated contact against masonry, metal or timber. On a painted bulkhead wall or a metal cornice this is obvious once you know to look for it. On brownstone or brick it is subtler and shows as a darker, polished band at the lower edge.
Fresh gnawing. Squirrels enlarge rather than search, so an active entry usually shows recent work at its edges. New gnawing on timber is pale against the weathered surface around it and darkens over weeks, which dates the activity within a reasonable range.
Droppings and debris below. Material accumulates on the roof surface, on a terrace, in a gutter or on a parapet ledge beneath a working entry. Nesting material — shredded insulation, leaves, plastic, cable ties — appears in the same places.
Sound, timing and direction. This is the most useful single input and it comes from residents rather than from a survey. Light, fast, intermittent, after dark, inside a wall: mice, and a different job entirely. Heavy, deliberate, in daylight, concentrated shortly after first light and again in the late afternoon, above a top-floor ceiling, sometimes with the sound of something rolled or dragged: a gray squirrel. Slow scrabbling with vocalisation at night in a large void: something larger. A rapid rustling or chittering at dusk near a parapet or cornice, with the same repeated at dawn: a possible bat roost, and the point at which the work stops and the rules get checked.
Two mechanical inputs help where the visual survey stalls. A borescope through a small hole in a soffit or boxed cornice answers the “what is in there” question without opening the assembly. A camera left facing a suspected entry over a few days establishes how many animals are using it and at what times, which is precisely the information the seasonal decision depends on.
What none of this justifies is the shortcut of closing every plausible opening and waiting to see what happens. On a building with occupied apartments beneath a roof void, that is how a wildlife job becomes an odor problem inside somebody’s ceiling.
What is different about the townhouse and rowhouse blocks?
The elevation drops, the cornice becomes the whole story, and the neighbors matter.
On the side streets between the avenues, the roofline is thirty or forty feet up rather than two hundred, and it is continuous. A row of attached houses shares a parapet line, and in many cases a shared or abutting cornice runs the length of the block. That is a pathway: an animal entering at one house is at roof level above six others without descending.
The cornice itself is the defining vulnerability of this stock. A nineteenth-century cornice is timber, or pressed metal over timber framing, projecting from the facade at the top of the wall. Its original job was to throw rain and melted snow clear of the wall face rather than let it wash down the front. That means it has horizontal surfaces by design, it is exposed on every side, and it is the hardest element on the building to maintain. After a hundred and forty years of repainting, patching, boxing in and partial replacement, the timber behind the metal is soft in places along its length, and a soft cornice is an opening waiting for something to test it.
The same manual logic applies to the details below it. Horizontal surfaces on windows — sills and the tops of lintels — were meant to be slightly pitched so water runs off. Sills replaced apartment during a hundred years of repairs hold water instead, and a wall that holds water has softened timber behind it. What starts as a masonry maintenance question ends as a wildlife entry, which is why the roofing, the stonework and the wildlife scope on these houses have to be planned together rather than procured separately.
Three further points are specific to attached houses here. Your neighbor’s roofline is functionally yours, because the pathway is continuous and an entry two doors along puts animals above your top floor. Chimneys are back in play on this stock in a way they are not on a tower — an uncapped or poorly capped flue is a direct vertical shaft from the roof into the house, and it is the single most common squirrel entry on a rowhouse anywhere. And the interior route is shorter. In a four-story house an animal in the roof void is one ceiling away from a bedroom rather than fifteen floors above anybody.
Who authorises this work, and what slows it down?
The corporation, through the board and the managing agent, because everything involved is a common element — and the delay between a resident reporting and a board acting is where these problems grow.
A top-floor shareholder hearing movement above the ceiling can commission nothing that will end it. The roof, the parapet, the cornice, the bulkhead and the shafts all belong to the building. The realistic path is a report to the managing agent, an inspection, and then a decision that involves roofing, sometimes masonry, sometimes carpentry, and a wildlife scope sequenced with all of it.
Three things slow it down predictably:
Trade coordination. A wildlife entry at a cornice return is a roofing and carpentry repair, an exclusion scope and a licensed removal visit, in that dependency order. If those are procured separately and sequenced badly, the roofer closes the opening on a Tuesday with an animal inside it. The value of running the whole thing through one coordinator is that the sequence is somebody’s explicit responsibility rather than an assumption in three separate contracts.
Landmarks review, where the visible exterior is involved. Several historic districts sit inside this neighborhood, and work altering a facade or a cornice can require review. That is a timeline item rather than an obstacle, and it argues for surveying the roofline early rather than waiting for evidence to become undeniable. Concealed and roof-side work generally proceeds without it.
Access and scheduling. Roof work needs weather, sometimes needs a lift or scaffold, and competes with every other item on a building’s capital schedule.
The governance side is at co-op and condo board obligations, the owner-occupant division at landlord and tenant pest responsibilities, and the questions to ask before comparing proposals at choosing a pest control contractor. What happens after the animal is out?
Three pieces of work, and skipping the third is why some buildings do this twice.
Closure to the right standard. The opening is closed in materials a determined animal cannot work through — sheet metal, heavy-gauge mesh, hardware cloth, mortar — and fastened rather than fitted. Cured foam and sealant are not barriers here at any scale.
Clearing what was left. Nesting material, soiled insulation and accumulated debris come out. In a roof void adjacent to mechanical equipment or an air intake, this is not optional tidiness.
Correcting the water. This is the one that gets omitted, and it is the reason the same detail fails again. A squirrel entry at a cornice return exists because the cornice return was soft. It was soft because water was collecting there — a failed cornice, an apartment or reversed sill, a blocked roof drain, a parapet coping with open joints, flashing that has lifted. Close the hole and leave the water and the timber behind the repair keeps rotting until something opens it again.
That connection between water and every structural pest problem in this housing stock is why spring is the useful season for roofline work. A winter of freeze-thaw leaves its record on parapets, copings, cornices and areaway masonry, and the damage is visible in April. Correcting it then removes the condition before the late-summer squirrel window arrives.

How does a squirrel get into a building on the eighth floor?
It does not climb the facade. It arrives at roof level from a street tree, a park edge, an adjoining lower roof or a parapet run, then enters at a bulkhead, a cornice return, a roof drain or a gap in the parapet coping. From there the chase tops, shaft heads and ceiling voids take it down through the building.
Something is moving above our top-floor ceiling in daylight. Is it a mouse?
Probably not. Mice sound light, fast and intermittent, and they are mostly nocturnal. Heavy, deliberate movement concentrated around first light and late afternoon, sometimes with the sound of something being dragged, is more consistent with a gray squirrel. Slow scrabbling and vocalisation at night in a large void suggests something larger again.
Why can't the entry simply be sealed the day it is found?
Because sealing an occupied entry in the wrong season traps dependent young inside the structure. That is inhumane, and it produces a serious odor problem in a wall or ceiling void that is extremely difficult to reach in a masonry building. The sequence is establish what is inside, get it out or wait for it to leave, then close.
Are bats treated differently from squirrels?
Substantially. They roost in numbers in gaps under an inch, the northern long-eared bat is federally endangered and endangered under New York law, and the state health department's own batproofing guidance blocks the work from late May to mid-August. Exclusion is by one-way device outside that window, never by removal.
