Bed Bug Treatment on the Upper West Side

Why is a thick masonry wall good news?

Because it is one of the few genuine barriers in residential construction, and it tells you where to look instead.

A large pre-war apartment house on these avenues is built of masonry, and the walls are substantial — in the biggest of them between one and three feet thick. That is not a partition. Bed bugs do not travel through it, and neither does anything else. Every other page about this insect will tell you it moves between apartments; in this stock the useful question is much narrower, which is: through what opening?

The answer is a short list, and the shortness is the whole point.

Riser chases. Every heating, plumbing and later services riser passes through every floor slab it serves, inside a boxed void. Where a chase opening exists inside an apartment — behind a kitchen cabinet run, in a bathroom, in a riser closet — that is a route between the apartment above and the apartment below.

Dumbwaiter shafts. Where a dumbwaiter has been taken out of use, the shaft frequently survives as a continuous vertical cavity with the old door openings panelled or built into cupboards on each landing, and in some plans inside the apartment itself.

Service corridors and stairs. These connect the back of every apartment on a floor to a vertical route and carry deliveries, refuse, contractors and staff. Every door on that route is a threshold.

The apartment entrance door. The corridor floor, the threshold and the frame are the route that disturbance produces.

Anything cut for a century of upgrades. Rewiring, replumbing, air-conditioning, cabling and internet fit-outs, each done by a different trade taking the shortest path through masonry, none of it recorded.

It is worth being clear about what this does not mean. A solid wall is a barrier at the wall; it is not a barrier at the ceiling, at the floor, or where a service crosses. The failure people make with this stock is the opposite of the failure they make with a converted loft — instead of assuming everything is connected, they assume nothing is, and stop the inspection at the apartment’s own front door. What the masonry actually buys you is a much shorter list of things to check, provided somebody checks them.

That is a finite inventory. In an attached rowhouse or a converted loft the routes are diffuse and hard to close. Here they are specific, and a building that closes them has actually changed something. How is the ring drawn in a building of several hundred apartments?

From the risers and shafts, not from the floor plan — and it is a handful of units rather than a wing.

The default ring is the apartments either side, directly above and directly below the one that reported. In this stock it needs two additions.

Any apartment sharing a riser closet or chase with the reported unit. That is a vertical relationship and it does not always coincide with “directly above”. Where a chase is offset, or where a line was reconfigured when apartments were combined — which in a building that has been reconfigured from a much larger original unit count is common — the geometry can surprise people.

Any apartment on the same dumbwaiter shaft. Where the shaft survives and its openings were panelled rather than sealed, that is a vertical route serving the service side of every apartment on the line.

To that, add the shared spaces on the floor: the service corridor, any staff or storage room, and the refuse room where residents linger with bags.

The scale of the building is not the difficulty people assume. A ring is a small number of apartments whatever the building’s size. What makes a large building expensive is drawing the ring from a floor plan, closing the case, and discovering three months later that the risers do not run where the plan implies. In a building with hundreds of households, that mistake costs a second full round and a great deal of trust.

The other thing scale changes is detection. No resident in a three-hundred-unit building sees a pattern; they see their own apartment and a corridor. A low-level population distributed across a line produces occasional disconnected reports that complaint-driven service treats as unrelated incidents, and the building recognizes a pattern only when several units report at once — which is to say, once it is expensive. That is the argument for a rolling monitoring layout rather than for a faster response time.

How do they arrive in a building like this?

Carried, through a small number of well-defined routes, most of which run past the front desk.

Travel. A suitcase that has stood in a hotel room, a short let, a relative’s spare bed or an aircraft locker. The largest single category everywhere, and unrelated to the standard of the accommodation.

Furniture, delivered and second-hand. Anything upholstered, anything with a frame, anything that has been in storage. In a staffed building this goes through a service entrance and a service lift, which is an advantage: it is a controllable route.

Household staff and visitors’ belongings. A neutral fact rather than an accusation, and one of the reasons a case can appear in an apartment with no travel history.

Contractors. These buildings are renovated constantly, and trades move between jobs with tools, bags and dust sheets.

Within the building. For the structural reasons above, and this is the route residents most underestimate.

There is one route that a building of this size handles better than any small building and one it handles worse. Better: the service entrance, where furniture and deliveries can be directed through a single controlled point rather than dragged up a public stair. Worse: the sheer number of doors. Several hundred households means several hundred independent decisions about travel, furniture and whether to mention something, and no amount of building policy reaches all of them.

The routes a building can actually manage are the physical ones, and a staffed building is unusually well placed to manage them. A written practice for how furniture and mattresses are brought in and taken out, wrapped, through a specified route, costs nothing. So does a word to contractors about where bags and dust sheets are stored between jobs. Neither prevents every case; both remove real exposure, and they are the sort of thing a managing agent can implement without a board vote.

What does an inspection cover in a large pre-war apartment?

A narrowing to the bed, a widening into the structure, and a note of what faces the court.

The bed first. Every joint in the frame, the slats, the underside of the box spring, the mattress seams and piping, the headboard on both sides, and the plaster immediately behind it. Most first evidence in every building type is here.

The six-foot radius. Bedside furniture, lamp bases, a chair, the rug edge, the electrical outlet nearest the bed, the picture frame on that wall.

Upholstered seating. Second most productive after the bed, particularly where somebody habitually dozes on it. Pre-war apartments frequently have more of it than a modern apartment and it is frequently older.

The apartment’s own structure. Baseboard and picture-rail gaps, the door frame and threshold, the chase opening behind the kitchen cabinet run or in the bathroom, the riser closet if there is one, and any panelled recess that might be a dumbwaiter opening.

Then interceptors go in and stay in. Passive monitors under bed and furniture legs turn a one-off inspection into a continuous one, and in the neighboring apartments they are the cheapest information a building can buy.

Evidence is live insects, cast skins from moulting, small dark fecal spotting that bleeds into fabric like ink, and occasionally eggs. Bites are the least reliable indicator on the list in both directions: reactions are delayed in many people and absent in some, and plenty of other things bite. A case built on bites alone has not been confirmed.

One local aggravation deserves naming. These buildings run hot in winter, because the heating plant was sized to warm a building on the coldest day of the year with the windows open, and warmth shortens the interval between generations for insects generally. A household that reports in February in an overheated apartment may be describing a population that has developed faster than the same population would in a cooler building, which is an argument for acting quickly rather than for waiting to see.

Write everything down at the time — what was inspected, when, by whom, what was found and where. In a building of this size that record is what allows the ring to be redrawn correctly and what supports the annual filing.

What does the service side of these apartments add?

A second entrance, a second set of rooms and a second circulation system that most inspections never look at.

Apartments in this stock were planned with a front and a back. The front is the entrance hall, the reception rooms and the principal bedrooms. The back is the kitchen, the service rooms, sometimes a small staff bedroom and bathroom, and a service door onto a back corridor and a service stair. In apartments that have been reconfigured, those rooms are now studies, laundries, children’s rooms or storage — but the door is usually still there, and so is the corridor behind it.

Three things follow for an inspection.

The service door is a second threshold. It opens onto a corridor used by deliveries, refuse, contractors and staff, and the sweep on it is generally older and more worn than the one on the front door because nobody looks at it.

The back rooms are where soft goods accumulate. Stored luggage, off-season clothing, spare bedding, an old sofa, a bed that somebody occasionally sleeps in. Every one of those is harborage, and the room is rarely part of a resident’s mental picture of where a problem would be.

Where a staff bedroom is in use, it is a sleeping area and should be inspected exactly as the principal bedroom is. This is often the least likely room to be volunteered and the most likely to have been slept in by a series of different people.

Add the service corridor itself to the ring. It is a horizontal route past every apartment on the floor, it has doors at both ends, and where there is a dropped ceiling carrying conduit and pipework there is a continuous lateral void with penetrations into apartment walls at intervals.

What happens when an apartment on the ring is being renovated?

Both the largest risk in the building and the best opportunity it will get.

Apartments in this stock are renovated constantly, and a renovation does three things at once that matter here.

It brings a different set of people in and out every day, with tools, bags and dust sheets that were in another job last week. Contractors are a genuine route and a completely neutral one — it is a fact about how the trade works, not a criticism of anybody.

It disturbs the structure. Opening a chase, lifting a floor or taking down a ceiling in an apartment that has an unrecognised low-level population disperses it, and the direction it disperses is along the routes described above.

It opens everything that is normally shut. Chase penetrations, riser closets, floor collars, shaft walls, baseboard lines — all accessible, all at somebody else’s cost, and all inaccessible again for twenty years the moment the ceiling goes back.

That third point is the one worth acting on. A board that writes into its alteration agreement a requirement to close penetrations through floors and party structures in durable material, inspected before the ceiling is reinstated, converts every renovation in the building into exclusion work funded by the shareholder doing it. Over a decade in a building of a couple of hundred apartments that closes a very large share of the routes, for this insect and for rodents equally.

The short-term measure is simpler still: where a renovation is happening next to or above an apartment with a live case, interceptors go into the renovated unit as well, and the contractor is told what is happening on the floor. Neither costs anything and both are routinely skipped.

Which treatments fit, and what does the structure impose?

Whatever the building supports, planned around thermal mass and around the fact that people are living above, below and beside the work.

Applied treatment is work for a state-licensed applicator (NYS pesticide applicator requirements), and in a multiple dwelling the notification rules attach — Local Law 36 pesticide notification and the New York neighbor notification law. It has to reach crack-and-crevice harborage rather than surfaces.

Heat, where appropriate, meets its main constraint in the masonry itself. Walls between one and three feet thick absorb a great deal of energy before room air temperature means anything at all, and riser chases and shafts bleed heat out of the space continuously. That does not disqualify the method — it means the planning has to account for it and the monitoring must sit inside the structure, at the chase opening, behind the headboard, at the baseboard, rather than in the middle of the room where the reading is flattering and meaningless. It also means the apartments around the treated one should be monitored, because insects move away from heat.

Encasements on mattress and box spring take a large share of harborage permanently out of play and make every later inspection quicker. Cheap and unambiguously worth doing.

Laundering, bagging and vacuuming does more than people expect, provided the vacuum contents leave the building rather than going into a bin inside it — which in a building with a chute means thinking about the route to the refuse room.

Sealing is the durable half. Chase openings, riser closet penetrations, dumbwaiter shaft closures and service door sweeps closing gaps to no more than a quarter of an inch. The shaft closure is worth pressing on a board because it is also a fire measure: an open shaft behaves as a flue, and fire safety guidance is to strip the doors and moldings and close it properly. That makes it one of the rare capital items that answers two problems, which is a much easier proposition to fund. It is the same inventory as under structural exclusion.

Who decides, and what does the building take on?

The board or the owner, and the decisions that matter are made before the first case rather than during it.

Four should be settled in advance, in writing.

Who inspects the ring, and on what notice. Access practice comes from the governing documents and from law, so it is a question for the building’s counsel — but having an answer written down converts a difficult conversation into a routine one.

That the building pays for inspecting apartments that did not report. Charging a neighbor to be cleared produces refusals, and one refusal in the middle of a ring sustains a case indefinitely.

That reporting is confidential. A resident who fears being named to their neighbors does not report. In a building where residents see each other daily, this matters more than it does anywhere else.

That the return visit is scheduled at the same time as the first. It is the appointment people cancel because the apartment looks clear, and it is the visit that meets the insects which hatched after the first round.

A fifth question is worth adding for buildings large enough to have a managing agent: what the building will do with the information over time. A single case handled well produces a record of where the risers and shafts actually run on that line, which is worth keeping. Buildings that treat each case as an isolated incident rebuild that knowledge from scratch every time and pay for it every time.

The legal frame sits behind all of it. The Housing Maintenance Code places the duty to keep a dwelling free from pests on the owner — the corporation, in a cooperative — at NYC Housing Maintenance Code — extermination and rodent eradication. Local Law 55 requires periodic investigation of units and common areas, remediation by integrated pest management, and sealing of holes, gaps and cracks in durable materials, and states that pesticide use does not substitute for those measures. Every multiple dwelling files an annual bedbug report with HPD and either gives occupants the filing receipt or posts it prominently.

What should the household do, and what makes it worse?

A short list, and three things to avoid.

Report it immediately. Time is the variable that matters most, and a case found early stays small.

Stop sleeping somewhere else in the apartment. Moving to a sofa or a spare room takes the population with you and doubles the work.

Launder and bag whatever the inspection flags, and leave the bags sealed until the program is complete.

Say what has already been used. Repellent retail products scatter a population out of concentrated harborage into places that are harder to reach — inside a chase, along a corridor, towards the neighbors. Disclosure changes the approach rather than causing offense.

Clear what will actually be treated, and give access for both visits.

And the things that quietly wreck a job: putting furniture out unwrapped through the corridors and service lift; buying a replacement mattress before the work is finished; and moving apartments within the building, which relocates the problem rather than escaping it.
