Pest Control in SoHo, Manhattan

SoHo holds the largest surviving collection of cast-iron architecture anywhere, and 81 per cent of its homes were built by 1939. The pest routes are the vaulted sidewalks running under the sidewalk, the shared risers between ground-floor retail and the lofts above, and the shafts that carried goods before anyone lived here.

What makes SoHo a different pest problem from the rest of Manhattan?

Three things that arrive together: a district of buildings raised for manufacture and wholesale, a continuous void running beneath the public sidewalk, and a ground floor that has never stopped being commercial.

The housing numbers make the point on their own. NeighborhoodScout records 81.3 per cent of SoHo residential real estate as built in 1939 or earlier, classifies 89.9 per cent of it as large apartment buildings, and finds 92.2 per cent of units are studios or one- to two-bedroom, at a density of 59,678 people per square mile. Yet almost none of that stock was constructed as housing. Artists moved into manufacturing lofts illegally from the 1960s, drawn by floor area, tall ceilings, large windows and low rent. A 1971 zoning amendment created the M1-5A and M1-5B districts that allowed certified artists to live in lofts under 3,600 square feet. The 1982 Loft Law legalised what was already happening. Everything after that is a hundred-year-old commercial building carrying domestic occupancy.

The architecture is the reason people come here and also the reason the buildings behave as they do. SoHo holds the greatest collection of cast-iron architecture in the world; roughly 250 cast-iron buildings survive citywide, most of them in these blocks, built during the material’s peak between 1840 and 1880. Cast iron was far cheaper than carved stone, could be poured from reusable ornamental molds and went up fast — some buildings were finished in four months. The Landmarks Preservation Commission designated the SoHo-Cast Iron Historic District in 1973, covering 26 blocks and about 500 buildings; National Register and National Historic Landmark status followed in 1978, and an extension of roughly 135 properties was designated on 11 May 2010.

What none of that describes is the part that matters most to us. Under the sidewalk on most of these blockfronts there is a room, and it has been there since the buildings were factories.

What is a cast-iron front actually doing, and why does the answer change the work?

In most cases the iron is a face bolted onto the building rather than the building itself — which means the front elevation and the structural wall behind it are two separate assemblies with a joint running between them.

There is one famous exception, and it is worth knowing because it explains the type. The E. V. Haughwout Building of 1857, at Broadway and Broome Street, used cast iron as structural support rather than hanging the facades from brickwork, which is why it is treated as a precursor of steel-frame construction. It stands five stories and 79 feet, and on 23 March 1857 it received the world’s first successful passenger elevator — a hydraulic lift by Elisha Graves Otis, driven from a steam engine in the basement. Vertical service cores in this district are that old as an idea, and every one of them is a shaft cut through a masonry building.

Cast iron has one behavior that shaped the later fabric. It buckles in heat and cracks when hit with cold water, and after enough fires an 1899 building code required masonry backing behind cast-iron fronts. So on many buildings there is iron, then a cavity or bedding layer, then brick. That is a plane running the full height of the facade where water can travel, where fixings pass through, and where a repair made in 1935 and another made in 1988 do not necessarily meet.

For pest work this matters in a specific and limited way. It is not that anything nests in a facade joint. It is that facade water ends up in the wall behind it, and wet concealed structure inside a masonry envelope is what carpenter ants excavate, working softened timber because it is easier to cut and the moisture suits the brood. On these buildings the excavation is invisible from the street and from the room. The evidence, when there is any, is a small accumulation of coarse material below.

The other consequence is procedural. When we specify sealing on a landmarked cast-iron elevation, we are working across two assemblies, not one, and the material has to be reversible and set back rather than applied across the face.

Why does the sidewalk decide most of the rodent work in SoHo?

Because the sidewalk is a roof. In this district the cellar extends out under the public sidewalk, and what happens at sidewalk level happens on top of an occupied void.

The vaults exist because the buildings were factories. Manufacturing went on in basements, and before electric light the only way to work there was daylight brought down through the sidewalk. The device was the vault light — small circular glass prisms set into iron panels, patented by Thaddeus Hyatt in 1854 — which diffused sunlight into the space below. Electric lighting made them redundant, and over the following century a great many were filled in with concrete or stone, or replaced outright with diamond-plate steel. Since the 1973 designation the Landmarks Preservation Commission reviews external repairs and requires preservation or restoration where it is possible, and the panels are costly to maintain and vulnerable to vehicles.

Every one of those facts is also a pest fact.

The vault is continuous where the building is not. A void under the sidewalk runs along a blockfront and connects to more than one cellar. A rodent population living there is not your building’s population; it is the block’s.

The covering has been opened repeatedly. Filled panels, replaced plates, utility cuts, resurfacing and vehicle damage each leave a joint. The Health Department’s framing is that rats want food, water, shelter and safe ways to move around, and a vault under a commercial street with a hundred and seventy years of patching above it supplies shelter and movement in abundance.

The vault is wet by construction. It takes surface water through every failed bedding joint and drains through a nineteenth-century connection. That is why Oriental cockroaches and American cockroaches are a below-grade population here that surfaces into occupied floors in warm weather, rather than a resident kitchen problem.

So the first line of defense is not the front door. It is the wall between the vault and the occupied cellar, and the service penetrations, old chutes, abandoned pipe sleeves and stair heads that cross it. That boundary is where structural exclusion earns its keep in this market, and it is almost entirely invisible from the street, which means landmark review rarely touches it.

One further note about the streets themselves. The historic district retains Belgian block paving, which is a field of set stones rather than a continuous surface. That is not a hazard in itself, but it makes an open route at a vault edge or a curb look like one more gap in a paving pattern rather than the entrance it is.

What does a commercial ground floor do to the residential floors above it?

It puts them on the same building. That sounds obvious and is routinely forgotten when a complaint is logged from an apartment.

These are store-and-loft buildings. The type was designed with a store at street level, working or storage floors above, and a single set of services running from the cellar to the roof. Conversion put apartments on the upper floors and left the ground-floor commercial tenancy where it was — and in SoHo that tenancy is very often food service or high-turnover retail with a back-of-house prep area.

A German cockroach population fed at ground level does not stay at ground level. It moves on the risers and drainage that connect the floors. That is the mechanism behind the most common frustrating pattern in this neighborhood: a residential unit is treated, goes quiet for a few weeks, and comes back. Nothing failed in the apartment. The source was never in the apartment.

The correct scope is unwelcome and it is also the only one that works. Monitor the whole stack, including the commercial tenancy. Seal the floor collars where retrofitted plumbing passes through slabs and timber. Get the tenancy’s own housekeeping, drainage and waste handling into a defensible state, which is what a commercial program and, for food premises specifically, restaurant pest control are for. Then treat.

The same logic applies to the residential side of the wall. Loft floorplates were single undivided rooms, and the partitions that made apartments out of them were added later, usually stopping at a dropped ceiling rather than at the structure. Add the original goods shafts running the full height of the building, and you have a structure that is continuous in exactly the places a floor plan shows as divided. That is the reason a house mouse problem in a converted loft is a building program, not a unit visit.

Which services does this housing stock generate?

In the order the fabric produces them.

Rodent control first. Norway rats work the vault line, the service entries and the commercial waste of a major retail district; house mice work the shafts, the floor cavities and the partitions that stop short of the structure.

Structural exclusion second, and it is what makes the rest hold. The vault-to-cellar boundary, the base and head of every shaft, floor collars on retrofitted stacks, the roof bulkhead and every threshold between service space and occupied space.

Cockroach control third, split by species and level as set out above — a stack-and-tenancy program for German cockroaches, a drainage and damp program below grade for the others.

Bed bug treatment fourth. With 92.2 per cent of units at studio to two-bedroom size and a vacancy rate around a quarter, turnover is high and the structure between units is not what the plan suggests. Bed bugs use the same conduit runs and shaft walls as everything else.

Ant control deals with pavement ants in vault edges and paving joints, and odorous house ants following a wet chase indoors.

Wildlife management is roof-level work here — parapets, bulkheads and mechanical enclosures — with the animal cleared by a licensed wildlife partner and the sealing carried out by us.

Which parts of SoHo do we work in?

All of the historic district and the blocks on every side of it. The character changes street by street more than most people expect.

Broadway is the retail spine and the heaviest commercial waste corridor in the neighborhood, with the deepest vaults and the most frequently disturbed sidewalk. It is also where the cast-iron fronts are grandest, which means landmark review is most likely to touch any exterior work.

Greene Street and Mercer Street hold the most concentrated cast-iron blockfronts and the most intact Belgian block paving. Narrow lots, close party divisions, vaults along nearly the whole length.

Wooster Street and West Broadway run the western side; the 2010 extension took in properties on the west side of West Broadway, some running through to Thompson Street, so a single building there can have two entirely different elevations under two different conditions.

Crosby Street, Lafayette Street, Howard Street and Centre Street form the eastern side and the second half of the 2010 extension. Crosby in particular is a service street by history — loading and back-of-house rather than shopfront — which changes where the thresholds are.

Prince Street, Spring Street and Grand Street are the cross streets that carry most of the food service, and therefore most of the retail-over-residential stack problems.

Houston Street to the north and Canal Street to the south are the boundaries, and both are heavy traffic corridors with their own waste and infrastructure conditions.

Greenwich Village sits directly north and is the opposite type: low-rise rowhouse and tenement stock on an irregular plan. What did the 2021 rezoning change on the ground?

It changed what these buildings are permitted to become, which over time changes how much new plumbing gets cut through them.

The City Council adopted the SoHo/NoHo plan in December 2021. It covers a 56-block area and replaces the M1-5A and M1-5B manufacturing districts — zoning that had precluded ordinary residential use and severely restricted ground-floor uses, with housing limited to joint live-work arrangements for certified artists — with six paired manufacturing-residential districts and a Special SoHo-NoHo Mixed Use District. Residential, commercial, community facility and manufacturing uses are now permitted as of right, and Mandatory Inclusionary Housing applies to most new residential development, enlargement and conversion.

The pest-relevant consequence is simple and gradual. Conversion means bathrooms and kitchens where there were none, which means new soil and supply stacks cut through nineteenth-century floor structures. Every retrofitted riser is a vertical chase with a penetration at each floor, and every penetration is either sealed properly at the time or becomes a permanent route. Buildings that are being reconfigured now are the ones where sealing is cheap, because the work happens while the ceilings are open.

There is a related legal point about the buildings that converted earlier. Under Article 7-C of the Multiple Dwelling Law a qualifying loft unit must be at least 400 square feet and cannot be in a cellar — which is precisely why the cellar and vault level of these buildings remains service space that nobody lives in and, too often, nobody inspects.

Once a building is a multiple dwelling, residential duties attach. The Housing Maintenance Code puts the obligation to keep the premises free of pests on the owner, set out at NYC Housing Maintenance Code — extermination and rodent eradication. Local Law 55 of 2018 requires an investigation for indoor allergen hazards at least annually and more often if necessary, remediation by integrated pest management, sealing of holes, gaps and cracks with durable materials, and door sweeps bringing gaps to no more than a quarter of an inch — and it states that pesticide use does not substitute for those measures. Owners of multiple dwellings, cooperatives and condominiums included, also file a bedbug annual report with HPD each December and either give the receipt to occupants or post it prominently.

Where pesticides are applied, notification rules follow: Local Law 36 pesticide notification and the New York neighbor notification law. Boards should read co-op and condo board obligations, landlords landlord and tenant pest responsibilities, and anyone comparing proposals choosing a pest control contractor.

What materials are acceptable on a landmarked cast-iron building?

Ones that are reversible, set back and durable — and specifically not the ones most commonly used.

Expanding foam is the standard error, and none of it goes into work of ours. Rodents chew through cured foam without difficulty, and on a landmarked elevation it is also visible, discoloured and unsightly within a season. Ordinary steel wool rusts and stains down a painted iron face. Caulk is a reasonable sealant over a real barrier and useless as the barrier. On a building of iron, brick and glass, anything an animal can bite through is not a barrier however neat it looks the day it goes in.

Three principles cover almost every situation here.

Do the concealed work first, because it needs no review. Vault interiors, cellar walls, shaft bases, floor collars, roof bulkheads and rear elevations carry the overwhelming majority of the traffic and almost none of the protected character.

Screen what must stay open; seal only what should be closed. A drainage weep, a vent or a vault light that still delivers light has a function. Screening it in copper or stainless preserves the function and closes the route. Sealing it creates a water problem that will cost more than the pest problem did.

Set metal back inside an opening rather than across it. On a cast-iron elevation a barrier fixed within the reveal is invisible from the sidewalk and reversible, which is what preservation review is looking for and what a board will actually approve.

If the work touches the visible exterior, the review timeline becomes part of the program. That is an argument for surveying early rather than waiting for evidence to become undeniable — and for getting the concealed work done while any exterior application is still in process.

What does a building-wide program look like in a mixed-use SoHo building?

It looks like a survey, a monitoring layout and a repair list, in that order — and the treatment is the last item rather than the first.

The survey covers the whole vertical section: vault, cellar, ground-floor tenancy back-of-house, every residential floor on the affected stack, the roof bulkhead and the shaft from top to bottom. It records where the retrofitted plumbing passes through structure, where partitions stop short of the slab or timber above, where the vault meets the occupied cellar, and where the waste is actually stored rather than where the house rules say it is stored.

Monitoring comes next, because in a building of this type nobody can tell you where the population lives by looking. Passive monitors placed on a plan — chute and refuse areas, tenancy prep and dishwash, riser closets, shaft bases, vault access, and inside the units on the line rather than only the one that complained — turn an argument into a map within a couple of weeks. Cornell’s work with multifamily housing makes the case for this bluntly: prevention and non-chemical control do the work that monthly spraying is expected to do and does not.

The repair list is the part that ends the problem rather than suppressing it. Floor collars closed with material that cannot be gnawed. Shaft base and head closed. Vault-to-cellar penetrations closed. Door sweeps at every service door bringing the gap to no more than a quarter of an inch, which is both good practice and the Local Law 55 standard. Drainage corrected where a vault or cellar is holding water. Waste storage rebuilt in rigid containers with tight lids, which the Health Department names directly as the measure that removes the food supply.

Treatment then goes where the monitors say it should go, at the scale the structure requires — the stack rather than the flat, the tenancy as well as the residence. Records of what was found, what was sealed and what was applied matter here beyond good practice: a building with a refuse chute is required to run a treatment program and keep records of it, and a board that can show one is in a very different position from a board that cannot.

A block here is a run of iron-fronted factories over a shared void, with shops at the bottom, apartments at the top, and a hundred and seventy years of alterations in between. What is under the sidewalk in SoHo?

Cellar. Throughout the district the basement extends out beneath the sidewalk as a vault, lit before electricity by vault lights — small circular glass prisms set into iron panels, patented by Thaddeus Hyatt in 1854. Many were later filled with concrete or covered with diamond-plate steel. If your sidewalk has glass discs or iron plate in it, there is a room below it.

Is the cast iron on my building structural or just a front?

Our loft was one open floor. Why does that matter for mice?

Because the partitions that made rooms out of it were added on top of the structure rather than into it. Loft floorplates were single undivided spaces, and later walls frequently stop at a dropped ceiling. Combine that with the original goods shafts running the full height of the building and an interior population is not confined to a floor or to a unit.

Did the 2021 SoHo rezoning change anything for building owners?

Why are the cockroaches in our cellar different from the ones upstairs?

Because they are different species doing different things. Oriental and American cockroaches live below grade on damp and drainage — and a cellar that extends under a public sidewalk is damp by construction. German cockroaches live on the wet stack in occupied floors. Treating one as though it were the other is the most common wasted visit in this neighborhood.

How do the Belgian block streets affect rodent pressure?

They add joints. A Belgian block surface is a pattern of set stones rather than a continuous slab, and at curbs, doorways and vault edges those joints are where a surface meets a below-grade void. It is not the paving itself that matters so much as what it makes harder to notice: an open route into the vault reads as just another gap between stones.
