Why does Greenwich Village behave like a low-rise neighborhood in a vertical city?
Because it is one. The data describes apartments; the buildings are small, attached and old, and that combination sets the whole approach.
NeighborhoodScout classifies 97.8 per cent of Greenwich Village residential real estate as apartment complexes or high-rise apartments and records 95.6 per cent of units as studios or one- to two-bedroom, at 86,549 people per square mile with 87.4 per cent renter occupancy. That reads as towers. The Landmarks Preservation Commission’s own district reports describe something quite different: Federal and Greek Revival rowhouses of the 1810s to 1850s standing two and a half to three stories over basements, twenty-five to thirty feet tall, three bays wide in red brick with stone trim, on lots twenty to twenty-five feet wide — and beside them pre-law tenements of the 1860s and 1870s at five stories on the same narrow lots, old-law dumbbells after 1879 and new-law buildings after 1901 on footprints of thirty-five feet and more.
So the density comes from subdivision and from tenement plans, not from height. NeighborhoodScout puts 77.9 per cent of the stock at 1939 or earlier. The NYU Furman Center records Manhattan Community District 2 at 146,667 residents across 97,721 housing units, a 34.6 per cent homeownership rate and 39.1 serious housing code violations per 1,000 privately owned rental units in 2022.
What that means practically is that the Village gives you the pest problems of a rowhouse neighborhood and the pest problems of a tenement neighborhood on the same blockfront, frequently in adjoining buildings. A three-story Federal house with a shared party wall sits next to a five-story walk-up with a single wet stack serving twenty households. Both are attached. Both are old. Neither can be treated as a self-contained unit, and they fail in different ways.
The other structural fact is age of services. These buildings predate domestic plumbing as we understand it. Pre-law tenements sometimes had one water line with a tap in the hall on each floor, with the water source and toilets in the shallow backyard. Everything indoors now was cut into the building later — and every one of those cuts is a penetration through a floor or a wall.
What did the old tenement plan leave inside the walls?
A single vertical wet line per building, party walls with joist pockets in them, and a great deal of concealed void that no plan records.
Take the wet line first, because it explains most of the recurring complaints. Tenement plans stack kitchens and bathrooms on one line so that a single riser can serve the whole building. In an old-law dumbbell the standard lot was 25 feet by 100 feet with four apartments per floor in railroad layout; a six-story building of that type could hold 300 people in 84 units. By 1900 roughly 82,000 old-law tenement buildings stood citywide, more than half of them in Manhattan. That plan is efficient and it is also a single shared corridor for German cockroaches — a population fed in one apartment lives on the riser and appears in the next.
The second feature is the party wall. Attached buildings on twenty-five-foot lots share masonry with the buildings on either side, and the floor joists of both buildings bear into that shared wall. The recess cut for each joist end is a joist pocket, and on nineteenth-century construction those pockets were rarely closed. The result is a row of small horizontal voids at every floor level, running the length of the building on both sides. House mice use them, which is why a Village house that is scrupulously clean still finds droppings after the neighbors have had work done.
The third is what conversion added. Federal and Greek Revival houses here were built for one household and now hold several. New-law tenements after 1901 brought a toilet inside every apartment. Buildings have gone from residential to commercial to institutional and back, and the district also holds stables converted to garages after the First World War and Romanesque Revival factory lofts with ribbon windows. Every change of use cut new holes through floors and party walls, and those holes were closed to whatever standard the trade of the day thought sufficient.
The practical consequence is the one worth repeating to anyone who owns or manages here. In this fabric the unit is not the building. Two, three or five attached structures behave as one habitat, connected at every floor level inside walls nobody opens.
What happened to the air shafts, and why does it matter now?
They stopped being shafts and became sealed voids — which is worse.
The 1879 Tenement House Act required every habitable room to have a window opening on plain air. James E. Ware’s competition-winning dumbbell plan answered it by indenting the sides of the building about three feet, forming a narrow shaft between adjoining structures. It satisfied the law and cost the landlord almost no rentable floor area, which is why it was built by the tens of thousands.
It was a bad shaft. They were as little as 28 inches wide, gave almost no usable light or air, and filled with refuse — by 1885 there is a recorded case of someone falling into one and landing on accumulated garbage rather than the ground. Witnesses before the Tenement House Committee proposed renaming them foul air shafts. The 1901 commission called them the most serious evil of the tenement, and the Tenement House Act of 1901 got rid of them, replacing the dumbbell with H, C, I and L plans arranged around interior light courts, capping lot coverage at 70 per cent and requiring a toilet inside every apartment.
What did not happen was demolition. The old-law buildings stayed, and their shafts stayed with them. Over the following century a great many were roofed over, floored across at one or two levels, built against by an adjoining development, or simply closed up during a renovation because they were doing nothing useful. Each of those interventions converts an open, awkward, foul-smelling void into a hidden, warm, undisturbed one — shared between two buildings, running most of their height, with window openings and pipe penetrations into it at every floor.
The same logic applies to dumbwaiters. Dumbwaiters carried food, laundry, coal and firewood between service levels, and where one has been taken out of service the shaft frequently survives as a continuous cavity. Fire safety guidance is to strip the doors and moldings and close the shaft with double layers of sheetrock, because an open shaft acts as a flue. That closure does two jobs at once, and it is one of the highest-value pieces of structural exclusion available in a Village building.
Does the street plan itself change how a building has to be surveyed?
It does, more than in any other market we work.
Greenwich Village was a rural hamlet when the 1811 Commissioners’ Plan laid out the grid, and it kept its own eighteenth-century street pattern. Streets are named rather than numbered. In the early twentieth century Sixth and Seventh Avenues were driven diagonally through that existing plan, which is why West 4th Street runs north–south and crosses West 10th through West 13th.
Cutting an avenue through a built street plan does something specific to the buildings that survive at the edges of the cut. It produces irregular lots. It produces buildings with three or more exposed elevations where the type would normally have two. It produces party walls meeting at angles rather than square, rear conditions that match nothing else on the block, and truncated buildings whose new end wall was built to a different standard and in a different decade from the rest of the structure.
For a survey that means the standard rowhouse assumptions do not transfer. You cannot assume two party walls and a rear yard. You cannot assume the cellar footprint matches the building above. You cannot assume the rear elevation of the building next door is parallel to yours, which matters because a rear elevation at an angle creates a sheltered pocket at the junction that collects leaf litter, water and cover.
It also affects the block interiors. On a regular Manhattan block, rear yards form a rectangle. Here they form irregular shapes, sometimes interrupted by a building that runs through from one street to another, sometimes opening into a mews or a courtyard. Norway rats do not care about the shape; they care that it is continuous, soft, planted and quiet. But a surveyor who assumes a regular block interior will miss half of it.
What is in the rear yards, and what does the new bin rule change?
Old ground and a new obligation, and together they are the most tractable part of the whole problem.
The Landmarks reports for the district note that the rear yards of the Federal and Greek Revival rowhouses originally held cisterns and privies. Those are voids and drainage connections in the ground, and they have generally been paved, planted or built over rather than properly filled. A rear yard here can therefore contain a buried masonry structure with a connection to something, under a yard that has been relandscaped four times.
Above ground, the block interior behaves as a single habitat. Yards back onto one another, fences stop people rather than animals, and the food supply only has to be reliable at one or two properties out of thirty for the interior to support a population. The Health Department’s framing is that rats need food, water, shelter and safe ways to move around. A Village block interior supplies all four without effort.
The obligation is new and it is well aimed. Since 1 June 2026 residential buildings with one to nine units must use official NYC Bins for trash set out, with a warning period running to 7 September 2026 and full enforcement from 8 September 2026. Most Village buildings — rowhouses, small conversions, small tenements — fall inside that band. Buildings of ten to thirty units may choose between NYC Bins and stationary Empire Bins, and buildings of thirty-one units or more move to Empire Bins serviced by automated trucks, phased in by community district with a citywide rollout planned by 2032.
This matters because it is the one lever that acts on the food supply rather than on the animals. NYC Health states directly that any exposed garbage will attract rats and that owners are legally required to keep rats out of buildings. Rigid containers with tight-fitting lids, in sufficient number for the occupants, do more for a block than any amount of product applied to it.
Two things sit alongside it. Burrow evidence is worth learning to read: an active burrow is a hole roughly two to four inches across at the base of a wall, under a slab or in a planted bed, with a fan of loose earth outside it, clean edges and no webbing across the mouth. And your own building work still matters regardless of what the block does — sealing the cellar line, closing service penetrations and repairing drainage determines whether the block’s population gets indoors. You cannot control the block. You can control the boundary.
Which services does Village housing stock generate?

Cockroach control is unusually high in the ordering here because of the tenement wet stack. German cockroaches need a program covering every unit on the line plus the cellar, not a visit to the apartment that called. In cellars and old house drains you get Oriental and American cockroaches instead, which is a damp and drainage problem with a different fix.
Rodent control divides between the block interior and the wall. Norway rats belong to the yards, the buried drainage and the waste storage; house mice belong to the party walls, the joist pockets, the shafts and the dumbwaiter voids.
Structural exclusion is what turns a treated building into a fixed one: the cellar line, service penetrations, shaft closures, the areaway, the roof bulkhead and party-wall pockets wherever a ceiling or wall is open.
Bed bug treatment in a neighborhood with 87.4 per cent renter occupancy and near-total small-unit stock is always a neighboring-unit question. Bed bugs travel the same voids and conduit runs as everything else.
Ant control covers pavement ants in yard and areaway paving joints and odorous house ants following moisture indoors, and wasp and hornet removal deals with nests at cornices, rear extensions and roof bulkheads.
Wildlife management here is mostly eastern gray squirrels moving on street trees and parapets into roof structures — a licensed partner for the animal, Graduate for the roof it got into.
Restaurants and bars on Bleecker, MacDougal, Christopher and Seventh Avenue South run through the commercial program and restaurant pest control. Boards of converted buildings sit under co-op and condo pest control, and agents under property management pest control.
Which parts of Greenwich Village do we cover?
The historic district, its extensions and the surrounding blocks. The building stock changes noticeably as you move across it.
Washington Square anchors the east. The park itself is 9.75 acres at the foot of Fifth Avenue, bounded by Washington Square North, University Place, West 4th Street and MacDougal Street, with Stanford White’s Tuckahoe marble arch of 1892 standing 77 feet. It sits on ground that served as a potter’s field between 1789 and 1823 and was closed as a cemetery in 1825. A large public open space next to dense residential blocks is a permanent food, water and cover source, and it changes the pressure on the buildings that face it.
The South Village, running below West Houston toward Sullivan, Thompson and MacDougal, holds the densest concentration of tenement stock — pre-law, old-law and new-law standing together, with the wet-stack and air-shaft conditions described above at their most concentrated.
The West Village — Christopher, Bedford, Grove, Barrow, Hudson and the streets around St. Luke’s Place — is the rowhouse core, with Federal and Greek Revival houses on narrow lots, small cellars, shallow rear yards and the irregular street plan at its most pronounced.
The Extension II blocks, designated 22 June 2010 with approximately 235 buildings, run eleven blocks between West 4th Street, West Houston Street, Seventh Avenue South and Sixth Avenue. This is the area most affected by the avenue cuts, and it holds a mixture of rowhouses, tenements, converted stables and loft buildings on the same short blocks.
The Meatpacking District at the north-west corner is different again: low market and warehouse buildings with loading thresholds, deep ground-floor plans and heavy food-service occupancy at street level.
Greenwich Avenue, Sixth Avenue and Seventh Avenue South are the commercial corridors that cut through everything else, with mixed-use buildings where a residential complaint frequently has a ground-floor source.

What obligations attach to a Village building with several households in it?
More than most owners of a small building expect, and the thresholds arrive earlier than they assume.
Once a house here holds three or more independent households it is ordinarily a multiple dwelling in law, and the obligations change at that point. Multiple dwelling status brings the Housing Maintenance Code duty to keep the premises free of rodents, insects and other pests, which sits with the owner — the detail is set out at NYC Housing Maintenance Code — extermination and rodent eradication.
Local Law 55 of 2018, the Asthma Free Housing Act, adds a scheduled duty to the reactive one. Owners must take reasonable measures to keep the premises free from pests and indoor allergen hazards, investigate at least once a year and more often if necessary, and remediate using integrated pest management — defined in the law as ongoing prevention, monitoring and control, including eliminating harborages and conditions conducive to pests. It requires holes, gaps and cracks to be repaired and sealed with durable materials and door sweeps fitted to reduce gaps to no more than a quarter of an inch, and it states that pesticide use does not substitute for those measures. Any pesticide applied must be applied by a professional licensed by the New York State Department of Environmental Conservation — see NYS pesticide applicator requirements.
Applied honestly in a nineteenth-century building, the quarter-inch standard means closing party-wall pockets where they can be reached, shaft openings, and the penetrations left by generations of retrofitted plumbing. That is not a caulk-gun job; it is a physical alteration, and it is permanent.
There is also an annual filing. Owners of multiple dwellings — cooperatives and condominiums included — file a bedbug annual report with HPD each December covering total units, units infested, units where eradication was applied and units reinfested, then either give the electronic filing receipt to occupants at lease commencement or renewal or post it prominently. It is filed whether or not the building has had any activity.

Boards should read co-op and condo board obligations; owners letting units landlord and tenant pest responsibilities; anyone weighing proposals choosing a pest control contractor.
The way we read a Village building
The firm has been working on buildings in this city since 1983, and across Nassau and Suffolk alongside it. His summary of the method is the whole argument: we treat every job as a building problem, not a pest problem.
The Village is where that reads least like a slogan. On a single short block you can have a Federal house of the 1820s, a pre-law tenement of the 1870s, an old-law dumbbell of the 1890s, a new-law building of 1905 and a stable converted to a garage in 1922 — all attached, all sharing walls, all cut into repeatedly by every trade that has passed through in two centuries. The animals are not exploiting a weakness. They are using a structure that was assembled, altered and closed up by people who were not thinking about them at all.

What is a pre-law tenement and does my building have one behind the facade?
A pre-law tenement dates from the 1860s or 1870s, stands five stories on a twenty-five-foot lot, and housed ten to twenty families with minimal light and ventilation. Some had one water line with a tap in the hall on each floor, with toilets in the shallow backyard. Plumbing was added later, in whatever line was cheapest, and those retrofits are the routes we look for.

The same closure removes a mouse route that runs from cellar to top floor without crossing an occupied room.
We were told to buy official NYC Bins. Does that actually change rat pressure?

Why does treating one apartment in a Village tenement rarely hold?
Because tenement plans put every kitchen and bathroom on one wet line for the whole building. The apartment that complained is one opening onto a shared system. Cornell's work in multifamily housing found that monthly spraying is a poor substitute for prevention and non-chemical control, and in a five-story walk-up that difference is easy to see.
Does the historic district stop us sealing the front of the house?
It governs what is visible. The Greenwich Village Historic District was designated on 29 April 1969 and covers over 2,000 buildings across 65 blocks — still the largest district in the city. Cellars, rear elevations, roof bulkheads, shaft interiors and party-wall penetrations are where most of the work sits, and almost none of it reaches a protected elevation.
What is in a Village rear yard that we should know about?
