Which of the two buildings are you in?
That is the first question, and getting it wrong is the commonest reason a Williamsburg cockroach program fails.
This neighborhood has two housing stocks built a century and a half apart, sitting on the same blocks. Well over four in ten residential properties are small two-, three- and four-unit buildings — narrow lots, party walls, shallow cellars, back yards, and plumbing installed decades after the building went up. Alongside them stands new high-rise construction produced by two rezonings, with several thousand dwellings added on the waterfront alone.
For German cockroaches the difference is not cosmetic. It is a completely different route.
In the older stock the route is the wet line. Kitchens and bathrooms were stacked so one riser could serve the whole building. Every apartment on that line has walls opening into the riser void — around the waste pipe, behind an escutcheon, under a cabinet toe kick. The void is warm, damp and never opened. That is the population’s address; the kitchens are foraging territory.
In the newer stock the route is the chute and the sleeves. A tower has a compactor chute with an intake on every floor and a refuse room at the bottom, plus plumbing, heating, sprinkler, electrical and telecommunications services penetrating every floor slab.
A program designed for one is close to useless on the other. Monitoring a line of stacked kitchens in a tower where the kitchens are not stacked and the food is going into a chute finds nothing. Servicing a chute in a walk-up that does not have one is not a service at all. And yet buildings in this neighborhood are regularly sold the same monthly visit whichever type they are.

What does the wet line do in a three-family house?
It connects every kitchen in the building through a void that nobody has opened since the plumbing went in.
The older buildings here were not built with the plumbing they now have. Domestic supply, waste and vent lines were cut into them later, generally in the cheapest available run, and often more than once as buildings were subdivided and reconfigured. What that produces is a single vertical chase serving every wet room in the building, boxed in behind furring or a built closet, open at the top and the bottom because whoever built the boxing was concealing a pipe rather than closing a cavity.
Three properties make it the population’s actual home.
Warmth, from hot supply and any heating run sharing the space, all through a Brooklyn winter while the outside air is at freezing.
Water, from a cold line sweating, an old joint weeping, or a slow leak inside boxing that never reaches a ceiling and therefore never gets reported.
Absence of disturbance. Nobody opens a chase. Cleaning does not reach into one. Applied material does not either, unless somebody has deliberately decided to treat the void rather than the room.
That is why treating flat by flat fails so predictably here. Reducing numbers in one flat lowers competition on that segment of the riser and, where the material is one the insects can detect, makes the flat temporarily unattractive. Both effects send individuals traveling: upward, downward, and into whatever else that chase happens to connect. The building has converted a one-apartment problem into a three-apartment problem and holds an invoice showing it acted.
Repeat that monthly, attending to whoever called, and the result is a permanent mid-level infestation across the building, never taken below the level at which it recovers between visits, with none of the routes closed. Cornell’s work in multifamily housing is blunt about the general case: monthly spraying is a poor substitute for prevention and non-chemical control, partly because insects shelter where residue is not, partly because resistance develops, and partly because the method requires the insect to cross a deposit that has been degrading since it went down.
What does the chute do in a tower?
It concentrates the food supply of every household in the building into one shaft and one room, twice a day.
The city rule governing refuse chutes sets a genuinely demanding physical standard: heavy masonry or reinforced concrete construction, straight and plumb, a minimum inside dimension, extending above the roof, with approved self-closing hoppers at each service opening, and a refuse room with a concrete floor sloped to a drain. Then the clauses that matter here. The chute, the refuse room and their appurtenances must be maintained clean, sanitary and free of vermin. And the owner must establish a program to ensure they are treated as often as necessary to prevent infestation, and must keep records of that treatment available for inspection.
Read as a description of a habitat rather than as a code section, this is a warm vertical shaft down which organic waste falls past the same wall every day, ending in a heated room with a drain. Kept on a program, it behaves as a controlled system. When it is not, it is the most productive single feature in the building.
The failures are always small and mechanical, never dramatic.
A self-closing hopper whose mechanism has worn and now stands very slightly open on one landing.
Residue on the interior chute wall between cleanings, particularly at offsets and at the base.
A refuse room door that no longer seals at the bottom.
A floor drain that has dried out and lost its trap seal, which is simultaneously a cockroach route and a rodent one.
Compactor plant that leaks, leaving the refuse room floor permanently wet.
None of that is discovered by a service visit that walks a corridor. It is discovered by somebody standing in the refuse room with a light and then walking the hopper doors floor by floor. That inspection, written up, is worth more to a tower than a year of routine attendance — and it also produces exactly the record the rule requires the owner to keep.
Where do the riser sleeves come in?
They are the tower’s equivalent of the wet line, and they are reopened by every trade that visits.
A tower carries its services vertically through every floor slab. Each penetration is sealed when the building is built. Each is then opened again by every subsequent fit-out, cable run, replacement and repair over the building’s life. A sleeve that was firestopped when the building opened is not necessarily firestopped now, and a seal that satisfies fire code by resisting flame does not necessarily close a gap of a quarter of an inch.
That matters for cockroaches in a specific way. In a tower the kitchens are usually not stacked in the way a nineteenth-century plan stacked them, so the classic wet-line logic applies less. What does apply is that a riser closet on each floor gives access to a continuous vertical cavity, and where it is warm and has any moisture in it, it will support a population that is not in anybody’s kitchen.
The remedies are procedural rather than structural.
Re-seal after every trade. Written into the building’s alteration and contractor rules, this converts every fit-out in the building into a piece of exclusion work paid for by somebody else.
Inspect the riser closets as part of any monitoring layout. They are the one place in a tower that is both continuous and unvisited.
Fix the leaks. A weeping valve or a sweating line inside a riser closet is the difference between a route and a habitat.
This is the same list that appears under structural exclusion, applied to a building type that makes it easy — everything is accessible, documented and repeatable, which is not true of a nineteenth-century walk-up.
Which species is it, and what does the water table add?
Two problems, and near the waterfront the second one is close to permanent.
German cockroaches are the kitchen and riser problem: small, light brown, two dark stripes behind the head, permanently indoors, close to food and water, reproducing quickly, with the female carrying the egg case until shortly before hatching. That last detail is why populations rebound after treatment with no scheduled return.
Oriental and American cockroaches are the below-grade problem, and the local geography makes them a standing condition rather than an incident. Cellars and plant rooms near the East River and the creek sit where groundwater is high, connected to a combined sewer network that surcharges most weeks of the year. Oriental cockroaches are the direct indicator of standing water and organic sludge: a drain that has blocked, a cellar floor that never dries, a floor drain that has failed, the ground beside a sump. American cockroaches travel drain lines and can appear in an upper-floor bathroom having come up a stack from below.
The distinction decides where the money goes. A German cockroach problem is answered with monitoring, targeted material in harborage, sealing and access. An Oriental or American problem is answered with drainage repair and moisture correction, and if the drainage is not corrected nothing applied above it holds. That work overlaps almost entirely with rodent control in Williamsburg, because the house drain and the cellar line are the same features in both scopes.
Worth naming one more organism because it uses the same voids and behaves quite differently: pharaoh ants are an ant, and they are the case where the wrong material makes the problem structurally worse by splitting the colony.
What does the ground floor contribute?
On the commercial corridors, usually the whole answer.
Bars, restaurants, cafés, bakeries and small food production occupy the ground floor of buildings whose upper stories are flats, and on the corridors where the higher-density contextual district was applied that arrangement is the norm. In a walk-up and in a tower the mechanism is identical: a ground-floor kitchen produces warmth, grease, organic waste and standing water continuously and discharges into the same house drain as the apartments above. A population established in a prep or dishwash area travels the riser.
Two consequences follow.
The survey has to include the tenancy, or say honestly that it does not. Whether it can is a lease question rather than a technical one, and it is far easier settled at renewal than in the middle of a case.
The tenancy needs a program built for a food premises, which is a different discipline — restaurant pest control, or for production and packing operations food facility IPM. Where a building has both, one program covering the whole structure with separate monitoring regimes either side of the ground-floor slab beats two contractors working on opposite sides of it, neither of them looking at the riser.
Why does the small building often end up spending more than the tower?
Because a tower buys a repair list and a walk-up buys attendance, and attendance never ends.
A managed tower has a capital plan, a superintendent, an alteration policy and somebody whose job it is to hold a contractor to a scope. When a chute problem is identified, the fix is mechanical and finite: hopper mechanisms serviced, chute cleaning documented, refuse room drainage repaired, riser sleeves re-sealed. It is scheduled, it is paid for once, and the record satisfies the duty the rule places on the owner.
A three-family house has none of that machinery. What it has is a phone number and a monthly visit, and the visit is scoped to whichever flat called. Over five years the owner pays a service fee sixty times, has been into the same three kitchens repeatedly, and has closed nothing. The riser is exactly as it was. The chase is still open at the top and the bottom. The leak under the second-floor sink is still there because it never reached a ceiling and so was never a repair anyone commissioned.
That is not a criticism of small owners. It is a description of what happens when nobody in the transaction has an incentive to propose the finite version of the work, because the finite version ends the revenue.
The finite version, for a building of this size, is genuinely short:
Collar the riser penetrations at every floor, in material that cannot be gnawed or pushed past.
Close the top and bottom of the chase. A chase closed at both ends stops being a corridor.
Fit escutcheons properly and close cabinet backs and toe kicks.
Fix the leaks — the weeping joint in the chase, the sweating cold line in uninsulated boxing, the drip under the sink.
Repair the cellar drainage where the below-grade species are present.
Fit door sweeps closing gaps to no more than a quarter of an inch.
That is capital work rather than service work, which matters because it can be planned against a building’s own cycle and budgeted once. It is also, applied honestly, what the sealing standard in the law is actually asking for rather than an optional upgrade on top of a contract.
What does a resident contribute, and what is not their fault?
Less than the blame usually assigned, and a few things that genuinely matter.
The most damaging misunderstanding in this trade is the belief that a cockroach report is a statement about the household. It is not. Housekeeping decides how well a population does once it reaches a flat; the building decides whether it arrives. A spotless kitchen three floors above a heavily infested one is on the same riser, and in a tower a spotless kitchen twelve floors above a failing hopper door is on the same chute.
Where that misunderstanding takes hold, people stop reporting, and unreported apartments in the middle of a building are precisely the mechanism by which a contained problem becomes a building-wide one.
What a resident can usefully do is short.
Report early and honestly. The difference between a two-apartment case and a whole-building case is usually months of somebody managing quietly.
Say what has already been used. Repellent retail sprays and foggers drive insects out of concentrated harborage into places that are harder to reach — inside a chase, inside a party wall, into the neighbors. That changes the approach rather than causing offense, and hiding it wastes the visit.
Give access for the return visit as well as the first one. That is the appointment people cancel because the kitchen looked clear, and it is the one that meets the nymphs.
Clear the cabinetry and appliance recesses that will actually be treated, rather than emptying the flat. Preparation lists that demand the latter produce households that decline the service instead.
Fix what is inside your control. A bin with a lid, food in closed containers, dishes not left overnight, and a plumber for the slow drip under the sink. None of that ends an infestation. All of it lowers what your flat contributes to one.
Do not relocate your belongings within the building. Cockroaches travel in cardboard, in appliances and in bags, and moving between apartments in the same building relocates the problem rather than escaping it.
How is the work actually run, in either stock?
Map, weight, close, return, verify — with access as the constraint that decides whether any of it holds.
Map before you treat. Passive monitors placed on a plan rather than on complaints: in the older stock, the kitchen and bathroom of every apartment on the line plus the cellar; in a tower, the refuse room, the chute base, hopper doors on a sample of floors, riser closets, and every unit on the affected corridors. Left for a defined period, then read. That produces counts by location and a baseline — the only honest way to know afterwards whether anything worked. Proactive monitoring in multi-unit housing repeatedly finds severe infestations that complaint-driven service never saw.
Weight treatment to the source. Treating six units evenly, the source unit among them, spends a budget without changing an outcome.
Close the route. Riser penetrations and collars, chase tops and bottoms, escutcheons, cabinet backs and toe kicks, hopper mechanisms, refuse room thresholds and drains, and door sweeps closing gaps to no more than a quarter of an inch.
Return for the eggs. Nymphs hatching after the first round are the reason a single visit never closes this out.
Read the monitors again. If counts collapsed where you worked and rose two floors away, the scope was too narrow.
Access is where these fail. One apartment on a line, or one unit on a corridor, that admits nobody can sustain a population for the whole building. In a tower that is a managing agent’s problem and there is usually a procedure. In a three-family house the owner is negotiating with people who are simultaneously tenants and neighbors, which is why a routine, non-accusatory access and notice practice written into tenancies before it is needed is worth more than any product. And it should be explicit that reporting is confidential — a resident who fears being named does not report, and silence is the most expensive thing that can happen here.
The duties sit with the owner. A building arranged for three or more independent households is generally a multiple dwelling, bringing the Housing Maintenance Code obligation (NYC Housing Maintenance Code — extermination and rodent eradication) and the Local Law 55 duties to investigate, remediate by integrated pest management and seal in durable materials. Applications must be by an applicator licensed by the state (NYS pesticide applicator requirements) and carry notification duties in a multiple dwelling (Local Law 36 pesticide notification, the New York neighbor notification law). Owners letting apartments should read landlord and tenant pest responsibilities; boards, co-op and condo board obligations and co-op and condo pest control; anyone weighing bids, choosing a pest control contractor.

Common questions
Which building type am I in, and why does it matter?
If your kitchen sits on a riser shared with the flats directly above and below in a building of two to four units, you are in the older stock and the route is the wet line. If your waste goes into a chute on the landing, you are in the newer stock and the route is the chute, the refuse room and the riser sleeves. The two need different programs.
What makes a compactor chute so productive for cockroaches?
It carries the organic waste of every household in the line past the same wall twice a day and ends in a warm room with a drain in it. The city rule requires the chute, the refuse room and their fittings to be kept free of vermin and requires the owner to run a treatment program and keep records of it.
Our chute is clean. Why is there still activity?
Look at the mechanical detail rather than the cleaning schedule. A self-closing hopper whose mechanism has worn and stands slightly open, a refuse room door that no longer seals at the bottom, a floor drain that has dried out and lost its trap seal, or residue on the interior chute wall between cleanings will each sustain a population.
I am in a three-family house. Why does treating my apartment not work?
Because the kitchens are stacked on one riser and the insects live in the void around it. Reducing numbers in your flat lowers competition on that segment and pushes survivors to the apartment above or below. Nothing has been removed from the building; it has been redistributed.
Are the big ones in the cellar the same insect?
No. Small, light brown, striped insects in a kitchen are German cockroaches and are a riser and harborage problem. Large reddish or dark sluggish insects below grade are American or Oriental cockroaches and indicate drainage failure and damp — which near the waterfront and the creek is close to a permanent condition.
Does the bar downstairs have anything to do with it?
Frequently everything. A ground-floor kitchen produces warmth, grease, organic waste and standing water continuously and discharges into the same house drain as the apartments above. A residential complaint over a food premises is a commercial question until it has been ruled out.
What does the owner have to do under Local Law 55?
Cockroach infestation counts as an indoor allergen hazard. Owners of multiple dwellings must investigate units and common areas periodically and on complaint, and remediate using integrated pest management, with holes, gaps and cracks sealed in durable materials rather than routine spraying. Confirm current detail with HPD.
How long should this take?
Longer than one visit and shorter than most residents fear, provided access holds and the source is in scope. Monitors come first and draw the map, the treatment goes where the map says the harborage is, and a return visit meets the generation that hatched after the first one. In a neighborhood that turns over this fast the real risk is the calendar: a tenancy that ends mid-program takes the access and the history with it, which is why the return is booked at the first visit rather than arranged afterwards.
