Cockroach Control in Park Slope

Why does the garden apartment usually decide the whole house?

Because it sits at the bottom of the plumbing line, half underground, against the wettest wall in the building.

Take a standard subdivided Park Slope rowhouse. The parlour floor sits above the street behind a stoop, which puts the lowest apartment partly below grade, with an areaway at the front and the rear yard at the back. That flat’s kitchen and bathroom sit at the base of the stack that serves everything above them. Its rear wall has soil against the outside of it. The cellar, or what remains of it after the conversion, is directly underneath. The heating plant is usually down there too.

Every condition a German cockroach requires is concentrated in that one position. Warmth, which comes from the boiler and the risers. Moisture, which comes from the ground, from the rear wall and from a bathroom with limited ventilation. Concealed harborage, which comes from a hundred and forty years of boxing-in, cabinet installation, pipe boxing and improvised joinery. And a continuous route to every other kitchen in the building, which comes from the stack.

This is why a survey that starts on the top floor because that is where the complaint came from has started in the wrong place. In our experience of this building type the distribution nearly always climbs as you descend, and the highest counts sit next to the plumbing in the lowest occupied unit.

There is a second reason the garden apartment matters, and it is not structural. It is very often the unit that is let, sometimes at the lowest rent in the building, sometimes with the highest turnover, and frequently to a household with the least standing to insist that the owner do something about a building-wide condition. The unit with the worst physical conditions and the least leverage is the same unit. That is not a comment about anybody’s character; it is a description of how these buildings are configured, and it is worth naming because it explains why so many of these problems are reported late.

The insect itself is unremarkable and very well understood. It does not fly meaningfully, it does not travel far, and it does not need to. It stays within a short distance of harborage, food and water, and in a converted rowhouse those three things are stacked in a column.

What is the wet stack actually doing?

Serving as a vertical corridor that connects every kitchen in the building without passing through a single room.

When a rowhouse built for one household was cut into three, somebody had to get water and waste to two new kitchens and two new bathrooms. The economical way to do that is to stack them, so that one waste stack and one set of supply risers serve all of them. That run was cut through the original floor framing by whoever did the work, in whatever decade it was done, at a time when nothing required the penetrations to be sealed.

What that leaves is a shaft. It runs from the cellar to the roof vent. It is warm, because the risers carry hot water and the boiler is at its base. It is damp, because condensation forms on cold supply lines and because every joint in a hundred-year-old improvised drainage run is a candidate. It is dark and never disturbed. And it has an opening into a kitchen or bathroom on each floor, generally concealed behind a cabinet back, inside a boxed chase, or in the void behind a bath panel.

An insect that requires warmth, water and a tight dark crevice has been handed all three, arranged vertically, with a door on every level.

Finding the chase in a specific house is the practical exercise, and it is not always obvious, because a century of joinery has covered it. The reliable indicators are these. The stack has to run somewhere continuous, so look for the column of the building where a bathroom sits above a bathroom sits above a bathroom. The base of it is in the cellar and is usually visible there even when it is boxed everywhere else. A vent pipe emerges at roof level, which tells you the column’s position in plan. Kitchen sinks are frequently offset from the bathroom column by a short horizontal run, which is itself a route. And cabinet interiors will tell you: pull the kickboard and look at the wall behind the base units rather than at the shelves.

Where the chase is open at every floor, treatment has to reach into it at every floor. Where it has been closed at one level by a later renovation, that is genuinely useful — it means the building has already been partly compartmentalised, and closing the rest of it is the durable half of the work.

Why does treating flat by flat keep the building infested?

Because you are applying pressure to part of a continuous population, and the part you do not treat absorbs it.

This is the single most expensive misunderstanding in small multifamily housing. It feels obviously right that the apartment with the problem should be the apartment that gets treated, and that the neighbors should be left alone until they have a problem of their own. In a detached house that logic is sound. In a building where three kitchens share a wall cavity, it is close to the worst available strategy.

What happens physically is straightforward. Treatment in one flat reduces the individuals in that flat’s cabinets and voids and makes conditions there less hospitable. The population does not stop at the boundary of the treated area, because there is no boundary — the harborage is continuous through the chase. Survivors move along it into the untreated space above or below. The complaint disappears from the first apartment and appears in the second some weeks later. If the second apartment then gets treated in isolation, the process reverses.

Multi-unit housing research on this point is consistent: pests disperse from high-density units into units next to or otherwise structurally continuous with them, so treating one apartment moves the problem rather than ending it. That is not a subtle finding, and it holds just as firmly in a three-family house as in a three-hundred-unit development. The building is small; the principle is not.

There is a second failure mode specific to this housing band and it is worth naming. Because there is no super, no agent and no scheduled inspection, nobody sees the building as a whole. The owner knows the condition of their own flat in detail and the tenants’ flats not at all. Each tenant knows their own. Nobody holds the composite picture, so a population that is quietly stable across three units reads to everyone involved as three separate, minor, occasional incidents.

The correction is not complicated. Every unit on the line, plus the cellar, goes into the program at the same time, whether or not the residents have complained. Monitors go in everywhere so that the distribution can be read rather than guessed. And the scope is written against the structure rather than against the list of people who called.

What is the cellar contributing, and is it even the same insect?

Usually it is a different one, and the distinction changes what the work is aimed at.

A Park Slope cellar is partly below grade with soil on two sides, a drainage connection, service entries, the boiler, and on the lower blocks a genuine damp problem. That is not German cockroach habitat in the classic sense. It is habitat for the moisture-associated species.

Oriental cockroaches are the characteristic find in a wet cellar, a floor drain, a sump, an areaway or the void beneath a stoop. They are associated with drainage and standing water rather than with the warm interior of a wall, and they move into a building from below and outside rather than being distributed through it. American cockroaches turn up in the same places, particularly where a building has a large old drainage system, a vault, or a boiler room that stays warm all year.

The reason the identification matters is that it points at a different repair. A German cockroach finding sends you to the stack, the cabinets and the units. An Oriental or American finding sends you to the drainage, the areaway, the rear wall and the water. Treating a cellar population as though it were a kitchen population, or vice versa, produces work that is genuinely well executed and aimed at the wrong part of the building.

There is one important overlap. A wet cellar with a permanent moisture-species population also sits at the base of the shaft that serves the apartments above. Conditions in the cellar are therefore relevant to the German cockroach program even when the species are different, because the cellar is where the boiler heat, the condensation and the standing water that keep the whole column hospitable originate. Correcting cellar damp is not a separate job from the kitchen job. It is the foundation of it.

The other overlap is with the rest of what a damp cellar supports, which is why this work runs alongside rodent control in Park Slope and ant control in Park Slope more often than not. A cellar that is wet enough to hold Oriental cockroaches is wet enough to be interesting to a good deal else.

What does an avenue building add that a mid-block house does not?

A commercial kitchen at the bottom of the same stack, and an entirely different scale of resource.

The avenue corridors — Fifth, Seventh and increasingly Fourth — carry ground-floor retail with residential apartments above, and a great many of those buildings are the same rowhouse fabric as the side streets with the parlour floor converted to a shop or a restaurant. The structure above has not changed. The thing at the base of it has.

A food premises produces heat continuously, holds food in volume, has equipment with warm concealed voids that are rarely moved, and generates waste at a rate no household approaches. It also has fixtures — a dishwasher, a mop sink, refrigeration with condensate lines, a grease line — that keep specific spots permanently damp. If that premises shares a plumbing column with the apartments above it, and in this building stock it usually does, then the residential units are attached to a resource that no domestic kitchen can match.

Residents of such a building often work this out themselves and reach the wrong conclusion, which is that nothing can be done until the restaurant closes. That is not true, but it does change the shape of the work.

The two occupancies have to be surveyed as one structure. Which means the commercial tenant and the residential owner have to be in the same conversation, and the plumbing column has to be traced from the cellar to the roof through both.

The commercial premises runs to a different standard. Food premises work is scheduled, documented and continuous rather than reactive, and it involves equipment moves and structural detail that a residential visit does not. That side is covered under restaurant pest control and the wider commercial program.

The compartmentation between the two is the durable item. Closing the penetrations at the ceiling of the ground floor — where the stack, the risers, the gas line and the electrical service pass up into the residential structure — separates the two populations physically. It is the single highest-value piece of work available in a mixed-use rowhouse, and it is almost never done, because it belongs to neither party’s obvious responsibility.

Mixed-use buildings with several residential units, or with a managing agent, will find the governance framework at property management pest control and co-op and condo board obligations.

How does an owner get into a tenant’s kitchen when there is no agent to do it?

Carefully, with notice, and by planning it before the contractor is booked rather than after.

This is the operational bottleneck in every job of this type, and it is worth treating as a real constraint rather than an administrative detail, because it is the reason most whole-building programs in small multifamily houses quietly become single-apartment programs.

In a managed building, access is somebody’s job. A super has keys, a schedule and a legitimate reason to be in an apartment. In an owner-occupied three-family there is no such person. The owner has the legal relationship with the tenants but frequently no established practice of entering their homes, and both sides are uncomfortable with the idea. Tenants worry about what an inspection implies about them. Owners worry about the conversation. The path of least resistance is for everybody to agree that only the apartment that complained needs attention, and that agreement is what keeps the building infested.

What works, in the order it has to happen:

Explain the structure before asking for anything. Most tenants cooperate immediately once they understand that the shared plumbing chase means this is not a judgment about their housekeeping. Very few cooperate with a notice that reads as an accusation.

Give proper written notice for each visit and set the dates far enough ahead that people can arrange to be present or to have somebody let the technician in. Where duties and access rights are contested, landlord and tenant pest responsibilities sets out how they usually divide.

Book every unit into the same window. Two apartments on Tuesday and one the following month is not a whole-building program; it is two separate jobs with a corridor between them.

Say what happens to the information. Residents are more forthcoming about what they have seen when they know it is being used to locate a source rather than to assign blame. In a small building, the willingness of one household to say “actually, we have had them for a year” is worth more than any amount of survey work.

Accept that the owner’s own flat is in scope. In a fair number of these houses the source unit turns out to be the owner’s, which is uncomfortable and entirely ordinary.

What does the law put on the owner of a converted house?

The duty, the schedule, and an explicit statement that spraying does not discharge it.

Once a building is arranged for three or more separate households, it is generally classed as a multiple dwelling. The Housing Maintenance Code places the duty to keep it free from insects and other pests on the owner and requires extermination where infestation is present — see the NYC Housing Maintenance Code and pests. That applies to a brownstone with two rental flats exactly as it applies to a large building.

Local Law 55 of 2018 adds the part that matters most for this particular insect. Owners of multiple dwellings must investigate units and common areas at least annually and whenever a complaint arises, and then remediate by integrated pest management: physically removing nests and debris, sealing entry points and openings, eliminating water sources. The statute states that pesticide use does not substitute for those measures.

Read against a subdivided rowhouse, that is a description of the job. The water sources are the cellar damp, the condensation on the risers and the slow leaks under three kitchen sinks. The openings are the penetrations around the stack at every floor. The investigation requirement is the thing that would have found a stable low-level population two years before it became a complaint. An owner who does the physical work the law describes will have done the work that clears the building, and one who applies a product and files nothing has done neither.

None of this is legal advice and we do not offer any. It is a statement of which physical measures the standards are pointing at, and of the fact that in this building type the compliant path and the effective path do not diverge.

What has to change in the building rather than be applied to it?

Four things, and none of them is a product.

The chase has to be closed at every floor. Sealing the penetrations where the stack, the risers and any other service pass through a floor structure converts one continuous harborage into a set of separate ones. It is done in materials that hold — mortar, hydraulic cement, sheet metal, purpose-made firestopping where the detail calls for it — rather than in cured foam, which the insect does not chew but which fails as a record because a foamed hole gets written down as a closed hole. This is the same work described under structural exclusion in Park Slope, and it is the reason the two jobs are usually specified together.

The water has to stop. A dripping trap, a weeping supply connection, a toilet that runs, condensation on an uninsulated cold riser, a cellar floor that never dries. This population can persist on very little food and cannot persist without water. Correcting three small plumbing faults in a three-family house does more than any additional visit.

The voids have to be reduced. Loose kickboards, gaps behind cabinet carcasses, hollow boxing around pipes, a bath panel with no access hatch and a void behind it, worn escutcheons at every pipe entry. Each of those is harborage that can be physically removed or closed. In an old converted house the inventory is long, and working through it is unglamorous and permanent.

The reporting has to change. In a building with no staff, the substitute for a super is a habit: monitors that stay in place between visits, and an agreement that anybody who sees one says so. That is what converts a building that discovers problems at crisis point into one that discovers them early.

How does the work actually run across three occupied apartments?

As a sequence with a defined end condition, not as an appointment.

Survey the structure first. Trace the plumbing column from cellar to roof. Open the kickboards. Look behind the base units, in the void behind the bath panel, at the pipe entries, at the boiler, at the cellar floor drain. Place monitors in every unit and in the cellar on the same day.

Read the distribution before treating. Leave the monitors long enough to accumulate a real record, then map the counts. The gradient names the source unit; even counts on every floor point at the shaft; nothing at the stack but activity along one flank points at the party wall and therefore at the neighboring building.

Treat the whole line at once, aimed at harborage rather than at surfaces, in every unit including the ones with no complaint. Treatment placed where the insect actually is achieves in one visit what treatment sprayed across a worktop does not achieve in five. This is also why residents are asked not to use retail aerosols beforehand: a scattered population is harder to reach than a concentrated one.

Return on a schedule the insect sets. Eggs are carried in a case that no treatment reaches, so a second and usually a third visit are timed to catch what emerges rather than to fit a diary. This is the step most often cut for cost, and cutting it is what produces the return that gets blamed on the product.

Do the structural work while the population is falling, not after everyone has stopped thinking about it.

Stop when the monitors say so. The end condition is a period of clean monitoring across every unit, not the absence of complaints. Complaints stop long before a population does, which is exactly how a building ends up doing this again in eighteen months.

Our kitchen is spotless. Why do we still have them?

Because in a converted rowhouse the insect is not resident in your kitchen. It is resident in the wall behind it, on a plumbing line shared with the apartments above and below. Housekeeping in one flat changes what is available in that apartment and does nothing about the harborage on the other side of the cabinet back.

Why is the garden apartment so often the source?

Because it sits at the base of the stack, half below grade, with the kitchen and bathroom backing onto the rear wall and the cellar directly beneath. It is the warmest, dampest and least ventilated position on the line, it has the most concealed void behind it, and the building's plumbing collects there before it leaves.

We treated the one apartment that complained and it came back. Why?

Because pressure applied to part of a continuous harborage moves the survivors along it rather than ending them. Is the one in the cellar the same insect as the one in the kitchen?

Usually not. Kitchen and bathroom populations in a converted house are almost always German cockroaches. What lives in a damp cellar, a floor drain or an areaway is more often an Oriental or an American cockroach, which are associated with drainage and moisture rather than with the warm interior of a wall.

Do we have to get into the tenants' apartments?

Yes, and it is the hardest part of the job in this housing band. A program that covers two flats out of three treats a fraction of a continuous population and reads the building's distribution wrong. Access needs written notice and a plan agreed before the work is booked, not on the morning of the first visit.

What should residents not do before a visit?

Do not spray anything, and do not empty the cabinets. Retail aerosols scatter a population into voids that were previously concentrated and make the next month harder. Emptying cabinets onto worktops and into other rooms moves harborage around the flat. Clean, do not disperse, and leave the evidence where it is.

Our house has a restaurant on the ground floor. Does that change things?

Substantially. A mixed-use building on Fifth or Seventh Avenue puts a commercial kitchen at the base of the same wet stack that serves the apartments above it, with far more food, heat and concealed equipment than any domestic kitchen. The commercial premises and the residential units have to be treated as one structure.

How long does it take to clear a three-family house?

Longer than a single flat and shorter than people fear, provided every unit is in the program from the start. The limiting factors are the egg stage, which no treatment reaches, and access. Expect a sequence of visits over a period rather than a single appointment, with monitoring deciding when it stops rather than the calendar.
