Why is the newest stock in Manhattan not the easiest to keep clear?
Because a new building does not have fewer pest routes. It has fewer kinds of route, all of them concentrated in the places where the building is opened deliberately, and almost no margin for error in any of them.
Everywhere else in Manhattan the survey starts with accumulated damage: a century of stacks cut and abandoned, mortar joints opened by freeze-thaw, joist pockets nobody closed, shafts taken out of service and boarded over. Hudson Yards has none of that. 10 Hudson Yards opened on 31 May 2016 at 895 feet and fifty-two stories. 30 Hudson Yards opened on 15 March 2019 at 1,296 feet and 103 stories, with the Edge observation deck following in March 2020. 35 Hudson Yards opened the same day with 137 condominiums, 15 Hudson Yards in early 2019 with 285 residential units, 50 Hudson Yards in 2022, and 70 Hudson Yards broke ground in June 2025 for completion in 2027 or 2028. These are continuous, well-detailed, air-tight envelopes with documented penetrations and a facilities team that has the drawings.
So the failure profile inverts. In a pre-war building you are looking for a hundred small unrecorded holes. Here you are looking at perhaps a dozen large deliberate ones, and at the discipline that governs them day to day: whether the loading dock door is down between deliveries, whether the dock leveller pit is sealed at its edges, whether the refuse room door still seats after four years of trolley traffic, whether the fit-out contractor who ran cable through a demising wall on the thirty-eighth floor closed the sleeve behind them.
That is a much shorter list, and it resets every time a tenant changes. A ten-year-old tower with high turnover has been opened and closed structurally more often than a pre-war apartment house manages in fifty years, and nothing in the base building drawings records any of it.
The neighborhood’s housing figures make the same point from a different direction. Of roughly 2,045 units, 563 — 27.5 per cent — were built between 2010 and 2019 and a further 268 in the 2000s. But 553 units, 27 per cent, still date from 1939 or earlier along the eastern edge, and 367 more from the 1960s, with almost nothing from the intervening decades. Three-quarters of the units sit in buildings of fifty or more, tenure runs 75.9 per cent rented and 14.3 per cent of the stock is vacant. This is two housing markets sharing one name, and they need two different surveys.
What is under the deck, and why does it govern the work?
A live railway, and it governs the work because it is the one condition here that no building owner can change.
The West Side Yard is a 26.17-acre Metropolitan Transportation Authority facility bounded by West 30th and West 33rd Streets and Tenth and Twelfth Avenues, holding thirty tracks of Long Island Rail Road storage, a six-track indoor shop for light maintenance, a twelve-car cleaning platform, employee lockers and a break room. It runs continuously. It is not a basement, it is not enclosed by the buildings above it, and nobody upstairs has any authority over it.
Over that yard sits a steel-and-concrete deck. The eastern platform is carried on 300 caissons, four to five feet in diameter and twenty to eighty feet deep, drilled into bedrock in the gaps between live tracks; it took 25,000 tons of steel and 14,000 cubic yards of concrete, weighs more than 35,000 tons, and bridges thirty active LIRR tracks, three subsurface tunnels used by Amtrak and New Jersey Transit, and the Gateway tunnel. Caisson drilling began in March 2014 and the trains never stopped. Because track and tunnel positions dictate where a caisson can go, only 38 per cent of the site can carry a building at all. The project’s Thad Sheely described what they were doing in five words: basically, we are building the ground.
There is one more void down there. The Gateway tunnel box beneath the yard is an 800-foot-long, 50-foot-wide, 35-foot-tall concrete casing, started in December 2014 and substantially complete by November 2017 — a rectangular cavity the length of two and a half city blocks, built to hold a right-of-way that does not yet carry trains.
For Norway rats this is close to ideal ground and it is worth being blunt about why. NYC Health’s summary of what rats need is food, water, shelter and safe ways to move around. A rail yard supplies shelter and unimpeded movement at a scale nothing above ground matches, and it is dark, warm in winter, largely undisturbed at track level and continuously connected to the street grid at its edges. The food comes from the buildings and the streets. Michael Parsons of Fordham University compresses the whole causal chain into four words: garbage in, rats out.
The practical consequence is a boundary problem rather than a treatment problem. Nothing a building does will change the yard. What a building can change is every point at which its own volume touches the deck, the ramps, the vent structures, the service ducts and the below-grade parking and loading levels that connect down toward it. That boundary is where the exclusion scope lives here, and it is not where anyone’s instinct sends them.
Where does a tower on a platform actually leak?
At the openings the building needs, and at the interfaces between the building and the deck it stands on.
The loading dock. This is the front door for almost everything. A dock is a large opening in the envelope that spends part of each day standing open, with a levelling plate whose pit has edges, gaps at the door guides, and a threshold that takes constant abuse from trolleys and pallet trucks. Everything arrives here on cardboard, which is how German cockroaches get into a building that has no cockroach problem otherwise. Cornell records exactly that route: they move on food items and packaging, on electronics and on personal effects.
The refuse handling chain. In a district where a million square feet of retail across seven stories holds around a hundred shops and twenty restaurants, waste volume is concentrated rather than dispersed, and it moves through compaction rooms, chill rooms and service corridors before it reaches the curb. Every door on that chain is a threshold. Every floor drain on it either holds a trap seal or does not. A pneumatic waste system by the Swedish firm Envac was announced for the development with separate circuits for recyclables, food waste and general trash; the developer declined to give specifics and there is no public confirmation that it is in service, so nobody should plan a program around it.
Tenant fit-out. Office floors are stripped and rebuilt on a lease cycle, and each fit-out cuts through demising partitions, slabs and ceiling plenums for cable, plumbing and supplementary cooling. The crew that cuts an opening is rarely the crew that would close it. On a hundred-story tower this is the only mechanism producing new interior routes, and it produces them steadily.
The plaza and podium interface. The five-acre public plaza holds 28,000 plants and 225 trees on 234 caissons, and it is a piece of engineering as much as a yard: a six-foot-deep plenum above a cooling slab with fifteen fans blowing air at 45 miles an hour, a 60,000-gallon rainwater storage tank protected from the heat of the trains below by tubes circulating chilled liquid, and soil specified to drain. Warm, irrigated, well-drained planting sitting directly against the base of an occupied building is a different exterior condition from a street tree pit, and it needs surveying as structure rather than as landscape.
Below-grade plant. The district runs a 13.3 MW cogeneration facility as a microgrid and district energy system for the 18-million-square-foot campus, with a thermal loop linking each building’s central plant so they can trade heat and chilled water. Storm runoff is reused across the site. Cornell places American and Oriental cockroaches in dark, damp locations such as basements, sewers and drains, and notes that American cockroaches move through waste pipes. A district energy plant is a large, warm, wet sub-grade volume with pipework leaving it in every direction.
What do the High Line and the older blocks add?
Two more habitats, both of them on the district’s edges and neither of them behaving like the deck.
The High Line is a soil bed on a bridge. It runs 1.45 miles on a riveted-steel freight viaduct built under the West Side Improvement Project begun in 1929, which required the demolition of 640 buildings and was designed so trains ran directly into factories and warehouses to be loaded inside them. Its first train ran in 1933 and it was dedicated on 29 June 1934. It turns west at 30th Street around Hudson Yards. As a park it opened in stages — June 2009, June 2011, September 2014 for the 30th-to-34th-Street section, the Spur in June 2019 and the Moynihan Connector in June 2023 — and it now carries roughly 100,000 plants across about 400 species in soil averaging eighteen inches deep, tended by ten horticulturists, with thirty-three bee species recorded on it. Friends of the High Line runs it on an $11.5 million annual operating budget with eighty full-time and around 150 seasonal staff, and about eight million people walked it in 2019, roughly four in five of them visitors to the city.
Read as a structure rather than as a landscape, that is an elevated corridor with continuous soil, continuous irrigation, eleven public entrances and heavy footfall, running at the height of the second and third floors of the buildings it passes. Adjoining buildings therefore have a planted, populated surface at parapet level — an exterior condition that has to be surveyed from the roof rather than from the sidewalk.
North-west, the Javits Center at 655 West 34th Street carries a 297,000-square-foot green roof — 6.75 acres, laid in October 2014 in pre-vegetated mats of fourteen sedum varieties — which holds back roughly 6.8 million gallons of rain a year. Its wildlife record is the useful part: bird species counted there rose from eleven in a 2014 study to twenty-six by 2017, and five bat species had been documented by then. Bat activity in this district is recorded rather than guessed at, and that puts a real timing constraint on roof-level work, because one-way devices cannot be used during the maternity season without sealing flightless young inside a structure.
East of the development the fabric changes entirely. That 27 per cent of neighborhood housing dating from 1939 or earlier is small pre-war walk-up stock on ordinary lots, with rear yards, shared party walls, cellar entries at the sidewalk and household waste at the curb. It sits a few hundred feet from towers that have none of those things. When a building on the deck develops a rodent problem that its own service discipline does not explain, the older blocks and the yard are the two places to look, and they need completely different work.
To the south, the West Chelsea Historic District — designated in July 2008, running between 25th and 28th Streets from Tenth Avenue to the West Side Highway with about thirty structures from 1885 to 1930 — is the freight-era version of the same idea: heavy masonry with rail-served loading built into the fabric rather than bolted onto it.
Which services does this district generate?
In the order the fabric produces them, which is unlike the rest of Manhattan.
Structural exclusion comes first here rather than second, because on stock this new it is nearly the whole job. The scope is the dock and leveller line, the refuse chain, the service and freight door thresholds, the interfaces where a building meets the deck, ramps and vent structures, and the sleeves left by every fit-out. It is finite, mappable work, and on a building of this age it holds for a long time because there is nothing behind it deteriorating.
Rodent control is second and splits by level. Norway rats belong to the yard, the deck edges, the ramps and the older blocks. House mice belong to the interior, arriving at ground and service levels and moving upward through fit-out penetrations and riser closets. Cornell records fifty to sixty droppings a day from a single mouse, which is why a small population in a clean building announces itself so quickly.
Cockroach control is a delivery-route and back-of-house program for German cockroaches and a drainage program below grade for American and Oriental cockroaches. In retail and office space the honest scope covers the goods route from the dock to the tenancy, not the tenancy alone.
Bed bug treatment works differently in commercial and residential space. The 2005 rezoning permitted two million square feet of hotel here, and the residential stock is high-turnover rental, so residential work is scoped by adjacency from day one. Bed bugs in office space are usually repeated introduction rather than an established population, and the work is to find and monitor the source point instead of treating a floorplate.
Ant control covers pavement ants in plaza, terrace and viaduct paving joints and odorous house ants tracking moisture indoors from planted structure. Wasp and hornet removal handles nests at terrace soffits, parapet copings and planter curbs, which on this stock means nests at head height among people rather than out of the way.
Wildlife management covers the roof line, including the bat timing constraint described above. Licensed wildlife partners do the removal; the roof-level closure is Graduate’s part.
Retail, food service and office tenancies run through the commercial program, with restaurant pest control for the kitchens, hotel and hospitality pest control for the hotel floors, and property management pest control where a managing agent holds the whole portfolio. Residential boards sit under co-op and condo pest control.
Which parts of Hudson Yards do we cover?
The whole district, roughly West 30th to West 41st Street between Eighth Avenue and the West Side Highway, and it divides into five very different pieces.
The Eastern Rail Yard deck. The towers, the plaza, Vessel, the Shed, and the retail block that opened on 15 March 2019 with a million square feet over seven stories. Everything here is on structure and nothing is on ground.
The Western Rail Yard. Still a working yard, and about to become a construction site. The City Council approved payment-in-lieu-of-taxes financing on 30 June 2025 for a $2 billion platform over the active rail lines, unlocking up to 4,000 homes with at least 625 on-site affordable apartments, 6.6 acres of public green space and a K-8 school of about 750 seats. Buildings adjoining it should get their below-grade and threshold work done before the ground opens.
Hudson Boulevard and Bella Abzug Park. Four acres of linear open space from 33rd to 39th Street between Tenth and Eleventh Avenues, first phase completed in August 2015. A long thin park threaded between towers puts planting, waste and standing water alongside building entrances rather than across a street from them.
The Javits Center and West 34th Street. A convention center with 840,000 gross square feet of exhibit space, a 6.75-acre green roof and an event calendar that changes the food and waste volume on the surrounding blocks week by week.
The eastern blocks toward Ninth and Eighth Avenues. Pre-war walk-up stock, rear yards, curbside household waste and party walls — the ordinary Manhattan problem, a few hundred feet from the deck.
Manhattan West and the Penn Station approach close the district at its north-eastern corner, where the 34th Street–Hudson Yards station sits 125 feet below street level with the largest ventilation towers of any station in the system.
For comparison across the city, Flatiron and NoMad is the nearest market where hotel and restaurant waste sets the baseline, SoHo and Tribeca are converted freight buildings rather than purpose-built towers, and the Upper West Side and the Upper East Side are the pre-war districts this one mirrors. Across the river, Williamsburg is the other market where new towers stand beside small old buildings. What does the city do here, and what does it leave to you?
Less than most people assume on the enforcement side, and rather more than most people expect on the waste side — but on a timetable that has not reached this district yet.
Hudson Yards is not inside a Rat Mitigation Zone. The four zones designated by agency rule on 7 July 2023 cover the Grand Concourse neighborhoods, Bushwick with Bedford-Stuyvesant and Prospect Heights, West, Central and East Harlem, and the East Village with the Lower East Side and Chinatown. Inside those zones the Health Department inspects proactively, orders abatement and sends its own exterminators where owners do not comply. Outside them there is no such cycle. Nothing here is inspected until somebody complains, and nothing is corrected unless a building decides to correct it.
The containerisation program has not arrived either. Empire Bins — sealed on-street containers assigned to a building, opened with key cards and emptied by automated side-loading trucks — go automatically to buildings of more than thirty units, with buildings of ten to thirty able to choose. The six districts named in April 2026 for containerisation by the end of 2027 are in Brooklyn, the Bronx, Queens and, in Manhattan, Community District 2. Community District 4, which contains Hudson Yards, is not among them, and citywide completion is targeted for the end of 2031. Until then every building here runs its own waste handling, which is an advantage if it is run well and nothing at all if it is not.
The commercial collection side is changing on a published clock. The city is divided into twenty Commercial Waste Zones with three authorised carters permitted in each. Lower Manhattan was fully implemented on 1 June 2026, Midtown South follows on 1 September 2026, Upper Manhattan on 1 December 2026, Manhattan Northeast on 1 March 2027 and Manhattan West on 1 June 2027. Any building here with food service in it will change carter, and very likely change collection times, on that schedule — and a change of set-out window is a change in how long waste sits where an animal can reach it.
What does apply, in full and immediately, is the residential code. The Housing Maintenance Code makes cockroaches, mice or rats in any room of a dwelling unit an immediately hazardous violation under section 27-2017.4, correctable within twenty-one days of notice, and section 27-2017.1 requires an owner to keep the premises free from pests and remediate the underlying defect. Local Law 55 of 2018 requires an annual investigation of every occupied unit and the common areas, remediation by integrated pest management, HEPA removal of nests and debris, sealing of entry points and door sweeps reducing gaps to no more than a quarter of an inch — and states that pesticide use does not substitute for any of it. A 2019 tower is subject to every word of that, and the Housing Maintenance Code pest provisions explain the rest. Boards should read co-op and condo board obligations, and anyone comparing proposals choosing a pest control contractor.
What materials belong on stock this new?
The same ones that belong on stock a century older, for the same reason, and there is a specific temptation here worth naming.
A material an animal can chew through has not excluded anything, whatever it looked like on the day it went in. Expanding foam is the most common failure in the trade — rodents chew straight through it once cured — and it is particularly seductive on a new building, because the openings are clean, regular and easy to fill, and a foamed sleeve looks like finished work to the next person who opens the ceiling. We do not put it into an assembly of ours in any role: not as the barrier, not as backing behind one, not as an air seal over one. Silicone and acrylic sealants have the same limitation, excellent over a real barrier and useless as one.
What goes in is custom-fabricated 26-gauge galvanised sheet metal cut and bent to the opening; copper and stainless mesh where an annulus has to be packed; hardware cloth wherever an opening must keep passing air; mortar and hydraulic cement at masonry; Xcluder door sweeps and fill fabric at thresholds and around services; Xcluder GEO where a barrier sits below grade against burrowing; and mechanical fasteners throughout.
The point specific to this stock is coordination. On a building with a curtain wall, a fire-rated compartmentation strategy, an air-tightness target and a facilities team who will be asked to justify any alteration, the detailing has to leave the fire stopping and the vapor control intact. That is a conversation with the building’s engineers rather than a decision made on a ladder, and it is one reason the work is scoped from the building rather than quoted from a description.
When should this work be done here?
The district has a construction calendar as well as a seasonal one, and the construction calendar is the one that should move a decision.
Before the western platform work reaches your elevation. Deep excavation and deck construction displace established burrow populations into whatever adjoins them. A building that closes its below-grade, dock and threshold lines beforehand does not acquire that population; one that waits deals with it inside.
Autumn, for the rodent line. Falling temperatures move animals toward heated structure, and here the structure they move toward stands on the yard they are already living in. September and October are the productive months for dock, refuse and boundary work.
On the lease cycle, for the interior. The moment to close a fit-out penetration is while the ceiling is open and the contractor is still on site. Building a sleeve inspection into the tenant handover process costs almost nothing and removes the only mechanism by which this stock generates new interior routes.
Spring and summer, at roof and terrace level. Parapets, terrace assemblies, planter curbs, drainage and the wasp and hornet nests that reach full size in late summer. Bat work is constrained by the maternity season and is scheduled around it rather than assumed.
Whatever the season, evidence on a building this new deserves a faster response than it usually gets, precisely because there is so little of it. In a pre-war cellar a few droppings are background. Here they mean a specific opening failed on a specific date, and it is still open.
Why the structure comes first

Why would a building finished in 2019 have a rodent problem at all?
Because a tight envelope concentrates the failures rather than removing them. A tower of this age has almost no legacy penetrations, so everything arrives through the openings the building makes on purpose — the loading dock, the dock leveller, the refuse room, the freight lobby and the holes cut by fit-out contractors floor after floor.
What is actually underneath the buildings at Hudson Yards?
A working railway. The West Side Yard is a 26.17-acre Long Island Rail Road facility of thirty tracks with a six-track maintenance shop and a twelve-car cleaning platform. The eastern platform above it rests on 300 caissons drilled into bedrock between the tracks, and it also bridges three tunnels used by Amtrak and New Jersey Transit.

In commercial space the normal pattern is repeated introduction from outside rather than an established population, so the productive work is finding the source — a specific workstation, a soft-seating cluster, a shared locker run — and inspecting what adjoins it before anything is applied anywhere.
Will the Western Rail Yard construction push rats into our building?
Sustained deep work moves established burrow populations into whatever is adjacent, and this is a large piece of work: the City Council approved financing on 30 June 2025 for a $2 billion platform over the active rail lines. The durable answer at building level is unchanged — close the cellar, drainage, dock and threshold lines before the ground opens, not after.
Do the new on-street trash containers apply to buildings here?
Not yet. Empire Bins are assigned to buildings of more than thirty units and are being rolled out district by district; the six districts named in April 2026 for containerisation by the end of 2027 include Manhattan Community District 2, not Community District 4. Buildings here still run their own waste handling, with citywide containerisation targeted for the end of 2031.
What does Local Law 55 require of a brand-new residential tower?
Exactly what it requires of a hundred-year-old one. Owners of multiple dwellings must investigate every occupied unit and the common areas at least annually, remediate using integrated pest management, seal entry points and fit door sweeps reducing gaps to no more than a quarter of an inch. Age is not a defense and neither is a clean building.
