What kind of place is Sands Point, structurally?
A single-use village at the end of a peninsula, with more preserved woodland than most towns twice its size and almost nothing else.
The village incorporated in 1910 at the tip of the Cow Neck peninsula in the Town of North Hempstead, absorbing Motts Point and Barkers Point in 1912 and Harbor Acres in 1932. It covers 5.6 square miles, of which 4.2 is land and 1.4 — 24.56 per cent — is water, and the village describes itself as almost 3,000 acres carrying more than 900 families. Underneath it is the Harbor Hill Moraine, dumped here during the Wisconsin glacial episode: a coarse, mixed, unsorted ground that takes water quickly and lets it go sideways once it meets something finer.
The zoning is the defining fact. Every parcel is zoned for single-family dwellings only. There is no land zoned for business, commercial or industrial use anywhere in the village, and no partial rentals are permitted. The non-residential uses that exist at all are houses of worship, primary and secondary schools, the Village Club, the county-owned nature preserve, a private golf club, and the Helen Keller National Center for Deaf-Blind Youths and Adults.
The Residence B District puts one dwelling on 43,560 square feet — a full acre — behind a 60-foot front yard, 40-foot side yards and a 50-foot rear yard. Houses are held to three stories and 35 feet unless the lot is permanently restricted to three acres or more, and accessory structures to one story and 15 feet. Building area tapers as the lot grows, from 12 per cent of the first acre to 6 per cent beyond the second, with total structure coverage capped at 20 per cent. Suburbanisation pressure in the 1960s pushed the minimum subdivision size up to two acres.
Twenty per cent maximum coverage on an acre-plus lot means eighty per cent of the village that is not preserve is still ground, planting and canopy. That is the number that decides most of what follows.
Why does the bluff decide work two hundred feet inland?
Because the bluff and the foundation are drinking from the same water, and only one of them makes the news.
Harry Guggenheim called his 1923 house on the edge Falaise, French for cliff. The most valuable ground in this village is also the ground closest to an actively retreating edge — and the retreat is only partly a marine process. New York Sea Grant lists four mechanisms, and three of them start on the upland: waves undercutting the toe once the fronting beach has gone, groundwater moving through the bluff and eroding where it emerges, runoff washing sand down a bare face, and the vegetation loss that allows it. Sea Grant is explicit that water entering the ground — rainfall or sprinkler systems, it makes no distinction — accelerates failure, and its recommendations are drainage and berms. Stony Brook’s workshop on North Shore erosion sets out the order of events: high water lets waves reach the bluff base, then undercutting and collapse, then vegetation stripped, then rain carrying the loose material away. What is being lost is the Manhasset formation, capped thinly by Harbor Hill till: an unsorted mix running from quartz and clay rock flour through coarse sand to pebbles and boulders. Bluff heights at the Nassau end of the Sound are modest, around ten meters, well short of the eastern segments, and the harbors here chop the face into short compartments instead of one long run.
Translate that out of coastal engineering and it becomes a statement about lawns. An irrigated acre on a bluff-top parcel puts water into coarse glacial ground every day from April to October. A share of it emerges at the bluff face, which is the part that gets photographed. The rest of it stays in the ground the house is standing in, and ground with clay rock flour through it does not drain evenly — it holds water above the fine layer and moves it sideways. When a foundation here is damp and the visible grading does not account for it, the sprinkler controller explains it more often than the gutters do.
That matters because every structural insect on this page is a moisture organism before it is anything else. The eastern subterranean termite cannot operate without dependable soil moisture, and an irrigated bluff-top lot supplies it on a schedule. Cornell Cooperative Extension’s clearance figures — three inches of air below siding, eight inches of clean concrete below baseboard — assume nobody is adding an inch of bed a year to a sixty-foot front yard, which on these properties is exactly what happens. The sheltering tube a colony builds up a foundation wall is not subtle, ranging from straw-thin to thicker than a thumb, but on a house whose foundation is behind a mature planting scheme nobody sees the wall it is on.
What does a village with no commercial land not have?
A rodent reservoir, and that changes the whole shape of the work.
In most markets, rat pressure is somebody else’s population arriving at your building. A downtown block with waste handled outdoors, cellars connected to each other and drainage laid before the war carries a standing population, and the houses for several streets around it live with the overflow. There is nothing of that kind inside this village: no frontage, no shared cellars, no scaled refuse handling, no commercial laterals. The source that drives the work elsewhere does not exist here.
What is left is a different animal doing a different thing. House mice here live off the land rather than off a food stream — an outbuilding, a log store, a boathouse, a potting shed, a detached garage — and can do so for years without any of it registering indoors. At Cornell’s rate of fifty to sixty droppings a day per animal, the moment the population does cross into the house the evidence arrives in a heap, which reads as an invasion and is really just a long-established colony finding a warm room. Cornell’s other point applies with force on properties this size: mice habituate to devices left in one place, so traps that have caught nothing for a fortnight are not proof of absence, they are proof of a stale position.
The buried services take the other half. There are no sewers in Sands Point at all; the village states that waste is disposed of by private cesspools maintained by each homeowner. The county’s Soil and Water Conservation District puts about 40,000 North Shore homes in the same position, records the state’s view that conventional Long Island systems are failing systems by design, and will contribute up to $35,000 towards replacing one. For pest purposes the relevant fact is simpler than the nitrogen argument: a tank, a distribution box, a field and the runs between them are a chain of voids with joints, all of it below a lawn on a two-acre parcel and none of it marked. When the evidence says something is burrowing and the ground gives nothing away, canine rodent detection is the practical way to avoid opening a terrace on a guess.
So rodent control in this village is not a baiting program against a neighborhood population. It is a survey of one property’s outbuildings and buried services, followed by closure of one building. And unlike a downtown, it finishes.
What is standing on these lots, and where does it fail?
909 houses, 904 of them detached, in four recognizable groups.
The construction record runs: 106 units, 11.7 per cent, from 1939 or earlier; 61 from the 1940s; 234, 25.7 per cent, from the 1950s; 191, 21 per cent, from the 1960s; 95 from the 1970s; 31 from the 1980s; 69 from the 1990s; 65 from the 2000s; 29 from the 2010s; and 28, 3.1 per cent, from 2020 or later. Owner-occupancy is 97.1 per cent — 798 units against 24 rented — with vacancy at 9.6 per cent. Median age is 43.3 and average household size is three.
The landmark stock is small and instructive. The Sands Point Light was built between 1806 and 1809 in coursed brown stone, octagonal, 65 feet tall on a base four feet thick; the keeper’s house had reached 23 rooms by 1838 before being replaced in brick in 1867, and the light was permanently deactivated in December 1922 when the lantern room came off. Alva Belmont bought it in February 1924, William Randolph Hearst in 1927, and the village designated it a village landmark on 27 October 1992. The John Philip Sousa House at 12 Hicks Lane, known as Wildbank, was built in 1907 to a design by A. B. Trowbridge — a rambling two-and-a-half-story frame structure with a brown stucco exterior and a red tile roof, a gabled roof with an eastern wing and waterfront porches, with a stable, a carriage house and a small teahouse near the water. Sousa bought it in 1915 and lived there until 1932; it became a National Historic Landmark on 23 May 1966 and joined the National Register on 15 October 1966. The Sands Family Cemetery off Sands Point Road, established around 1704 with burials through 1867, twelve rows and 86 surviving headstones, was listed in 1992.
Stucco on frame under a bedded tile roof is a particular kind of problem. Neither assembly fails in the middle; both fail where they change direction — a plane change, a window head, a hip, a ridge, a chimney upstand. Once water is behind render it cannot leave outwards, so it leaves inwards, into sheathing that gives no sign of it on the face. That soft sheathing is what carpenter ants are looking for. The Northeastern IPM Center picks out the wet sill as the classic point of entry into a wall, and a house of the Sousa type — waterfront porches, deep verandas, long runs of exposed external joinery — offers a great many sills for the purpose.
The preserve buildings are their own category, and their history is the point. Castle Gould was finished in 1902 and ended up as the limestone stables and servants’ quarters; Hempstead House, about 225 feet by 135 feet across three floors with 40 rooms and an 80-foot tower, was complete by 1912. Florence Guggenheim donated 162 acres to the Institute of the Aeronautical Sciences in 1942, and from 1946 to 1971 the Navy ran the site as the Naval Training Device Center, with offices, laboratories and training space. Nassau County took 127 acres in 1971, and Harry Guggenheim’s 90 acres came the same year on his death. A quarter of a century of institutional fit-out inside private estate houses leaves cut chases, abandoned risers and service penetrations behind finished surfaces that no drawing records.
The post-war houses are just under half the stock — 425 units from the 1950s and 1960s alone — and they are conventional: poured foundations, a rim that was never sealed, holes cut on site for services, low soffit boxes, an attached garage, and fifty or sixty years of alteration on top.
The additions are the group that produces the recurring finding. Because the Board of Zoning Appeals reviews site plans for any addition exceeding 50 per cent of the existing house, a great deal of building here takes the form of a substantial wing on an older core rather than a rebuild. Two assemblies from two eras meet at a seam, and the seam carries a step in the roof plane, a change of wall build-up, an old exterior wall now internal, and services routed through what used to be an outside face. More entry routes are found at those junctions than anywhere else on these buildings.
What does an empty house do to a pest problem?
It hides it, which is why the surveys here run longer than the building size suggests.
Vacancy in Sands Point runs at 9.6 per cent, high for a village that is 97.1 per cent owner-occupied, and the code permits no partial rentals — so an absent owner cannot place a tenant in part of the house to keep it occupied. In practice a meaningful share of these properties have nobody living in them for stretches of the year.
Occupancy is a detection system, and nobody thinks of it that way until it is gone. A resident hears movement in a ceiling void in week one. They notice the smell of a nest, the scratch behind a stud bay at dusk, the wasp working in and out of a soffit, the fly on a sunlit window in February. None of that registers in an empty house. What registers instead is the accumulated result five months later, and by then the eastern gray squirrel that entered in September has compacted insulation, chewed cable sheathing and scent-marked a site that will draw the next animal after this one is removed.
Water runs on the same interval. Somebody living in a house eventually reads a bill, smells something or finds a mark on a ceiling. A closed house registers none of that, and the leak simply keeps going into framing nobody will look at until spring. Every large carpenter ant job in this village began as a small water fault with no one present to catch it.
Two practical consequences follow. First, an unoccupied property needs its survey scheduled rather than triggered, because nothing is going to trigger it. Second, the closure has to be complete before the house is closed up, not after — sealing an empty building in November with an animal already inside gives it a winter alone with your roof structure.
Winter is also cluster fly season on the south-facing glass of houses like these. The flies say nothing about how a kitchen is kept. They say that something upstairs is hosting an overwintering aggregation, and under a deep-eaved tile roof on a house of this footprint there is a very large volume for them to be hosted in.
Which pests does this village actually produce?
Wildlife first, because of what is growing around the houses.
The preserve runs to 216 acres. The village’s own nature preserve, opened in 1958 at roughly 85 acres, sits on land leased from Norman E. Blankman and land acquired from the county east of Middle Neck Road, running to Hempstead Harbor and Long Island Sound; access is restricted to residents and specified groups, registration at Village Hall is required, hours are sunrise to sunset, and use is confined to the paths. Add the private golf club and the Helen Keller campus and several hundred acres of continuously wooded and edge habitat sit inside 4.2 square miles of land. The edge — the boundary between that habitat and a rear yard — is where the pressure comes from, and 20 per cent maximum coverage means every house has planting and canopy right up to it.
Cornell’s wildlife guidance sorts the arrivals by height, which is useful when a property has this much edge on it. Flying squirrels and bats take the upper part of a building; chipmunks come in at the foundation; red squirrels will do either. That distinction decides where a survey spends its time, and on a two-acre wooded lot it argues for the roof. Wildlife management here therefore means the whole upper envelope rather than the one hole that was reported — the closed returns, the louvres, the ridge, the drip edge, the flues, and the junctions a complicated roof makes with itself. Raccoons want a bigger opening and will manufacture one where soffit meets fascia. Big brown bats need almost nothing at a ridge, and their work carries a season confirmed before anything is scheduled — the state health department’s batproofing guidance blocks it from late May to mid-August. Across all three species the animal is cleared by a licensed nuisance wildlife partner firm, and the upper envelope described above is the part Graduate closes.

Termites, swarming March through June, working the grade lines that decades of planting have buried and the timber that accumulates around old garden structures. One Cornell observation is worth carrying into a large house: colonies are drawn to the warmth of furnaces, chimneys and hot water runs through the winter. On a building with a plant room, a pool plant and a long run of primaries under the ground floor, the place to look first is therefore next to the mechanical services rather than at the front elevation. Graduate does not take termite work; the observation is offered because it is where the damp usually is.
Mosquitoes, late May through September. Nassau’s program is built around public ground: 44 surveillance trap sites, larval monitoring in street basins, sumps, ponds and freshwater streams, and aerial larviciding only over salt marsh where nobody lives. A village with no commercial land and very long private driveways contributes almost none of its mosquito habitat to that list. The productive water is behind the gates — the pool cover, the planters, the ornamental water, the boat cover, the leader that has stopped draining. Because the Asian tiger mosquito does not travel far from where it bred, removing that water works better here than a treatment program would, and mosquito management is scoped accordingly. Ornamental and turf work sits outside our license and we do not quote it.
Wasps and hornets, July through October. The village’s 15-foot cap on accessory structures has produced a landscape of single-story cabanas, potting stores, garages and gate lodges, and the surviving estate outbuildings — a stable, a carriage house, a teahouse at the water — add old softwood and open eaves to that. Bald-faced hornets and eastern yellowjackets take most of it. Carpenter bees run in parallel, and their preferred timber is anything whose paint has failed, which on a 50-foot rear yard nobody is walking past in April.
What work do we run here, and with what?
Envelope work, specified for exposure and for the fact that nobody is going to walk past it again for a year.
Structural exclusion is the core of it, and on this housing stock it splits three ways. The post-war houses want the rim sealed, the site-cut holes finished, the returns closed and the vents screened. The additions want the seam treated as a building in its own right, because the old exterior wall inside it is still detailed as an exterior wall. The historic and estate fabric wants repointing, a century of trade-cut penetrations closed individually, and sheet cut and formed on site because nothing off a shelf fits a hundred-year-old opening. The materials list is short on purpose. Sheet metal at 26 gauge, formed to whatever hole it is closing. Mortar and cement wherever the substrate is masonry. Xcluder at the thresholds and around services, and Xcluder GEO where a barrier has to run underground. Copper or stainless in any packed annulus. Hardware cloth only where the opening still has a job to do passing air. And mechanical fixings, because glue is a bet on a surface nobody prepared. An owner who wants that set down as a document before commissioning anything should read exclusion consulting.
Two details go wrong here more often than the rest combined. The first is the weep hole. Its only function is to release water from behind a masonry skin, so sealing one turns a drain into a reservoir and manufactures exactly the damp sheathing the insects above are hunting for. Weeps get copper or stainless mesh — fine enough to stop an insect, open enough to keep draining — and they never get a sealant. The second is foam, which this trade reaches for constantly. Rodents go through cured foam and so does most of the wildlife around this village, so it is absent from our specification in every position — barrier, backing and cover alike. The underlying test is one anyone can apply: teeth beat it, so it was never a barrier.
The below-grade line deserves its own paragraph here, because bluff-top and slope-top ground is not ordinary ground. A buried barrier against burrowing has to be installed without damming the path water is already taking through coarse moraine, since redirecting groundwater into a single new channel on that material is how a modest pest job turns into a slope engineer’s problem.
Ant control is carpenter ants and the water path that made them possible, in that order of visibility and the reverse order of importance.
Termite work is not something this firm does. Sixty-foot front yards and fifty-foot rear yards mean a century of planting beds, timber edging, buried stumps and grade build-up against foundations, and a village with no sewers puts a cesspool, a leach field and a run of buried drainage on every parcel — all of which keeps soil moisture up. That is a fair account of the ground and it is not a service. Carpenter ants are: stucco-over-frame and shingled houses on an exposed peninsula, 167 units built before 1950 and a large stock of 1950s and 1960s houses now carrying additions, all of it offering moisture-damaged wood that is easier to excavate. That is ant control, the water path first and the treatment second. The eastern subterranean termite profile handles identification.

Before proposals get compared, choosing a pest control contractor is ten minutes well spent. Which parts of Sands Point do we cover?

Harbor Acres. Absorbed into the village in 1932 and laid out as its own enclave, on the Manhasset Bay side.
Motts Point and Barkers Point. Taken in during 1912, the two earliest additions, and still distinguishable in lot pattern and orientation.
The Middle Neck Road spine. The village’s through route, with the nature preserve running east of it to Hempstead Harbor and the Sound.
Sands Point Road and the lighthouse end. The northern tip, where the weather arrives first and where the oldest masonry in the village stands — a 65-foot octagon of coursed brown stone on a base four feet thick.
Hicks Lane and the Manhasset Bay shore. Western exposure over the bay, and the Sousa House among the older frame and stucco properties.
The preserve boundary streets. The longest habitat edge in the village and the properties that inherit the wildlife pressure from it.
The Hempstead Harbor side. Eastern exposure, and the drop toward the harbor that carries the upland water.
Sands Point sits at the head of the peninsula whose base we cover in depth. What does a survey on a two-acre lot look at first?
The far edge of the property, and then inward. The house is not where a survey starts here.
The habitat boundary. Where the preserve edge, the club boundary or the estate planting meets the yard, and what uses that line to travel. Canopy in contact with a roof plane is a route in; a boundary hedge that runs unbroken to a garage wall is another one, at ground level.
The outbuildings. Garage, pool house, boathouse, potting store, stable, gate lodge. Slab edges, worn door sweeps, unsealed roof-to-wall junctions, and stored seed, feed or food. This is where the population lives before it is your problem.
The buried services. Cesspool, distribution box, field, laterals, and any ground that has dropped above them. With no sewer connection anywhere in the village this is a standing item on every survey, not an occasional one.
The irrigation. Head positions, run times, and where the water goes once coarse moraine has taken it. Here that is a structural question rather than a gardening one.
The seam. On any house with a major addition, the junction between the two eras, inside and out — the roof step, the old external wall, the services routed through it.
The roofline, from the ground with binoculars. Everything Cornell puts in the upper-entry category arrives above the gutter, and an attic inspection will not find any of it, because from inside you are looking at insulation rather than at the outside face of a fascia.
None of that can be assessed from a photograph or a description, because on two acres the thing causing the problem is usually not the building anyone rang about. The conversation itself is free, and a call is normally enough to establish what is going on. A charge applies to the written proposal and plan, for a reason worth stating: the specification is the thing being bought, and copies of it have been walked to other contractors to be undercut. Commission the work and the charge comes off the project.
