What does building in a ravine do to a village?
It concentrates water, and it concentrates it into a very small area.
The National Register nomination describes Roslyn precisely: about 400 acres at the base of Hempstead Harbor, in the lower elevations of a ravine extending a short distance south of the head of the inlet, with steep hillsides rising from a valley floor. The village itself covers only 0.6 square miles. Inside that footprint the highest point, near Piper Court, sits at roughly 253 feet, and the lowest is Hempstead Harbor at sea level.
Two hundred and fifty feet of fall across six-tenths of a square mile is not a gentle gradient. It means that on most Roslyn properties, water does not sit evenly around a building — it arrives at one face, from uphill, with volume and speed behind it, and it keeps arriving there for as long as the grading stays as it is. Surveys here produce a lopsided result far more often than not: three elevations reading normal, one elevation persistently damp, and every trace of insect activity on the damp one.
At the bottom of that ravine sits the Mill Pond. The five-acre impoundment south of the grist mill survives as physical evidence of the village’s industrial past, and the historic district wraps around it along with Roslyn Park. A permanent body of water at the low point of a steep-sided valley, surrounded by dense old building fabric, sets the water table for everything near the valley floor and holds it there year-round.
Below the pond the harbor takes over. Hempstead Harbor is a habitat area of approximately 1,550 acres between Sands Point and the City of Glen Cove. The inner harbor — the Roslyn end — is generally less than six feet deep at low water and contains intertidal mudflats and salt marsh, and the tidal range throughout the harbor is approximately seven feet. Nonpoint source pollution is identified as the single largest threat to water quality there. That is the same statement, read from the other direction: everything that runs off those hillsides ends up in a shallow, warm basin at the bottom of the village.
The grist mill itself makes the point better than any survey could. Built between 1715 and 1741 and described as one of the few surviving Dutch colonial commercial frame buildings in the United States, it measures fifty feet six inches by twenty-five feet and retains its original timber framing — transverse post-and-beam bents connected by sills and wall plates. Its ground floor has in the past been dropped about twelve feet below street level by the effect of tides and renovations. A building on this ground does not stay where it was put.
What does the historic stock mean for the work?
It means clapboard, timber frame, hand-cut sills, and a review process that governs the outside of the building but not what is done inside it.
The district is substantial for a village this size. The Roslyn Village Historic District, listed in 1987, incorporates the earlier Main Street Historic District listed in 1974. The 1986 multiple resource nomination covers 111 contributing resources — 90 contributing buildings, 19 contributing structures and 2 contributing objects — with a period of significance running from about 1680 to 1936. The district occupies roughly 65 acres, of which all but 25 are the Main Street district, and it takes in most of the remaining properties inside the triangle formed by Main Street, East Broadway and Old Northern Boulevard. A book published by the Roslyn Savings Bank in 1975 lists 82 historic structures within the village.
The buildings are predominantly wood frame with clapboard siding, running from the circa 1680 Van Nostrand-Starkins house through to Colonial Revival work of the early twentieth century. Along East Broadway the range is visible in a few hundred yards: the Bryant Library of 1921 in Colonial Revival, the James K. Davis house of 1876 in Second Empire with a mansard roof, and Evangeline Charman’s Queen Anne house of 1895.
For anyone working on those buildings, three consequences follow.
Clapboard is a lapped, ventilated cladding with a great many horizontal joints. Every course has an edge, and behind the cladding on a house of this age there is typically no sheathing membrane in the modern sense and frequently no insulation. A stud bay can run uninterrupted from the sill to the top plate — a vertical shaft for anything that gets in at grade.
Hand-cut sills bear on early masonry. Rubble, fieldstone or early block, with mortar that was never a continuous seal and has had two or three centuries of freeze-thaw cycling to open its joints. The junction between that masonry and the timber above it is the single most productive place to put a hand on a Roslyn house, and it is usually behind a planting bed.
A mansard, a gable end and a dormer cheek all make valleys. Nineteenth-century rooflines have a great deal of edge detail per square foot of roof, and every intersection concentrates water and debris, carries a flashing joint, and frequently conceals a soffit return that is a void with a board across it.
The census figures behind all that are worth stating, because they contain a genuine surprise. Roslyn village holds roughly 1,423 housing units with a median construction year of 1955 — a number that describes almost nothing on its own. About 261 units, 18.3 per cent, predate 1940; 173 date from the 1940s; and the largest single block, 585 units or 41.1 per cent, went up in the 1950s. But only 633 units — 44.5 per cent — are detached single-family houses. Some 238 units, 16.7 per cent, sit in buildings of fifty or more, 162 in buildings of ten to nineteen, and 165 in three- and four-unit buildings. Roughly 514 units, 36.8 per cent, are renter-occupied.
So the village is not what a visitor walking Main Street would guess. It is a historic core of frame houses wrapped around a pond, with a substantial body of mid-century multifamily attached to it, and more than a third of its households renting.
What does the Historic District Board actually govern?
The exterior, through certificates of appropriateness — and the exemption in that rule is the part that matters most for pest work.
Roslyn incorporated as a village on 11 January 1932, with Albertson W. Hicks elected as its first mayor two days later. It runs its own mayor, board of trustees, Architectural Review Board and Historic District Board. That last body must approve plans before permits issue: any construction, alteration, change, move or demolition within the district needs a certificate. The review criteria include general design, character and appropriateness; scale in relation to the property and surrounding properties; texture, materials and color; the proportion and arrangement of windows and other openings; roof shape; and historical and architectural value. The Historic/Scenic Overlay District is delineated on the village zoning map dated 13 February 1997, and individual properties outside the district can also be designated as historic sites.
The exemption reads: ordinary maintenance or repair, with like materials of similar quality and color, does not require approval.
Read that as a builder. Repointing an open mortar joint in a rubble foundation with a matching mortar is maintenance. Replacing a rotted section of clapboard with clapboard of the same profile is maintenance. Refitting a soffit board that has dropped, closing a gap at a fascia corner with matching material, rebedding a flashing — maintenance. The bulk of durable exclusion work on a historic Roslyn house falls on the exempt side of that line, precisely because durable exclusion work on a historic house should be done in like materials anyway.
What does not fall on the exempt side is anything that changes the appearance: a new vent where none existed, a different cladding material, a visible metal closure on a street elevation, a changed roof profile, an altered opening. Those go to the board. This is not an obstacle so much as a sequencing question, and it is far cheaper to establish which category a proposed repair falls into before the work is priced than after it is refused.
It is also worth being clear about which Roslyn is which. The incorporated village is 0.6 square miles. Roslyn Estates, Roslyn Harbor and Roslyn Heights are separate places with their own arrangements, and a good deal of the surrounding unincorporated area carries the Roslyn postal name without being in the village at all. Which authority governs a given building is a question with a specific answer, and it is worth having that answer before commissioning permitted work.
Which pests does this village actually generate?
The ones that follow moisture and old timber, in a fairly strict order.
Carpenter ants, April through September. These come first here. The Northeastern IPM Center’s description could have been written for the district: they prefer to live inside hollow, decaying wood because it is easier to excavate and the moisture helps larvae survive; a popular nest site is an entryway through a damp wooden window or door sill; and they will forage as far as 300 feet from the nest. On a village lot beside a pond, 300 feet takes in the pond bank, the park, mature street trees and two neighbors’ gardens, which means the parent colony is frequently nowhere near the building while satellite nests sit in a damp window sill or a porch post. The signs are small piles of sawdust around moisture-damaged wood, mixed with colony debris — insect parts and pupal casings.
Eastern subterranean termites, swarming March through June. Cornell Cooperative Extension asks for eight inches of clean concrete between baseboard and soil and a minimum of three inches of clearance between wood siding or baseboard and soil, and notes that any wood close to or in contact with soil is susceptible. On buildings that predate those rules by two centuries, standing beside an impoundment, with terraces and plantings built up over generations, that clearance is routinely absent. The evidence is mud tubes varying in diameter from the size of a wheat straw to wider than a thumb, and discarded wings about a quarter of an inch long at windows.
House mice, autumn. The pre-1940 stock on opening masonry joints, plus a multifamily component where one entry serves many compartments. Cornell records that a mouse produces between 50 and 60 droppings a day and that sebum marks — an oily brown residue — accumulate along pathways rodents use frequently.
Norway rats, autumn and winter. A compact commercial core sitting at the lowest point of a ravine, with the pond, the harbor head and the village storm drainage all converging on the same few hundred yards.
Mosquitoes, late May to September. A five-acre pond and the intertidal mudflats and salt marsh at the harbor head, plus the street basins Nassau County manages — the county runs surveillance from 44 trap sites and its Department of Public Works larvicides thousands of street basins, sumps and ponds along with hundreds of miles of freshwater streams, while investigating all suspect or confirmed cases of West Nile virus, Zika virus and other mosquito-borne disease.
Wildlife, late winter and late summer. Nineteenth-century rooflines under mature canopy on steep ground. Cornell notes that bats and flying squirrels typically enter the upper part of a building while other species come in around the foundation, and that many pests reach roofs by natural bridges — branches touching the structure.
German cockroaches, year-round. In the apartments above Main Street trade premises and the larger apartment buildings. Cornell notes they are easily spread with food items and cardboard packaging, are attracted to the heat generated by electronics, and that proteins in their feces are allergens capable of causing and sustaining asthma.
What work does a Roslyn building need?
Sequenced by what the ravine and the age of the stock generate.
Structural exclusion leads, because a village of frame houses on falling ground has more openings per building than almost anything else in Nassau County. The work is repointing open masonry joints in like mortar, closing the sill line where timber meets stone, packing and sealing the service penetrations that two centuries of upgrades have cut through the walls, fitting rigid closures at soffit returns, screening gable and roof vents rather than blocking them, and correcting the gap between an old rough opening and a replacement window frame.
Ant control is second and is largely carpenter ant work. On this stock the treatment is the smaller half of the job; correcting the gutter that has been discharging onto a corner since before anyone here was born is the larger half.
We do not handle termites. Three centuries of grade built up against rubble and early masonry beside a permanent impoundment has closed the clearance Cornell asks for on much of the village, and quarter-inch discarded wings at a window in April are a genuine sign — but the sign is as far as this firm goes with it. The village’s own answer is set out in the questions above: the construction suits carpenter ants better. Clapboard-sheathed frame houses on steep hillsides above a five-acre mill pond, some of them nearly 350 years old, offer damp sills for an entryway and a foraging radius that takes in the pond bank, the park and two neighbors. Rodent control splits between mouse work in the residential stock and rat work behind the Main Street and Old Northern commercial frontages.
Wildlife management matters disproportionately because of the rooflines, and most of it is gray squirrel work at the soffit and vent line. A licensed partner handles the animal; the metalwork on a nineteenth-century village roof is ours.
Mosquito management is source reduction on the property before anything else — the pond is not yours to manage but the gutter, the water butt and the planter saucer are.
Trade premises on Main Street run through the commercial program and food premises specifically through restaurant pest control. Managed residential buildings have their own framework at co-op and condo pest control.
Which parts of Roslyn do we cover?

Who is responsible when the building has several households in it?
Whoever controls the envelope — which in a third of Roslyn’s occupied units is not the person reporting the problem.
The village’s multifamily component is easy to overlook because it does not dominate the streetscape, but the figures are unambiguous: 238 units in buildings of fifty or more, 162 in buildings of ten to nineteen, 165 in three- and four-unit buildings, and roughly 514 renter-occupied units in total. Add the apartments above the Main Street trade premises and a substantial share of the village lives in a building it does not own.
A nineteenth-century Main Street building was built with trade at street level and accommodation above, and it still works that way. The connection between the two is a stair, a chimney chase and — after a century of upgrades — a plumbing riser and a bundle of cables, all passing through floor structures that were never fire-stopped and certainly never pest-stopped. That is an uninterrupted vertical corridor from a food-handling ground floor to the residential floors above, and it appears on no drawing.
The resulting pattern is misread constantly. A tenant reports mice or cockroaches, the apartment is treated, the population inside it drops, the survivors move along the chase, and the same complaint surfaces next door or a floor up within weeks. The treatment was not wrong; it simply addressed a compartment inside a building that has none.
Doing it properly means sealing chase penetrations at every floor level, fitting escutcheon plates where supply pipes pass through finishes, closing joist pockets where a floor structure enters a party wall, and correcting refuse handling where a commercial ground floor meets a shared service area. All of that is an owner or managing agent decision, not an occupier one, which is why the first productive conversation is usually with whoever holds the freehold rather than with whoever is being bitten.
What does a survey in a historic village look at?
Four things, and the insect is the last of them.
The uphill face and the downhill corner. On this relief the first question is where the water arrives and where it leaves. Follow every downspout to its actual termination. Check where a terrace, retaining wall or driveway apron has interrupted the original grade. Then look at the corner nearest each termination for staining, soft trim and frass.
The masonry-to-timber junction at grade. On a two-hundred-year-old frame house this is behind a planting bed, below the level anyone looks, and it is where rodents come in from grade and where water enters the end grain of the framing above. Moving soil to get a hand on it is frequently the most useful part of an inspection.
Outbuildings before the residence. Garden stores, garages, workshops and the older service structures behind Main Street are where a rodent population lives before it moves into a house. A survey that covers the residence and skips the detached structures gets repeated in February.

There is a fifth item on a Roslyn survey that would not appear elsewhere: establishing early whether a proposed repair is ordinary maintenance in like materials or an alteration requiring a certificate of appropriateness. Getting that wrong costs weeks.
