Pest Control in NoHo, Manhattan

NoHo is a few blocks holding almost every building type of Manhattan's first century, attached in one row. A Federal house of 1830 shares a party line with a twelve-story loft of 1899, and zoning kept residents off the ground floor for fifty years, so homes here sit directly above shops and kitchens.

Why is NoHo a different survey every twenty-five feet?

Because almost every phase of Manhattan’s first hundred years of building is standing here, attached, on the same short rows. There is no dominant type to work from.

The Landmarks Preservation Commission designated the NoHo Historic District on 29 June 1999, covering approximately 125 buildings and running north from Houston Street to East 9th Street and east from Broadway and Mercer Street to Lafayette Street and the west side of Cooper Square. Two later designations completed the coverage — NoHo East on 24 June 2003, taking in blocks around Bleecker, Bond, Mulberry and Elizabeth Streets and the Bowery, and the NoHo Historic District Extension on 13 May 2008, covering 56 buildings between East 4th Street and Bleecker Street from Lafayette Street to the Bowery.

What the designation report describes inside those boundaries is not one district but five overlapping ones: early-nineteenth-century Federal and Greek Revival residences of 1822 to 1833; marble and cast-iron-fronted store-and-loft buildings from 1853 onward; institutional buildings from 1823 to the 1880s; office and warehouse buildings of the 1870s to the 1910s; and twentieth-century commercial structures. The Extension report adds a detail that explains how compressed the change was: nineteen of that area’s twenty-five store-and-loft buildings went up between 1890 and 1900. One decade produced most of the commercial fabric, and it was inserted into a street of houses that were already sixty years old.

The housing figures reflect the mixture rather than contradicting it. NeighborhoodScout records 71.6 per cent of NoHo residential real estate as built in 1939 or earlier, classifies 90.8 per cent of it as apartment complexes or high-rise apartments, puts 86.8 per cent of units at studio to two-bedroom size, and reports a vacancy rate of 18.8 per cent at a density of 43,867 people per square mile, with most property renter-occupied. That density is notably lower than the neighboring downtown districts, and the reason is straightforward: a large share of NoHo’s floor area is still not housing.

For anyone surveying a building here, the practical consequence is that the standard assumptions do not carry from one address to the next. You cannot assume a cellar footprint, a party-wall construction, a rear condition or a service layout from the building beside you, because the building beside you may have been finished before the invention of the passenger elevator or thirty years after it.

What is at the party line between an 1830 house and an 1899 loft?

The most productive and least examined route in the district — a junction where two structural systems built seventy years apart meet on a single line of masonry.

Take the two ends of the range. 26 Bond Street is a Federal house of about 1830, three and a half stories with a peaked roof and a Gibbs surround at the door, built for James Roosevelt and sold to Alfred De Forest the following year. 52 Bond Street is Greek Revival of about 1836–38. At the other extreme, the Bayard-Condict Building at 65 Bleecker Street — Louis Sullivan’s only New York building, put up in 1897–99 — stands twelve stories and 162 feet on a steel skeleton, faced in white glazed terracotta at the front and red brick on the other three sides, and designed for offices or light manufactures.

When those two types abut, several things happen inside the wall that no floor plan shows.

The floor levels do not line up. A house built for domestic rooms and a loft built for machinery have different story heights, so the joist bearing on one side of a shared wall lands between the bearings on the other. That produces a stepped set of pockets rather than a matched pair.

The joist pockets are open. In nineteenth-century brick construction the recess cut for a joist end was rarely closed off. On a house wall you get a row of small horizontal voids at every floor level, running the length of the building. House mice use them, and they are the reason a scrupulously kept apartment finds droppings shortly after the neighbors have had work done.

The roof junction is stepped and exposed. Where a low building meets a tall one, the tall building’s flank becomes an exterior wall above the low roof. That flank carries flashing, old chimney breasts, sealed-up window openings and later penetrations for mechanical services, all sitting directly over an occupied roof.

Neither owner thinks the wall is theirs. A party wall belongs to both buildings and is inspected by neither, and every time one side has been altered — a new stair, a lift shaft, a bathroom cut into an old chimney flue — the work was done from one side only.

Closing those pockets and abutments wherever a ceiling or wall is genuinely open is the highest-value piece of structural exclusion available in this fabric, and it is invisible from the street, so no landmark review touches it.

Why does the ground floor of a NoHo building never belong to the people above it?

Because for fifty years the zoning would not let it, and because the buildings were designed that way a century before the zoning existed.

The designation report is explicit about how the neighborhood commercialised. The earliest buildings were converted by installing ground-level storefronts into what had been houses. The purpose-built commercial buildings that followed carried a trabeated cast-iron storefront at the base. Bond Street, originally a single uninterrupted block running a thousand feet from Broadway to the Bowery and lined with Federal-era marble rowhouses, had its residences subdivided into apartments and boarding rooms and converted commercially by the 1840s and 1850s. Subdivision first, commerce second, manufacturing third, lofts fourth.

Then the zoning made the arrangement permanent. Under Zoning Resolution § 42-315, joint living-work quarters for artists in an M1-5B district could not occupy space below the second floor without a certification from the Chairperson of the City Planning Commission. Lot coverage for a qualifying building was capped at 5,000 square feet, and at 3,600 square feet on Broadway frontage. Occupants had to be artists certified by the Department of Cultural Affairs, and the building had to predate 1961. Residential occupancy was, in law, an upstairs use.

The City Council changed the rules on 15 December 2021, replacing M1-5A and M1-5B across a 56-block area with paired manufacturing-residential districts — M1-5/R7D, M1-5/R7X, M1-5A/R9A, M1-5/R9X, M1-5/R10 and M1-6/R10 — inside a new Special SoHo-NoHo Mixed Use District, and permitting residential, commercial, community facility and manufacturing uses as of right. The change that matters most on the ground is a narrow one: ground-floor retail, which under the old rules was permitted only on small lots in a limited part of the area, is now allowed far more broadly.

That is a slow, one-directional change in pest pressure. More permitted ground-floor retail on these blocks means more food service under more apartments, in buildings twenty-five feet wide where the tenancy’s cellar is directly beneath somebody’s bedroom and the two are connected by drainage that was cut into a nineteenth-century floor structure.

The mechanism from there is the familiar one and it is worth stating without hedging. A German cockroach population fed at cellar level lives on the wet stack that connects the cellar to every floor above it, and forages outward at each level. Pressure applied in one apartment moves that population; it does not end it. What ends it is a program covering the tenancy and the whole vertical line — which for the business is restaurant pest control inside a wider commercial program, and for the residential floors is a board decision under co-op and condo pest control or an agent’s under property management pest control.

There is a legal edge to it as well, and it is unusually sharp in a building this small. NYC Health Code § 81.23 holds the tenancy to a daily inspection of both its premises and its incoming deliveries, to the removal of food waste, standing water and grease, to a retained pest management professional licensed by the state, to written records naming that professional and the services performed, and to a door barrier at every exterior door that leaves no gap wider than an eighth of an inch. Climb the stair to the apartment above and the governing number changes: Local Law 55 of 2018 sets the door sweep standard there at a quarter of an inch. One building, one staircase, two thresholds and two responsible parties.

What is behind these buildings?

Frequently not a yard. On a good part of these blocks the rear condition is a paved service lane shared with the backs of three streets.

The designation report records Shinbone Alley, also called Jones Alley, as having originally provided access to the stables behind the houses on Broadway, Bond Street and Bleecker Street. A mid-block alley inside an otherwise solidly built block does three things at once for a rodent population.

It gives continuous ground-level movement through the middle of a block, out of sight from any street. It concentrates waste, because an alley is where bins go when there is no service yard. And it puts the least-finished elevation of every building on it — rear walls with old openings, later fire escapes, service doors, and cellar hatches that were built for coal or for stable washdown rather than for security.

The stable history is not incidental either. The Italianate stable at 31–33 Great Jones Street of 1871 is one of several survivors, and a stable building has a particular anatomy: a deep ground floor with a wide opening, drainage laid for washing down, and a hay loft above. Converted to a garage and then to commercial or residential use, that deep ground floor becomes a large volume with old floor drains in it and a poorly documented connection to the sewer.

Where a NoHo building does have a rear yard, the ground under it is old. The Merchant’s House Museum at 29 East Fourth Street, built 1831–32 with a Federal exterior and a Greek Revival interior, is the only nineteenth-century residence in Manhattan with both its exterior and interior intact — a four-story rowhouse with a raised basement, party walls shared with the houses beside it, the family room and kitchen in the basement, a rear wood-frame annex added in 1850, and a cistern in the yard with a 4,000-gallon capacity. That cistern is documented because the house is a museum. The equivalent structures behind the houses that were not preserved are undocumented, generally paved or planted over rather than properly filled, and still connected to something.

NYC Health’s framing is that rats need food, water, shelter and safe ways to move around, and that property owners are legally required to keep rats out. A block interior with a service alley through it, stable drainage under part of it and abandoned cisterns beneath the rest supplies three of those four without any help. Norway rats treat the whole interior as one habitat regardless of where the lot lines run, which is why the only boundary an individual owner genuinely controls is the wall between that interior and the cellar.

What is under the sidewalk, and why do three coverings matter?

Cellar, and three coverings means three generations of joints over the same void.

The LPC report states that many of the store and lofts were erected with vaults under the sidewalk, covered with granite slabs, prism glass, and later concrete. Read that sequence carefully, because it is a maintenance history rather than a description. Granite slabs were the original covering. Prism glass panels brought daylight down to a working cellar. Concrete came later, poured over openings that were no longer wanted, generally without any record of what was underneath.

Each of those transitions left a bedding joint, and every utility cut, resurfacing and vehicle load since has worked on those joints. The result below is a space that is damp by construction, drained through a nineteenth-century connection, warm in winter and undisturbed — which is why Oriental cockroaches and American cockroaches here are a below-grade population that surfaces into occupied floors in warm weather rather than a resident kitchen problem.

Two practical points follow. The first is that the boundary worth spending money on is not the front door but the wall between the vault and the occupied cellar, together with the service entries, abandoned pipe sleeves and stair heads that cross it. The second is a distinction that gets this detail wrong more often than any other: an opening that still has a job — a drainage weep, a vent, a prism panel still delivering light — is screened in copper or stainless rather than sealed. Sealing it creates a water problem that outlasts the pest problem.

Which services does this fabric generate?

Ranked by how reliably this fabric throws them up, with the driver named in each case.

Rodent control first, and it splits by level. Norway rats work the alley, the vault line, the stable drainage and the commercial waste set out at a curb on narrow lots with no service yard. House mice work the party-wall pockets, the shaft heads and the partitions that stop at a suspended ceiling.

Structural exclusion is the item that decides whether anything else on this list is worth buying. On a NoHo building the list is specific: the vault-to-cellar boundary, the abutment where a low building meets a tall one, floor collars on retrofitted stacks, the base and head of every shaft, the service doors facing the alley, and the bulkhead at roof level.

Cockroach control third, split by species. German cockroaches are a tenancy-and-stack program; Oriental and American cockroaches are a drainage and damp problem below grade, resolved with drainage work as much as with product.

Bed bug treatment fourth. With 86.8 per cent of units at studio to two-bedroom size, a renter majority and a vacancy rate near a fifth, turnover is high, and the structure between units in a converted loft is not what the plan shows. In a building where the party wall is shared with a structure of a completely different age, bed bugs have routes that stop at neither the unit line nor the building line.

Ant control deals with pavement ants in vault edges, stoop cheeks and alley paving, and odorous house ants following moisture indoors from a wet abutment or a leaking retrofitted stack.

Wildlife management happens above the top floor: at parapets, at bulkheads, at the stepped junction where one building’s flank rises past its neighbor’s roof, and around mechanical enclosures. A licensed wildlife partner handles the animal and Graduate closes those junctions.

Anyone weighing competing proposals should read choosing a pest control contractor first, because in a district this varied the scope of the survey matters more than the price of the visit.

Which streets do we work in?

All of them, and the character genuinely changes street by street rather than block by block.

Bond Street and Great Jones Street hold the densest concentration of the Extension’s fabric — Federal and Greek Revival houses standing against store-and-lofts of the 1890s, the former Bond Street Savings Bank of 1873–74 with its cast-iron Second Empire front, the 1871 stable at 31–33 Great Jones and Fire Engine Company 33 of 1898–99. This is where the mismatched party lines are most common.

Bleecker Street runs the southern edge and carries the Bayard-Condict Building along with Italianate and Romanesque Revival loft stock. Deep floorplates, tall buildings, heavy ground-floor commerce.

East Fourth Street holds the oldest surviving domestic fabric, including the Merchant’s House. Small buildings with raised basements, rear yards and original ground.

Lafayette Street is a twentieth-century street laid over older ones — it was created in the early 1900s by extending the former Lafayette Place south and combining it with the roadbeds of Marion and Elm Streets. Colonnade Row survives on it, four marble-fronted houses of 1831–33 out of an original nine at what was 418–426 Lafayette Place, the rest demolished for a department store warehouse and the survivors subdivided. A terrace that has lost five of nine houses has end walls that were never designed to be end walls.

Broadway and Mercer Street form the western boundary with the largest loft buildings and the heaviest retail. Crosby Street north of Houston is a service street by history rather than a shopfront street, which changes where the thresholds are.

The Bowery is the eastern edge, and it matters for a reason beyond its own fabric: the East Village and Chinatown Rat Mitigation Zone begins a short distance to the east. NoHo itself is not in a designated zone — the four are the Grand Concourse, Harlem, the East Village with Chinatown, and Bedford-Stuyvesant with Bushwick — so the multi-agency inspection and abatement effort stops before it reaches these blocks. What happens here is what the buildings themselves decide to do.

Cooper Square and Astor Place close the north end, with large institutional buildings and open public space alongside dense mixed-use blocks.

What does a small mixed-use NoHo building owe legally?

More than the size of the building suggests, because the thresholds are set by the number of households rather than by the footprint.

Three independent households above the shop is ordinarily enough to make the building a multiple dwelling, and from that point the Housing Maintenance Code puts the job of keeping it clear of rodents, insects and other pests squarely on the owner. The provision itself is examined at NYC Housing Maintenance Code — extermination and rodent eradication. Local Law 55 of 2018 adds a scheduled duty: an investigation for indoor allergen hazards in all occupied units and common areas at least annually, and more often if conditions require it, remediation by integrated pest management — defined in the law as ongoing prevention, monitoring and control with reasonable efforts to eliminate pests — repair and sealing of holes, gaps and cracks in walls, ceilings, floors, molding, baseboards and around pipes and conduits with durable materials, and door sweeps bringing gaps to no more than a quarter of an inch. On the point that matters most for an owner deciding what to buy, the statute is blunt: applying product is not an alternative to doing any of that. Where product is used, the person applying it holds a state license — the requirements are at NYS pesticide applicator requirements.

Applied honestly in an 1830s brick house that has been altered six times, that quarter-inch standard is not a caulk-gun exercise. It means closing party-wall pockets where they can be reached, closing shaft heads, and closing the penetrations left by every generation of retrofitted services. It is a physical alteration to the building, and it is permanent.

A December return to HPD sits alongside it. Multiple dwellings — cooperatives and condominiums are not exempt — report annually on their total unit count, the units found infested, the units where eradication was carried out and the units that became reinfested, and the electronic receipt then goes to occupants or onto the noticeboard. A quiet year does not remove the obligation; it changes the numbers on the form.

Applying product in an occupied building brings two more notification regimes with it, described at Local Law 36 pesticide notification and at the New York neighbor notification law. A NoHo board weighing what it must do itself and what it may put on a tenant will find that line drawn in co-op and condo board obligations and in landlord and tenant pest responsibilities.

Why the material list on a NoHo job is short

Because most of what fails here fails for the same reason, and the way to stop specifying it is to stop carrying it.

Expanding foam is the trade’s default and it is not on our vans, in any role — not as the barrier, not tucked behind one, not skinned over one. Two things are wrong with it in a wall of this age. Rodents open cured foam without much effort. And when the next trade takes that wall apart in twenty years, foam in an opening reads as evidence that somebody dealt with it, so nobody looks further. Ordinary steel wool has the opposite failure: it corrodes and runs a stain down the face of a landmarked elevation. Sealant is a fine skin over a barrier and no use as one.

The replacement list is short because it is chosen against substrate rather than against habit. Non-corroding mesh — copper or stainless — packs an annulus without leaving rust down the brick beneath it. Hardware cloth at a quarter-inch takes any opening that still has to breathe. Galvanised sheet at 26 gauge is fabricated to the shape of the actual hole, which on an 1830s wall is never a rectangle. At masonry the answer is usually mortar and hydraulic cement, and on a joint this old that generally means repointing properly rather than packing the void. Xcluder door sweeps and fill fabric handle thresholds and service entries, and Xcluder GEO goes in where the barrier has to sit below ground against burrowing. All of it is fixed mechanically, because a two-hundred-year-old brick face is precisely the surface on which glue is an assumption rather than a fixing.

On a landmarked elevation there is one further rule that decides whether a board will approve the work: a barrier fixed back inside a reveal is invisible from the sidewalk and reversible, while the same barrier fixed across the face is neither.

How we read a NoHo building

Graduate Pest Control has worked on buildings in this city since 1983, and across Nassau and Suffolk alongside them. Arnold Katz set the firm up with a B.S. in Entomology from the University of Georgia behind him. His son Ryan Katz leads it today as certified applicator C1822141, categories 7A, 7F and 8, and is invited to teach rodent exclusion to professional bodies in other countries — which is not a common line on a résumé in this market. One idea holds all of it together: pest problems are building problems, and they need permanent structural repairs.

NoHo is a compact argument for it. Within a few hundred feet you can stand beside a house built for one family in 1830, a stable of 1871, a bank of 1874, a firehouse of 1899 and a steel-framed twelve-story loft of the same year — all attached, all altered repeatedly, all now carrying homes above shops that the original builders would not recognize. Nothing here is being exploited. The animals are using junctions that were made by people solving a different problem, decades apart, from one side of the wall at a time.

Why does almost every NoHo apartment sit above a shop or a kitchen?

Because the law put it there. Under the M1-5B rules that governed these blocks, joint living-work quarters for artists could not occupy space below the second floor without a certification from the City Planning Commission chairperson. Residential use was, in law, an upstairs use, and the ground floor stayed commercial by default. The 2021 rezoning has widened what may go in it.

Our 1830s house adjoins a twelve-story loft. What happens at that wall?

That junction is the most productive route in the district. Two structural systems built seventy years apart meet on one line — a brick house with timber joists bearing into shared masonry, against a steel frame with a very different floor depth. The abutment, the joist pockets and the stepped roof junction were built by different trades and rarely align.

Why do we keep finding mice on an upper floor with no food in it?

Because they are not feeding there. In a converted store-and-loft the partitions that made apartments out of an open floorplate usually stop at a suspended ceiling, and the party wall beside them carries open joist pockets at every level. Cornell records a single mouse producing 50 to 60 droppings a day, so evidence appears suddenly even where the population is old.

There is a vault under our storefront. Should it be sealed or screened?

Screened where it must keep passing air or water, closed where it should not. The Landmarks report notes that many NoHo store-and-lofts were built with vaults under the sidewalk covered with granite slabs, prism glass and later concrete. Three coverings in sequence means three generations of bedding joints, and the concrete is usually the newest and least documented.

What actually holds in an 1830s brick wall?

Metal and masonry. Copper or stainless mesh packed into an annulus, quarter-inch hardware cloth where an opening must keep venting, custom-cut 26-gauge galvanised sheet metal at larger gaps, and mortar or hydraulic cement at the masonry itself, all mechanically fastened. Anything an animal can bite through is not a barrier, however neat it looks on the day it goes in.
