Pest Control in Old Westbury, New York

Old Westbury covers 8.57 square miles and not one of them is water. The village sits on the crest of the Harbor Hill Moraine, on Long Island's drainage divide, so nothing arrives here from anywhere else. Every wet condition against a foundation was produced on that parcel.

What changes when a village has no water in it?

Every moisture problem becomes a question about the property rather than about the neighborhood.

Old Westbury records 8.57 square miles, and the census geography assigns none of it to water. Not a creek, not a pond, not a tidal edge. Elevation is about 160 feet. The 2020 census counted 4,289 residents at a density of 500.3 people per square mile, with a median age of 35.3 and 72.6 per cent living in married-couple households.

The reason for the dry geography is the ground the village stands on. The Harbor Hill Moraine is the terminal moraine of the most recent Wisconsinian glacial advance, formed roughly 18,000 years ago and named for Harbor Hill in Roslyn, the highest point in Nassau County. It is the island’s primary drainage divide: streams on its north-western flank run toward Long Island Sound, and streams on its southern flank run toward the Atlantic-facing bays. Old Westbury sits on the crest of it.

That single fact reorganises the whole diagnostic conversation. In a harbor village, a wet cellar is often a catchment problem — water arriving from streets and slopes upstream, at a rate the ground was never shaped to take. Here there is no upstream. Nothing crosses into this village from somewhere else.

So when a foundation here is wet, the water was made on the parcel. The list is short and it is always the same list: roof discharge with no functioning path away from the building; grade that has been built up over decades until it runs back toward the wall; irrigation running on a timer against a foundation that never dries; a pool, a fountain or a water feature with a slow loss nobody has quantified; and service trenching — for irrigation, geothermal, generators, lighting, pool plant — that has become a preferential drainage route back toward the building it was dug from.

Cornell Cooperative Extension makes the point in its own terms when it warns that leaking pipes, dripping faucets and excess irrigation all sustain soil moisture around a structure, and that basements and crawlspaces need ventilating. In a village with a waterway you can argue about how much of the moisture is yours. Here the answer is all of it, which is unwelcome and extremely useful, because a fault you own is a fault you can correct.

Who is in charge when a village straddles two towns?

The village is, across the whole of it — and that is the opposite of what most people expect.

Old Westbury incorporated in 1924, separating from the adjacent Westbury that had housed the construction workers’ families. The “Old” prefix was adopted so the postal service could distinguish it from another Westbury up in Cayuga County. The village straddles the Town of North Hempstead and the Town of Oyster Bay.

On unincorporated ground, a town line is a genuine administrative split: two building departments, two permit processes, two sets of property standards, and two houses on one road answering to different authorities. Incorporation reverses that. Because Old Westbury writes and enforces its own code, the town line runs through the village without dividing it. One board, one code, one set of inspectors, one records office — for a parcel on either side.

Residents get the split in a different place. Depending on where in the village a house sits, its children are zoned to East Williston, Jericho, Roslyn or Westbury schools, and the village also contains the Wheatley School and a private Catholic academy. Four school districts, one building department. That is the reverse of the usual Long Island arrangement and it catches people out in both directions.

There is a historical footnote that still shows up in records. In December 1948, 375 acres at the western edge voted 81 to 6 to secede, becoming unincorporated North Hempstead territory, and in April 1949 the Village of East Hills annexed the western portion. Boundary changes of that kind leave permit and survey history split between authorities, and on a parcel near that edge the file for a wall that was opened forty years ago may not be where you assume.

For anyone doing remedial work that crosses into construction — altering a vent, opening and reclosing a roof plane to correct a wildlife entry, replacing sill framing, installing a below-grade barrier, or regrading with a retaining structure — the practical upshot is straightforward. There is one application, it goes to the village, and establishing that at the start saves a fortnight later.

What is this village actually built of?

Every decade since the 1930s, in roughly equal measure, which is rare here.

Old Westbury holds about 1,077 housing units at a median construction year of 1969, and the distribution is the interesting part. Around 161 units — 15 per cent — predate 1940. The 1950s produced 202, 18.8 per cent. The 1960s added 143, the 1970s 120, and the 1980s 148 at 13.7 per cent. The 1990s were quiet at 46. Then the 2000s produced 127, 11.8 per cent, and the 2010s another 89.

No decade dominates and no decade is missing. Compare that with the estate hamlets a few miles north, where the stock is overwhelmingly pre-war and almost nothing has been added since, and the difference in the work is immediate. This is a village that has been continuously rebuilding on the same ground for ninety years.

Tenure runs 932 owner-occupied units against 75 rented, with vacancy at 6.5 per cent. Structure type is 1,022 detached houses at 94.9 per cent, with 32 attached units, six in two-unit buildings and 17 recorded as mobile homes.

Three distinct construction vocabularies therefore sit inside the same village.

The estate-era fabric. Old Westbury Gardens is the reference. Westbury House was built for John Shaffer Phipps between 1904 and 1906 to a Carolean Revival design by the English designer George A. Crawley with the American architect Grosvenor Atterbury. It went onto the National Register on 8 November 1976 and again on 10 January 2011, with 100 acres in the listing and grounds of about 160. The estate was originally 200 acres; roughly 70 are open to the public, the house became a museum home in 1959 and it opens for tours from April to October. Solid masonry, heavy roof coverings, deep service wings and a full complement of ancillary buildings.

The mid-century modern group. The A. Conger Goodyear House at 14 Orchard Lane is the significant example and it is a completely different problem. Edward Durell Stone designed it in 1938 in the International Style on 5.5 acres: floor-to-ceiling glass walls, a flat roof and deep overhanging eaves that shade the glass in summer and let low winter light in. It was listed on the New York State Register on 3 October 2003 and the National Register on 4 December 2003. The World Monuments Fund began preservation work in 2001 and bought the house in 2005 to prevent demolition; later owners hold it under restrictive covenants. Flat roofs, large glazed openings, minimal eaves detailing and generous soffits are a specific and recurring set of failure points.

The contemporary large houses. The 2000s and 2010s work, and much of the 1980s work, is big detached housing with complex rooflines, attached garages, multiple service penetrations, pool structures, generator enclosures and extensive underground service runs. Tight construction genuinely reduces incidental ingress at the wall plane. What it does not reduce is the number of penetrations, and on a house with geothermal, irrigation, pool plant, standby power, low-voltage lighting and a full mechanical fit-out, the penetration count is the highest of any stock in this service area.

What does more than 1,600 acres of campus do to a residential village?

It puts a permanent institutional pest baseline inside a village that otherwise has none.

The New York Institute of Technology’s Long Island campus runs to 1,050 acres on the Gold Coast, assembled from estates formerly owned by members of the Rockefeller, Whitney and Guest families among others. The land was acquired in 1963 and the campus opened in 1965; reconstructed original buildings kept traditional exteriors while newer structures were built low and modern among trees and open vistas. The de Seversky Mansion on that campus dates from 1916, when Alfred I. du Pont commissioned Thomas Hastings to design it, and now operates as an event venue.

SUNY Old Westbury holds a further 605 wooded acres on what was F. Ambrose Clark’s Broad Hollow estate, with portions extending into neighboring Jericho. It was founded in 1965, began teaching at Planting Fields in 1968, moved to the Old Westbury site in 1971 and now enrols just over 5,000 students.

Set 1,050 and 605 acres against a village whose entire land area is 8.57 square miles — about 5,485 acres — and the proportion speaks for itself.

There is a demographic tell in the census figures. The 2020 count was 4,289 residents, but the village holds roughly 1,007 households at an average size of three people, which accounts for about 3,000 of them. The remainder is dormitory population, which is also why one demographic source reports a median age of 29.5 against the census figure of 35.3. Several hundred people here live in group quarters rather than houses.

For pest work that is not a curiosity. Dormitories, dining operations, loading docks, refuse compounds and student kitchens generate exactly the conditions that support commensal rodents and cockroaches, and they do it continuously rather than seasonally. Around them sit 1,655 acres of maintained woodland and playing-field edge — which is the wildlife reservoir. A residential parcel backing onto either campus is on a boundary with a permanent population, and that changes the frequency with which its envelope needs checking.

The rest of the village’s institutional ground works the same way in miniature: the Meadow Brook Polo Club, established 1881 as the birthplace of American polo and the oldest continuously operating polo club in the United States, and the Old Westbury Golf & Country Club with its 187-foot water tower, originally built for Cornelius Vanderbilt Whitney and used as a military lookout in the Second World War.

Why does a zoning code that permits thirty horses matter?

Because a stable is a rodent building, and this code allows a great many of them.

The BB Residence District requires one family per 87,120 square feet — two acres — with a lot width of 200 feet on the front street line and at every point within 75 feet of it, a 75-foot front yard and 50-foot side and rear yards. Principal dwellings are capped at 35 feet, accessory buildings at 25. It permits farms provided there are no roadside sales, and it permits horses as an accessory use at one horse per 20,000 square feet, up to a maximum of thirty.

The A Residence District is the opposite instrument. It requires one family per 8,000 square feet with a 70-foot frontage, a 25-foot front yard and combined side yards of 35 feet, and it forbids the agricultural side outright: no stables or barns may be erected in the zone and no horses or farm animals may be harbored there.

Thirty horses is a working equestrian operation, not a hobby. It means stored grain and feed, bedding straw or shavings, a muck heap, tack storage, water troughs, and a range of unheated timber and steel buildings that are occupied by animals and entered by people who are attending to animals rather than inspecting structures. That is the single most productive rodent habitat available in a residential landscape, and where it exists on a parcel, it is the first thing a survey should look at and the last thing anyone thinks to mention on the phone.

The wider consequence of two-acre zoning with 75-foot front and 50-foot side yards is that the nearest structure to most houses here is the owner’s own outbuilding, not a neighbor’s building. That is a favorable condition, because it means the source of a problem is almost always inside the same ownership as the building suffering it. One decision-maker, one property, one set of corrections.

Which pests set the calendar in Old Westbury?

Rodents lead — which is not true of the estate hamlets to the north — and the wood-destroying insects follow the irrigation.

House mice and Norway rats, year-round with an autumn peak. Stabling permitted at up to thirty horses per parcel, two college campuses with dining and refuse infrastructure, and a golf and polo landscape with maintenance yards in it. Cornell’s figures — 40 to 50 droppings a day from a rat, 50 to 60 from a mouse — mean an established population leaves an unmistakable deposit inside a week, and its regular routes pick up sebum, the oily brown residue that marks a run in constant use. In a feed store or a tack room both are usually obvious months before anything is noticed indoors.

Carpenter ants, April through September. The Northeastern IPM Center notes that carpenter ants choose moist wood because it is easier to excavate and the moisture helps larvae survive, that a damp wooden window or door sill is a common entry, and that a colony forages up to 300 feet from its nest with satellite nests near the parent. Irrigated planting against a foundation, forty years of decks and pergolas, and the mature timber along the estate perimeter supply everything that radius needs.

Eastern subterranean termites, swarming March through June. Cornell Cooperative Extension’s clearance figures are three inches between wood siding or baseboard and the soil, and eight inches of clean concrete below the baseboard, and the guidance is explicit that wooden debris including buried stumps or structures should be taken off the property. On land that has been landscaped continuously since the polo era and built on repeatedly since, buried timber is common and the grade line has usually risen.

Gray squirrels, raccoons and big brown bats, late winter and late summer. More than 1,600 acres of wooded campus, plus a continuous belt of estate meadow, allée and perimeter woodland against residential parcels. The Old Westbury Gardens landscape alone carries an allée of flowering dogwood and American linden running to the former polo fields, a northern allée laid out for riding and flanked with American beech, a walled yard, and meadows and woodland around the perimeter. Cornell puts the high entries — flying squirrels and bats — at the upper portion of a building, identifies branches in contact with a roof as the natural bridge most animals use to get there, and cautions that a one-way door frequently just relocates the entry to another point on the same building.

Mosquitoes, late May through September. With no surface water in the village, production is almost entirely containers and ornamental water on private ground: pool and equipment covers, irrigation, fountains, basins and blocked leaders, plus catch basins on private drives. Nassau County monitors thousands of street basins, sumps and ponds and hundreds of miles of freshwater streams and runs 44 trap sites feeding the state health laboratory, but that program does not reach behind a gate.

Wasps and hornets, July through October. Deep eaves — including the wide overhangs that define the mid-century modern houses here — plus stables, pool houses, gate structures and sports pavilions. On parcels with 75-foot front yards, the nest is usually found by a gardener rather than by the owner, and usually late.

What work does this village generate?

Rodent work first, then the moisture corrections, then the roofline.

Rodent control and structural exclusion run together here and start at the ancillary buildings. On a stable block that means the slab edge, the door line, the roof-to-wall junction and the feed store. On the house it means the band joist, the service penetrations, the garage door jamb, the soffit returns and the vents. Materials get chosen for the substrate: 26-gauge galvanised sheet metal fabricated to the opening, cement and mortar where the closure lands in masonry, Xcluder fill fabric and below-grade barrier for packed and buried work, Xcluder sweeps at doors, and copper or stainless mesh with hardware cloth wherever an opening has to keep ventilating. Where a burrow system is suspected under decking, a terrace, a pool surround or a muck heap, canine rodent detection narrows the search before anything is dug. On a property carrying a stable block and half a dozen ancillary buildings, the survey document is frequently the thing worth commissioning first — that is exclusion consulting.

Ant control is mostly carpenter ant work and mostly a water correction. The irrigation head that has been throwing against a corner board for six seasons is the job; the ants are the symptom that made someone call.

We do not do termites. That is the whole answer, and on ground landscaped continuously since the polo era and built on repeatedly since, giving it early saves a conversation. The buried timber under new work and the risen grade line are still worth putting right, and Cornell’s instruction to take wooden debris including buried stumps off the property is good practice on any parcel this size. The insect Graduate will come out for is the carpenter ant, which on these lots is a water problem in disguise: irrigated planting against foundations, mature estate timber along the Old Westbury Gardens perimeter, and forty years of decks, pergolas and pool structures give it moist wood that is easier to excavate. Wildlife management is heavier here than the housing count suggests because of the campus and estate boundaries. The removal goes to a licensed wildlife partner; closure at the roof edge in durable material is what Graduate is actually there for, scheduled around dependent young rather than around the calendar.

Wasp and hornet removal peaks in the last weeks of summer. Bald-faced hornets build where the eaves are deep and eastern yellowjackets take banks, wall voids and stable roofs, while carpenter bees work whatever softwood on the property has gone unpainted longest.

Mosquito management in a village with no waterway is an entirely container-based exercise: covers, basins, features, private catch basins and blocked leaders. Every one of those is cleared or re-pitched rather than dosed. Mosquito work is inside the categories Ryan holds — it is category 8, public health — while ornamental plantings and turf are not, and no version of this service quietly becomes a grounds program.

The campuses, clubs and other institutional premises here sit under the commercial program, with dining operations covered by restaurant pest control. Which parts of Old Westbury do we cover?

The whole village, with a working understanding of the four environments inside it.

The two-acre BB district. Large detached houses, long frontages, outbuildings, pool structures and — on some parcels — working stabling. This is where the outbuilding-first survey matters most.

The North Hempstead side and the Oyster Bay side. Administratively identical under the village code, but they carry different school districts and different neighboring markets on the far side of the line, which changes who a property’s nearest commercial neighbors are.

The Old Westbury Gardens estate edge. Perimeter woodland, meadow, the dogwood and linden allée running to the former polo fields, and the beech allée laid out for riding. Properties along that boundary carry a distinctly higher wildlife load than parcels three streets in.

Orchard Lane and the modernist parcels. Flat roofs, floor-to-ceiling glazing, deep eaves and shallow soffits. A different building physics from anything else in the village, and a different set of entry points at the roof.

The NYIT campus edge. A 1,050-acre boundary with reconstructed estate buildings, low modern structures, dining and residential operations and a great deal of maintained woodland.

The SUNY Old Westbury campus edge. 605 wooded acres, dormitories and playing fields, with part of the campus running into Jericho.

Wheatley Road and the Jericho Turnpike corridor. The village’s road frontage and its nearest concentrations of commercial premises, which is where the surrounding rodent baseline is set.

Where does a survey on a property this size actually start?

The buildings you do not live in, then the water you are putting into the ground, then the house.

The stable, the barn and the feed store, if there is one. Grain, bedding and a muck heap sustain a population indefinitely, and the buildings that hold them are unheated, timber-framed and rarely closed properly at the slab edge and the door line. Finding an established population in a feed room in October explains what will be reported in the house in November.

Every other ancillary structure. Pool house, plant room, generator enclosure, garden store, garage, gate structure, sports pavilion. Accessory buildings here are allowed to 25 feet, so several of these are substantial.

The irrigation, zone by zone. Which heads throw onto a wall, which zones run at night, which beds never dry. This is the most commonly missed item on a property of this type and it is the one that decides whether carpenter ant work holds.

Where the roof water is delivered. Large roofs, few downspouts, and leaders that frequently terminate into buried lines nobody has opened since installation. On a village with no waterway, roof water that does not leave the parcel stays on the parcel.

Service trenching. Irrigation, geothermal loops, pool plant, standby power, low-voltage lighting. Every one of those is a backfilled channel through undisturbed till, and backfill drains faster than what is around it. Water follows the trench, and the trench usually starts at the house.

The grade line, behind the planting. Cornell’s three-inch clearance between baseboard and soil is not an aspiration; it is a measurement. On this stock it has usually been closed by successive rounds of bed replanting, and getting a hand down to the sill answers both the ant question and the termite question.

The roofline from the ground, with binoculars. Valleys, dormer cheeks, soffit returns, gable and ridge vents, chimney flashing, and — on the flat-roofed houses — parapet and coping junctions. Almost no wildlife entry here is visible from inside the building.

We will not price exclusion work on a parcel like this from a photograph or a phone description, because the source is usually a building the caller did not think to mention. Discussing it costs nothing, and a phone call is generally enough to establish whether the stable, the pool plant or the house is the problem. Committing that to a written plan carries a fee: the plan is the deliverable, and it is credited against the project if the work goes ahead.

Why we approach Old Westbury this way

The firm dates from 1983 and has worked Nassau and Suffolk buildings for its whole existence.
