Why does a building that never had plumbing have a plumbing problem?
Because the plumbing arrived later, and it arrived by cutting.
This is the fact that reorganises cockroach work in Tribeca, and it is invisible once a loft is finished. These buildings were raised between roughly 1860 and 1910 for the dry goods and textile trades. A store-and-loft building had a shop at street level and working or storage floors above it. A warehouse had even less. What none of them had was a domestic kitchen or a bathroom on every floor, because nobody was meant to live in them.
Then artists moved in from the late 1960s, the arrangement was legalised in 1982, and the buildings acquired residents. Residents need soil stacks, vent stacks, hot and cold supply, and a waste connection at each level. Fitting those into a nineteenth-century warehouse means driving new vertical lines through floors made of yellow pine girders and beams carried on cast-iron columns, or through reinforced concrete in the later stock. It was done in whatever line was cheapest at the time, generally decades after the building was finished, and frequently more than once as units were combined, split, sold and reconfigured.
The result is the thing this page is about. A retrofitted riser is a vertical chase with a penetration through structure at every floor it passes. Where those penetrations were properly collared and sealed, they are closed. Where they were not — and in a conversion done decades ago by whoever was available, they generally were not — they are a continuous warm, damp, undisturbed void connecting every unit on the line.
That is not a housekeeping failure and it is not anybody’s fault. It is what happens when you install a domestic service in a building designed for cargo. The German cockroach profile covers the insect; this page is about the route it was handed.

Where does the retrofitted stack actually run, and how do you find it?
Not necessarily where a purpose-built apartment house would put it, which is why people miss it.
In a building designed as housing, the wet rooms are stacked because the plumbing required it, and the chase is where the drawings say it is. In a converted warehouse the constraint was different: the line had to avoid the girders, avoid the columns, avoid whatever the floor below had already been fitted with, and reach a house drain that was laid for a completely different purpose. So the stack runs where it could, and the answer differs from building to building and sometimes from floor to floor.
Finding it is a physical exercise rather than a documentary one.
Start at the bottom. The house drain and its connections are in the cellar, and every riser in the building lands there. Following what leaves the drain upward tells you how many lines there are and roughly where they go, which no floor plan in the building’s file will.
Look at the boxing. In a loft, retrofitted plumbing is usually enclosed in furring, a boxed column, a closet built round it or a fabricated bulkhead. Those are the chases. They are also, almost always, open at the top and bottom, because the trade that built them was hiding a pipe rather than closing a cavity.
Check the escutcheons and the cabinet runs. Where a supply line comes through a wall or a floor into a kitchen or bathroom, there is a gap around it. A proper escutcheon plate is a cover, not a seal. Under a cabinet toe kick and behind a cabinet back, the gap around a waste connection is frequently open to the void behind.
Look for the second-generation work. A loft converted in one decade and renovated in another has two sets of penetrations, and the second set was cut through the first set’s closures.
Three properties make this void the population’s actual address rather than a corridor it passes through. It is warm, because hot supply and any heating run share the space. It is wet, because a cold line sweats, an old joint weeps, and a slow leak inside a boxed chase never reaches a ceiling and never gets reported. And it is never disturbed — nobody opens a chase, cleaning does not reach into one, and applied material does not either unless somebody deliberately decided to treat the void rather than the room.
What does a single open floorplate do to the plan of work?
It removes the compartment that most treatment methods assume.
A purpose-built apartment gives you rooms, doors and a boundary at the entrance. A loft floor was one room, sometimes several thousand square feet of it, and the partitions that later made bedrooms out of it were built to a domestic standard against a structure that was not domestic. Two things follow.
Partitions stop short. A new stud wall in a loft usually terminates at a dropped ceiling rather than at the timber or slab above. Above the line of the wall, the floor is still one space. So is the void above the ceiling, which in heavy timber construction is deep, spans the whole floorplate, and carries every service that has been run since.
The kitchen is not a room. Open-plan loft kitchens put the cabinet run, the appliances and the waste connection in the same space as the living area, which means harborage is spread out rather than concentrated. Under and behind cabinetry, at the motor housings of appliances, in the hinge and pivot points of a cabinet run, and along the boxing that hides the stack.
The practical effect on a scope is that “treat the apartment” means much less here than it does in a smaller unit. What matters is treating the harborage — the void behind and beneath the cabinetry, the chase penetrations, the appliance recesses — rather than the visible surfaces of a large open room. Spraying the perimeter of a two-thousand-square-foot floorplate accomplishes very little and disperses what it does reach.
There is a second consequence that is easy to miss. In a building of eight or ten large units, the sample size is tiny. In an apartment house of two hundred units, a pattern of complaints tells you something statistically. Here, two households reporting is most of the building, and one household not reporting can hide the source entirely. That makes monitoring more valuable in a small loft building than in a large apartment house, not less.
Which species is it, and what does the vault contribute?
There are two problems below and above the ground floor, and they need different budgets.
German cockroaches are the apartment problem. Small, light brown, two dark stripes behind the head, permanently indoors, never established outdoors in this climate, staying close to food and water. If the sightings are small insects in a kitchen or bathroom at night, this is the species, and the work is the stack, the cabinetry and every unit on the line.
Oriental and American cockroaches are the vault-and-cellar problem, and in this neighborhood they are structural rather than incidental. The cellar extends out under the sidewalk as a vault, covered by granite slabs and iron-and-glass panels that have been driven over and patched for a century and a half. Surface water gets in through every failed bedding joint. Drainage was laid for a wholesale district. The space is damp by construction. Oriental cockroaches indicate standing water and organic sludge specifically — blocked drains, a cellar floor that holds water, a failed floor drain, the ground around a sump. American cockroaches travel drain lines and can surface in a top-floor bathroom having come up a stack from below, which is why they occasionally appear in apartments with no local source at all.
The distinction matters because the fixes do not overlap. A German cockroach program is monitoring, targeted material in harborage, sealing and access across a line of units. An Oriental or American problem is drainage repair, moisture correction and closing the routes up out of the cellar — and if the drainage is not corrected, nothing applied above it holds. That work overlaps heavily with rodent control in Tribeca, because the vault boundary and the house drain are the same features in both scopes.
Worth naming one more organism, because it turns up in buildings of this type and behaves unlike a cockroach: pharaoh ants exploit the same voids and are the one case where the wrong material makes the problem structurally worse by splitting the colony. Small yellow-brown ants trailing in a bathroom are not a cockroach question and should not be treated as one.
What does the original store level put into the building above it?
A commercial kitchen’s worth of food, warmth, grease and waste, connected to the residential floors by the services they share.
Nearly every one of these buildings still has a store at street level, because that is the type: a shop at the bottom, working floors above, one set of services from cellar to roof. Conversion put apartments upstairs and left the tenancy where it was. In this neighborhood that tenancy is frequently food service or high-turnover retail with a back-of-house prep area.
A German cockroach population being fed at street level will not remain at street level. It travels the risers and the drainage that connect the floors. That produces the most frustrating pattern in the neighborhood: a residential unit is treated, goes quiet for a few weeks, and comes back. Nothing failed in the apartment. The source was never in the apartment.
The honest scope is unwelcome and it is the only one that works.
Monitor the whole vertical section, including the tenancy’s prep and dishwash areas, the riser closets, the cellar and the vault access — not just the unit that called.
Seal the floor collars where retrofitted plumbing passes through structure between the tenancy and the residential floors. This is the single highest-value repair in a mixed-use loft building.
Get the tenancy’s own housekeeping, drainage and waste handling into a defensible state. That is a lease question as much as a technical one, and it is what the commercial program and, for food premises specifically, restaurant pest control exist to do.
Then treat, at the scale the structure requires — the stack rather than the flat, the tenancy as well as the residence.
Where a building has both a residential board and a commercial tenant, the sensible arrangement is one program covering the whole structure with separate monitoring regimes either side of the ground-floor slab. Two contractors working on opposite sides of that slab, neither of them looking at the riser, is a way of paying twice for a problem that neither can see.
Why is monitoring worth more here than complaint response?
Because in a building of ten units, complaints are a terrible sample, and because the structure gives you nowhere to look.
Complaint-driven service is scoped to a boundary the insects do not use. Reduce numbers in one apartment and the remainder redistributes along the same stack, usually to the unit above or below, and the building has converted a one-apartment problem into a three-apartment problem while holding an invoice proving it did something. Repeat that monthly and the outcome is a stable, permanent, mid-level infestation across the line: never reduced below the level at which it recovers between visits, with the routes never closed. Work on proactive integrated pest management in multi-unit housing has repeatedly found severe infestations that complaint-driven service had never seen, for the simple reason that every unit was being examined rather than only the ones that called.
What replaces it is not more product. It is a different unit of work.
Map before you treat. Small passive monitors placed in the kitchen and bathroom of every unit on the affected line, plus the riser closets, the shaft base, the cellar, the vault access and the ground-floor tenancy, left for a defined period and then read. That produces counts by location instead of complaints by resident, and it establishes a baseline — the only honest way to know later whether anything worked.
Weight the treatment to the source. The unit with the highest count is where the work matters. Treating six apartments evenly, including the source apartment, is a way of spending a budget without changing an outcome.
Close the route while it is open. Floor collars, chase penetrations, escutcheons, the gaps behind and beneath cabinetry, and the base and head of the chase. This is the only part of the work that changes the building rather than the moment, and it overlaps directly with structural exclusion.
Return for the eggs. An egg case carried by a female is not reached by most treatment, and the nymphs that hatch afterwards are why one visit never finishes this insect. A program without a scheduled return is not a program.
Read the monitors again at the end. If counts collapsed on the treated stack and stayed down through a return cycle, the work held. If they collapsed in the treated units and rose two floors away, the scope was too narrow.
What has to be repaired rather than treated?
Everything that makes the void habitable, and it is a short, finite list.
The floor collars on every retrofitted stack. Closed in a material that cannot be gnawed or pushed past, at each floor the line passes.
The top and bottom of every boxed chase. A chase closed at both ends stops being a vertical corridor.
The escutcheons and cabinet voids. Fitted properly rather than resting loose against a wall, with the gaps behind and under the cabinet run closed.
The leaks. A weeping joint inside a chase, a sweating cold line in an uninsulated boxing, a slow drip under a sink. Water in a warm void is the difference between a population that persists and one that does not.
The cellar and vault drainage. Where the below-grade species are present, this is the whole job. A floor drain that holds water rather than having dried out, a repaired house drain, a cleanout with its cover on.
The service door thresholds. Sweeps reducing gaps to no more than a quarter of an inch — the standard Local Law 55 sets, and one that is worth applying at every door between service space and occupied space.
None of that is glamorous, all of it is permanent, and it is the part of the work that is done once rather than repeated monthly. It is also the part that a building can plan and budget, which matters more than it sounds, because a physical repair list can be scheduled against a capital cycle while a service contract just runs.
Does the building next door share your stack?
Sometimes, and in this neighborhood you cannot answer that from the street.
An 1871 building regulation required fireproof partition walls at twenty-five-foot intervals, and developers responded by putting up narrow structures that read as one building from the sidewalk. The designation reports for these districts make the point directly: a run of separate buildings often appears as a single structure. Two conditions follow, and both of them break a cockroach scope.
The first is that a facade you think of as your building is several buildings with masonry between them. That is good news for containment and bad news for a proposal, because a third of the elevation you were planning to work on belongs to somebody else and the monitoring layout you priced covers units in another corporation’s building.
The second is the reverse and the more expensive. Two separate street addresses share a cellar, a stair, a house drain or a party structure that no plan records. The stack you traced upward from the drain may serve units nobody in your building has ever met, and the source apartment on that line may not be one you can ask to open a door.
This is why the cellar walk comes before the pricing. You are looking for changes in masonry, for openings closed with block rather than the original material, for a change of floor level, for drainage that runs somewhere it should not, and for where the vault crosses a partition it should have stopped at. Until somebody has done that walk with a light, the scope is a guess.
Where a shared drain or a shared stack does cross a building line, the practical answer is usually a conversation between two managing agents rather than a technical fix, and it goes much better when it happens before anyone has spent money. A treated stack that ends at a wall the insects pass through is a treated half of a habitat, and the half you did not treat will refill the half you did.
Who decides, and what does a loft board take on?
The corporation, and more than most loft boards expect.
Once a converted building is a multiple dwelling, the residential duties attach whatever the shareholders remember from when it was commercial. The Housing Maintenance Code puts the duty to keep the premises free of insects and other pests on the owner, and in a cooperative that means the board — see NYC Housing Maintenance Code — extermination and rodent eradication. Local Law 55 adds the scheduled investigation, remediation by integrated pest management, and the sealing standard described above, and states directly that pesticide use does not substitute for those measures.
An annual bedbug report goes to HPD from every multiple dwelling, cooperatives and condominiums included, whether or not the building has had activity — the parallel service is bed bug treatment in Tribeca. Any pesticide applied must be applied by an applicator licensed by the state (NYS pesticide applicator requirements), and applications in a multiple dwelling carry notification duties (Local Law 36 pesticide notification and the New York neighbor notification law). Boards should read co-op and condo board obligations; anyone letting a loft rather than living in it should read landlord and tenant pest responsibilities, which is a set of duties loft owners routinely do not know they have acquired.
What a board should require of a proposal is specificity: how many units are monitored and for how long, what happens when a unit refuses access, whether the ground-floor tenancy and the cellar are inside the price or excluded, whether the sealing work is in scope, what the return schedule is, and what record the building holds afterwards. Common questions
Why would a building with no plumbing history have a cockroach route?
Because the route was installed with the bathrooms. These were warehouses and store-and-loft buildings with no domestic plumbing at all. Conversion cut new soil, vent and supply stacks through heavy timber and concrete floors, usually in the cheapest available line and sometimes more than once as units were reconfigured. Each of those penetrations is a permanent opening.
Our floor is one apartment. Why does the treatment still fail?
Because a single-tenancy floor is not a sealed compartment. The stack passes through it to the floors above and below, and the deep joist bays of heavy timber construction give a horizontal cavity above the finished ceiling that runs the whole floorplate. A treated room sits inside a structure that is continuous in two directions.
Is a big roach in the cellar the same species as the small ones upstairs?
Almost never, and the difference changes the entire scope. Small, light brown, striped insects in a kitchen or bathroom are German cockroaches and are a plumbing-and-harborage problem. Large, reddish or dark sluggish insects below grade are American or Oriental cockroaches, which indicate drainage failure and standing water rather than housekeeping.
The ground floor is a restaurant. Does that matter to my apartment?
It is often the whole explanation. A store-and-loft building was designed with a shop at street level and one set of services running to the roof, so a food premises and a converted loft four floors up sit on the same drainage and the same risers. A residential complaint above a commercial kitchen is a commercial question until it is ruled out.
Can the building require access to apartments that have not complained?
Access is governed by the proprietary lease, the house rules and the notice practice the building follows, so that is a question for the building's own counsel. What is not in doubt is that one inaccessible unit in the middle of a treated stack will sustain a population indefinitely, and buildings that agree a written access procedure in advance resolve cases faster.
Are foggers or retail sprays worth using while we wait?
They make the job harder and they should be disclosed rather than hidden. Repellent materials drive insects out of concentrated harborage into places that are harder to reach, and in a loft building those places are inside a shaft, a floor cavity or the neighboring unit. Saying you have used them changes the approach rather than causing offense.
What does Local Law 55 have to do with cockroaches in a loft co-op?
It treats cockroach infestation as an indoor allergen hazard, puts a duty on the owner of a multiple dwelling to investigate periodically and on complaint, and requires remediation by integrated pest management with holes and gaps sealed in durable materials. In a cooperative the owner is the corporation. Confirm the current detail with HPD.
How long should a loft building expect this to take?
Longer than one visit and shorter than most residents fear, if access holds. Monitoring establishes where the population is, treatment follows the map rather than the complaints, and a return visit meets the nymphs that hatched after the first round. A stack usually resolves over a defined series of visits rather than an open-ended service.
