Structural Exclusion in Locust Valley

With no village board reviewing exteriors across most of the hamlet, there is no municipal record of what a century has done to a Locust Valley building. Why is the building the only record of itself here?

Because nothing above it has ever been required to keep one.

Locust Valley is an unincorporated hamlet and census-designated place in the Town of Oyster Bay. No mayor, no trustees, no architectural review board. Permits, zoning and code enforcement all sit with the Town of Oyster Bay, which is the opposite arrangement to several of its immediate neighbors — incorporated villages running their own codes and their own inspectors.

Set that beside the age of the stock and the consequence becomes obvious. Locust Valley records a median construction year of 1945 across roughly 1,254 housing units, with about 534 units — 42.6 per cent — built in 1939 or earlier. Another 186 belong to the 1940s and 178 to the 1950s. Only 133 came in the 2000s, and thirteen in the decade after. Some 92.6 per cent are detached single-family houses.

So the typical building here is eighty to a hundred and twenty years old, has been altered repeatedly, and has no municipal exterior record behind it. The siding repairs, the vent alterations, the filled openings, the roof work, the converted service entrances and the added wings may exist nowhere on file anywhere.

For exclusion that has four working consequences.

Prediction does not work. In a uniform post-war market you can list a house’s likely openings from the street. Here the house next door is the same age and has had an entirely different century.

The productive openings are the alterations. A filled doorway, a blocked vent, a closed coal chute, a rebuilt porch, a former service entrance, a stopped-up flue. Each is a seam, and each has to be found on the fabric rather than looked up.

Nobody knows what is behind a finish. A furred-out cellar wall, a boxed pipe run, a suspended ceiling, an insulated floor. Buildings that have been a farmhouse, then a staff cottage, then a family home accumulate layers.

The record you produce becomes the first one. This is the part worth taking seriously. A properly documented survey and closure — located items, what was found, the material used, photographs, and what could not be reached — is very often the only written account of that building’s fabric that has ever existed. Its value outlasts the animals.

What does a shingle field do to the way an opening is closed?

It rules out working across the face, which is how most exclusion work is done everywhere else.

Shingle-sheathed timber frame is the local vernacular, and the Matinecock Friends Meeting House is the clearest surviving statement of it: built by the Society of Friends in 1725 at the north-west corner of Piping Rock and Duck Pond Roads, a two-story rectangular building, two bays wide and four bays long, sheathed in shingles under a steeply pitched gable roof, listed on the National Register of Historic Places in 1976. The Joseph Weeks, Jr. and William Hawxhurst houses of about 1698 stand nearby on Oyster Bay Road.

A shingle field has three properties that decide the method.

It is a cladding, not a barrier. It is ventilated by design. Water and air get behind it and are meant to; the assembly relies on drainage and drying rather than on a seal.

Every unit moves independently. Shingles expand, cup, lose fixings and open at the butt. A material fixed across several courses restrains movement that is going to happen anyway, and the fixing points fail.

There is nothing continuous behind it. No sheathing membrane in the modern sense, frequently boarding or nothing, and large uninterrupted stud bays behind that.

So the rule on this construction is that closure belongs behind the cladding, at the sheathing and the framing, and the cladding is lifted and reinstated rather than covered. That means shingle courses removed carefully, the work done to the substrate, and matching shingles fitted back. It is slower than any alternative and it is the only version that survives more than a few seasons.

Three things it rules out specifically:

Sealant across the face of a shingle course, which parts from at least one of the two surfaces within a couple of seasons and holds water behind it in the meantime.

Sheet metal fixed over shingles, which fails at its edges as the timber moves and traps water underneath.

Expanding foam pushed into a gap between courses. We do not use the product at all, on any elevation and in any role. Mice chew straight through cured foam, and on a shingled elevation it is also visible, permanently discoloured and impossible to remove cleanly from old timber.

What works is unglamorous: sound timber, matching material, mechanical fixings into solid substrate, and repair of the substrate first where it is not solid.

Where does the sill line hide, and why does it decide the job?

Behind the bottom course and behind a planting bed, and it decides the job because it is where the building meets the ground.

On this stock a hand-cut sill bears on rubble or early block. The mortar was never a continuous seal, it has had eighty years or more of freeze-thaw cycling to open its joints, and settlement has widened the junction. That is not a hole; it is a length, and it runs the full perimeter at variable severity.

Above it, the stud bays are large and uninterrupted — no fire blocking, no insulation on the oldest houses, and a clear vertical path from the sill to the top plate. An animal that gets behind the bottom shingle course at grade is inside the wall with an unobserved route to the eaves. That is why the noise and the entry on this construction are so often two floors apart, and why closure at the base of the wall is worth more than closure anywhere else.

Getting to it is physical work. On a property with a hundred years of gardening against the walls, exposing the junction means moving soil, cutting back planting and, on some elevations, lifting a shingle course to see what the timber is doing. It is genuinely the most productive hour of the survey and it is the hour most often skipped, because it is the least pleasant and it does not photograph well.

What the closure consists of, once the line is visible:

Repointing the open joints in a mortar appropriate to the wall rather than a hard modern mix. A hard mortar in soft old masonry concentrates stress and moisture into the stone and spalls it, producing more openings within a few years than were closed.

Replacing decayed sill timber in like material, with the substrate made sound before anything is fixed to it.

Closing every existing service penetration properly around the sleeve rather than smearing across the face.

Restoring clearance at grade, which matters to the wood-destroying insects as much as to the animals: a century of terraces, beds and plantings built up against a rubble foundation is why so few houses here still have any gap between the bottom of the siding and the soil. The insect side of that correction sits under ant control.

Closing the stud bay at floor level with rigid material wherever finishes are being opened for other reasons — a small addition that permanently shortens every route in the building.

The animal that exploits this junction most reliably is the house mouse, which needs roughly a quarter of an inch and works at an edge rather than through a face.

Which of the buildings on this property is actually the problem?

Frequently not the one somebody called about.

Estate-scale parcels here carry detached garages, stables, gate lodges, potting sheds, pool houses, greenhouses, garden stores and boathouses. Almost all are unheated. Most are visited seasonally. A number went up alongside the residence, detailed identically, and have had none of the attention it has had since.

That produces a specific sequence. Through the summer an outbuilding is quiet, dry and undisturbed, with stored feed, seed, matting, sacking and paper providing food and nesting material. In autumn it gets both colder and disturbed — equipment put away, furniture moved in, the pool closed — and the animals move to the nearest heated structure.

So the exclusion scope on a Locust Valley holding has to treat the ancillary buildings as buildings. Each one has a sill line, service penetrations, a threshold, a door that may no longer meet its frame, and a roof edge. The same specification applies to all of them.

There is an honest ranking to be made, and it should be made explicitly rather than by silently omitting things. Not every structure on a large holding is worth full closure. Some are derelict. Some are used for storage that could be moved. Some are far enough from the residence that they are a separate question. The useful version of the conversation identifies which buildings are close enough and sound enough to be worth closing, which should have their contents managed instead — off the floor, in sealed containers, with the volume reduced — and which are best left alone with the reason stated.

What is not defensible is closing the residence, invoicing for it, and leaving four open buildings within a hundred feet of it.

The wildlife side of the same structures runs through wildlife management; on old canopy over deep eaves the animals arriving at the roof edge are frequently gray squirrels rather than rodents proper, and they need closure at the entry rather than removal alone.

What does a steeply pitched roof with generous overhangs give you to close?

A great deal of edge in a small area of roof, and most of it only reachable from a ladder.

The estate architecture here deliberately elaborated its rooflines, and the vernacular it grew out of was already steep. A steeply pitched gable roof with generous overhangs, dormers, and a lot of intersection detail produces the following list on almost every property.

Soffit returns at the base of every gable. On a great many houses of this period the return is a void with a board across it. It is the most common upper entry on this stock and it is invisible from the ground unless you know to look.

Valleys where dormers meet the main plane. Every intersection concentrates water and debris and carries a flashing joint that has been repaired more than once.

Deep eaves. Sheltered, dry and undisturbed, which is why they hold wasp and hornet colonies as reliably as they hold anything else.

Dormer cheeks, where the cheek wall meets the roof plane and there is frequently a gap at the bottom.

Flashing at chimneys and stack penetrations.

Gable and roof vents, which have to keep working and therefore get screening rather than closure.

Original fixings. On a roof this age, the substrate that a closure has to be fixed into may itself be the thing that needs repair.

Cornell notes that bats and flying squirrels typically enter the upper part of a building while other species come in around the foundation, and that many animals reach roofs by natural bridges from branches touching the structure — which on closed old canopy is most of the roofline on most of these properties.

The cost driver is access and item count, not material. The efficient approach does every roof-edge item in one visit rather than returning three times for one opening each, and pairs it with pruning back from the roof line, which removes the access rather than closing it and is the cheapest item on the whole list.

What does the postal address not tell you about approvals?

Which authority governs the work, which is a genuine problem in this market rather than a technicality.

The CDP measures 0.9 square miles, 0.04 of that water. Carrying the shops and the station that served the Gold Coast communities around it, a very small place lent its name to everything between Glen Cove and Oyster Bay. Lattingtown, Matinecock and Bayville, parts of Mill Neck, Muttontown and Brookville, and the unincorporated hamlet all sit inside one school district.

So two properties with the same postal address can sit under two different building authorities: one under the Town of Oyster Bay, the other under an incorporated village with its own code, its own board and its own view on what may be altered.

For sealing, screening and closure that makes no difference. It decides the filing the moment the work crosses into construction, and on this stock it does so often:

Replacing a decayed sill plate or section of framing. Rebuilding a porch or steps whose void has been occupied. Cutting or altering a foundation or crawlspace vent. Opening and reclosing a section of roof to correct an entry. Altering grade with a retaining wall. Rebuilding a threshold structure at a service entrance.

There is a second question on a building of local or federal significance. Three properties on the National Register carry this name: the Cock-Cornelius House, the Matinecock Friends Meetinghouse and the George Underhill House. Beyond those, the estate belt holds a great deal of locally significant fabric that was never federally listed. On a property inside an incorporated village, the material a repair is executed in may matter as much as the fact of it.

Establishing the position is a short check at the start. Discovering it mid-job costs weeks and sometimes a second specification. What has to stay open on a house under old canopy?

Everything that moves air, and on ground that dries slowly the rule is stricter rather than looser.

Closed mature canopy over a shingled building slows drying at every surface, and the climate here is classified humid subtropical — cool wet winters and hot humid summers — on rolling moraine ground. In those conditions ventilation is doing structural work.

Crawlspace and cellar vents get durable, corrosion-resistant screening fitted so it can be inspected, never blocking. A crawlspace whose vents have been closed — to stop drafts, to keep animals out, or because somebody insulated the floor above — becomes a humid chamber with timber in it, and the decay that follows costs far more than the animal that prompted the closure.

Attic, gable and ridge ventilation, screened rather than filled. Block attic ventilation and winter condensation forms on the underside of the sheathing, which is how the damp timber carpenter ants want gets made.

Appliance terminations. Dryer, bathroom and kitchen outlets each need the proper terminal with a flap that works, not mesh stretched over a duct.

Combustion air openings. These are the heating trade’s business and cannot be closed.

Leader lines and yard drainage. A blocked leader does not announce itself; it quietly saturates one corner of a building for a decade. On this stock, opening the leaders is frequently more valuable than anything sealed.

The material point on a wooded, humid site is that fixings and light-gauge metal corrode. Screening and closures want corrosion-resistant material and mechanical fixings, because a closure that fails in three years on a building nobody re-inspects is worse than none — it looks done.

In what order does this run across a whole holding, and when?

Outbuildings and ground first, base of the wall next, roof last — and finished before the cold.

Establish the authority. Which body governs a construction filing on this parcel, and whether the building carries any listing or local designation. It reorders everything else.

Walk the whole holding. Every building, with its contents assessed as well as its fabric. This is the step that distinguishes an estate survey from a suburban one, and it is best done in summer when access is easy.

Do the ground. Cut back planting to expose the base of every building. Reduce grade where it has buried a skirt. Get stored material off the ground and onto hard raised bases. Remove buried and stacked timber. Open the leader lines and take roof water away from foundations.

Close the base of the walls. Repoint in compatible mortar, replace decayed sill timber in like material, close the existing penetrations properly, and where finishes are open, close the stud bays at floor level.

Close the outbuildings that are worth closing, to the same specification, and manage the contents of the ones that are not.

Do the roof line in one visit. Returns, cheeks, valleys, flashings, vent screening, terminations — and prune the canopy back from the roof.

Re-check in the cold. December and January on an old frame house show where warm air is leaving, and those are the same openings.

The deadline is the weather. Late August through November is the working window, because a property closed before sustained cold nights does not take on a winter population, and a property closed in December is dealing with one already inside pre-war framing where reaching it means opening original finishes.

On a property occupied part of the year or visited weekly, that timing matters more than it does on an occupied suburban house, because nobody is present to notice the first fortnight of a problem.

What does the finished record do that nothing else here does?

It gives the property a written history it has never had.

An exclusion scope here should read as a set of located items, each with a location precise enough for a stranger to find, a description of what was found, the material used and a photograph. Each building on the holding gets its own section. Anything unreachable goes on the same list with the reason — behind original finishes, above a slate roof nobody should be walking on, inside a derelict structure, under a terrace. Conditions referred elsewhere — a failed leader line for a drainage contractor, a decayed sill section for a carpenter, a moved terrace for a mason — appear as referrals with locations rather than quietly disappearing.

On a hamlet with no municipal exterior record, that document does three jobs beyond the immediate one.

It tells the next contractor what is behind the shingles without them having to take the wall apart again.

It tells a future owner what the fabric actually is, which on a pre-war building with a hundred years of undocumented alteration is genuinely valuable.

It answers a village or town question years later on a parcel that turns out to sit inside an incorporated boundary, where somebody eventually asks what was done and in what material.

The re-check a season on asks what opened, what was undone, whether the ground has come back up against the buildings, and whether anything at a roof edge has moved. On this stock the usual answers are the grounds contractor, a service upgrade, and the winter.
