A school is expected to manage pests by method rather than by routine application, which is why most of the work in a school building turns out to be physical. Sealing the envelope, correcting sanitation and monitoring what is actually present carries the program in the places where treatment options are narrowest: kitchens, classrooms and locker rooms.

The stake: IPM-mandated settings that buy on method rather than price, and are required to ask for exactly what this firm does.

What is a school district actually procuring when it hires a pest contractor?

A method, and a legible record that the method was followed. Not a number of visits.

That distinction is the whole of this page, and it is worth stating first because school procurement so rarely reflects it. A district issues a specification, receives bids, compares a per-building or per-visit figure, and awards. What the winning number describes is how many minutes a technician will be on site. What the district needed to buy was a practice: someone looks at the building on a cycle, records what is there, corrects the conditions producing it, seals the routes, and applies material only where the first three did not reach.

The reason this is not a preference is that a school does not have the option of the other approach. In most commercial buildings a contractor who cannot diagnose can still suppress, because the chemistry available is broad and the tolerance for using it is high. Inside an occupied school neither of those holds. The tolerance is deliberately low, the framework the state has built around children’s exposure narrows what can go where, and the places with the most pest pressure — a kitchen, a nurse’s room, a classroom with a snack cupboard — are exactly the places where the narrowing bites hardest.

Remove routine application as the primary lever and only two levers remain: the building and the sanitation. Both are physical. Both are the district’s own property. And both are what a firm whose main trade is structural work is actually equipped to address.

Graduate Pest Control has worked this way since 1983, which is roughly a decade before the practice acquired the name it now trades under. Arnold Katz, who founded the firm and holds a B.S. in Entomology from the University of Georgia, built the diagnostic method the company still runs on and remains active as senior technician and staff entomologist on complex accounts. The position Ryan Katz states plainly to every institutional client is that a pest problem is a building problem, and that treating it as anything else produces a service relationship with no end date. In a school that argument stops being a philosophical one. It is simply a description of the constraints.

Why are the treatment options narrowest exactly where the children are?

Because the framework New York has built around pesticide use in child-occupied settings is designed to reduce children’s exposure specifically, and it applies most strongly to the interior rooms a school actually uses.

Two things sit behind that. The first is a set of published expectations about how pesticides are used at schools and day care centers in New York, including advance notification to parents and staff, on-site marking, and record keeping. The state maintains this material through NYSDEC and the State Education Department, and the practical detail — what triggers a notice, who receives it, what has to be posted and for how long, which applications sit outside the requirement — varies with the product, the location and the circumstances of the work. This page deliberately does not state those specifics. A summary written by a contractor is not a source a district should be relying on. Read the current requirements at NYSDEC, confirm the school-specific position with the State Education Department, and take your own counsel’s view on how it applies to your district.

The second is the underlying reason those rules exist, which is worth understanding because it changes how a program should be designed rather than merely how it is documented. The New York State Department of Health’s own public notification material is explicit that children warrant particular care, and points to the ordinary behavior of young children — contact with floors and surfaces, hand-to-mouth activity — as the reason exposure in a space children occupy is not equivalent to exposure in a space adults occupy. That is not a dramatic claim and it does not need to be dressed up as one. It is a straightforward statement about how a small person uses a room, and it is the reason a treatment that would be unremarkable in a warehouse is handled quite differently in a first-grade classroom.

There is a licensing point that belongs here too, and it is one districts should raise with any bidder. New York distinguishes between certified commercial applicators, certified commercial technicians and apprentices, each with a different scope of authority, and it divides certification into categories that define what a person is actually permitted to work on. NYSDEC publishes that structure, and a district can and should ask which certification the person walking into the building holds. Ryan Katz is a New York certified commercial applicator, C1822141, categories 7A, 7F and 8, under business registration 03298.

What he does not hold is the ornamental and turf category, and that matters on a school site more than anywhere else. Graduate does not treat athletic fields, lawns, playground surrounds or landscape plantings, and will not quote for that work. Any bidder proposing grounds applications on a school campus should be asked to produce the specific category authorising it. The scope described on this page is the buildings: envelope, interior, service areas and mechanical spaces.

Why is the school building itself producing the problem?

Because a school is not one building. It is a sequence of buildings from different decades, joined at the edges, carrying a food operation, a laundry of sorts, a mechanical plant and several hundred doors that are held open every day by the way the place actually runs.

The typical Long Island or New York City school district operates stock that started as a modest structure in the 1920s, 1950s or 1960s and has been extended two or three times since. Each extension was designed to current code by a different architect, built by a different contractor, and joined to what already existed at a seam. Those seams are the most reliable pest pathway in the entire building, and almost nobody inspects them, because from the corridor they look like a wall.

Then there is scale. A school moves a great deal of food through a small number of doors, holds it in bulk, and generates refuse in volume at a fixed time each day. It runs mechanical equipment continuously through spaces nobody enters for months. It stores paper, textiles, cardboard and craft materials in quantity. It has a laundry problem in the athletic wing whether or not it has a laundry. Every one of those is a resource, and resources are what determine whether an opening in the envelope produces a resident population or a transient one.

And it runs on propped doors. A dock door open through a delivery. A gym door wedged for airflow at a summer program. A kitchen door open to the yard while the compactor is worked. None of this is a discipline failure; it is how a building with this many operations functions. It does mean that a school’s real envelope is not the one on the drawings.

The consequence is that a school is an unusually good candidate for structural work and an unusually poor candidate for a chemical schedule. There is a lot of building to correct, the corrections are durable, the district owns the asset, and the alternative lever is constrained by design.

Where does the pressure actually originate inside a school?

At the food operation, in most buildings, and specifically at its back end rather than its serving end.

The receiving and refuse zone. A dock, an interior receiving area, a compactor or dumpster pad, and the door between them. Deliveries arrive on wooden pallets and in corrugated cardboard, which is the single most effective transport medium for cockroaches into an institutional kitchen and a reliable harborage once it is stacked in a dry store. Dock levelers, seals and the gap at the door corner give rodents an unbroken route from the yard to the food.

Dry storage. Bulk flour, rice, pasta, cereal and dry mix in large containers on shelving that was installed tight to the wall. Stored product insects establish here quietly and are usually first noticed in a classroom or a serving line, a long way from the source.

The dish room and the drains. Warmth, standing water, organic film in floor drains and under equipment, and grease that has migrated into wall and floor joints. Small flies are a drain and organic-film problem almost without exception, and no amount of surface cleaning reaches the film inside the pipe.

Kitchen equipment and services. Every appliance sits on legs or a curb, every one has a supply and a drain penetrating the wall or floor, and the escutcheon around each of those penetrations is usually decorative rather than sealed. The void behind a serving line and beneath a milk cooler is warm, dark, undisturbed and close to food.

Custodial closets. Mop sinks that hold water, mops stored wet, cardboard stock, and a floor drain. These are among the most productive interior harborages in a school and among the least frequently inspected.

Locker rooms and the athletic wing. Persistent moisture, food left in lockers over a weekend, drains, and a wall cavity behind banks of lockers that has not been opened since the lockers were installed.

Classrooms and specialist rooms. Snack storage in cupboards, classroom animals and their feed, science rooms with cultures and organic materials, art rooms with paste and flour-based media, family and consumer science rooms with a functioning domestic kitchen, and band rooms with instrument cases stored in a warm closet.

Mechanical and service spaces. Boiler rooms, fan rooms, elevator pits, pipe tunnels between wings, and crawl spaces. These are the distribution network. What establishes at the kitchen travels here and emerges anywhere.

The staff room. Reliably the most under-managed food area in the building, because it is nobody’s assigned responsibility.

Reading that list in order is close to how a survey should actually run. Follow the food and the water backwards from wherever the sighting was reported, and the source is generally three rooms upstream of the complaint. The species-level detail behind most of it sits under cockroach control, rodent control and ant control, and the identification profiles for the two organisms that dominate institutional food areas are the German cockroach and the house mouse.

What goes wrong where two building eras meet?

Almost everything, and it is the single most productive place to spend an afternoon in a school built in phases.

Consider what a joint between a 1958 wing and a 1994 addition physically is. Two structures with different foundation depths, different slab thicknesses and different bearing conditions, connected across an expansion joint that was detailed to allow movement. Movement is the point of the joint; a seal that resists movement fails, so the joint is closed with materials chosen to flex. Thirty years of thermal cycling later, the flexible material at grade has hardened, cracked or pulled away, and there is a continuous vertical slot from the soil to the roof running the full height of the building.

Around that joint sit the rest of the problems. The old exterior wall is now an interior partition, and its weep holes, vents and drip edges are still there, now opening into a corridor or a chase. Where a lower roof meets a taller wall, the flashed transition and its counterflashing are a rodent route to the roof if the termination bar has lifted. Where a wing was demolished, abandoned utility penetrations are frequently capped on one side and open on the other. Pipe tunnels connecting wings run below grade, and their access hatches rarely seat.

The roofs are the other half of it. A school of any size has several roof systems of different ages meeting at parapets and steps, with mechanical curbs, plumbing vents, conduit, lightning protection and drains penetrating them. Every one of those is a detail somebody sealed, and the sealant has an age. Squirrels and birds work the roofline, mice follow, and a population that enters at the roof arrives in the ceiling plenum, which distributes it across the whole floor plate below.

Portable and modular classrooms deserve naming separately, because they are structurally the weakest asset in most districts and they are usually excluded from the survey. A portable sits on piers with a skirt around the void beneath it, has a crawl space that nobody enters, receives its power, data and conditioned air through an umbilical that penetrates the floor, and is reached by a ramp or deck that creates a second sheltered void. Rodents nest in that void, follow the umbilical up through the floor, and establish inside a classroom that has no plumbing and no kitchen and therefore was never considered at risk. The fix is baseboard and floor penetration sealing, and it is cheap relative to almost anything else in the district.

Why is summer the only real window, and what should be scheduled into it?

Because the work requires the rooms to be empty, and because summer is when the district is already opening the building for other reasons.

The shutdown is when kitchens are stripped and deep cleaned, floors are stripped and refinished, ceilings come down for cabling, roofs are replaced, and mechanical equipment is swapped. Walls that are closed for ten months are open. Equipment that has not moved since installation is moved. A cabinet run that would cost real money to pull in November is already out. The marginal cost of doing exclusion work at that moment is a fraction of doing it in isolation, and the disruption is nil.

The trap, and it catches districts every year, is sequencing. Summer capital work is a manufacturer of new pest entry points. A roofer sets a new rooftop unit on a curb and runs conduit through the deck. A data contractor cores a wall for a cable tray. A plumber replaces a section of line and leaves the sleeve open. If the exclusion scope was executed in early July, half of it has been reopened by mid-August, and the district’s first rodent report of the school year arrives in October at a location that was sealed and signed off.

The order that holds is: survey in spring while the building is occupied and the evidence is being generated; capital and trade work through the shutdown; population reduction where the survey showed an established interior population; structural sealing after the trades have finished; verification walk before students return. Verification is not a formality. It is the step that catches the penetration cut on the last Friday.

Two further points about sequence. Sealing a building that has an active interior population is a mistake with a specific and unpleasant consequence, because it removes the animals’ route out rather than the animals — and in a school that means an odor in a wall cavity in a classroom in September. Reduction comes first, always. And the summer window is also when a district can address the food operation properly: replacing failed dock seals, regrading and repairing the compactor pad, rebuilding the drain covers in the dish room, and sealing the equipment penetrations that cannot be reached while the kitchen is in service. Those items belong on the same schedule as the exclusion scope, because they are the reason the exclusion scope will hold.

How should monitoring work in a building full of children?

With non-chemical monitoring devices, placed where children cannot reach them, mapped against the district’s own room numbers, and read by location rather than summarized.

The purpose of a monitor in a school is diagnostic, not operational. It is not there to reduce a population. It is there to answer questions the district cannot otherwise answer: which wing is carrying pressure, whether the kitchen is the source or a downstream consequence, whether the corridor between the 1962 wing and the gymnasium is a travel route, and whether the sealing work done last August is holding.

Placement is the whole discipline. Devices go into service spaces, mechanical rooms, storage areas, kitchen voids and above ceilings where access permits, and out of classrooms, corridors and any space a child uses unless there is a specific reason and a specific control. Where a device has to sit in an accessible area, it is placed inside a locked or fixed enclosure, positioned behind or beneath fixed equipment, and recorded so that custodial staff know it exists. Devices found loose in a corridor by a curious eight-year-old are a program failure regardless of what the log says.

The map matters as much as the devices. A monitor map keyed to the district’s own room numbering is legible to the buildings and grounds director without translation, survives a change of contractor, and lets a reading be compared to the same location twelve months earlier. A map keyed to a contractor’s internal numbering is a piece of the contractor’s property, which is a poor arrangement for a public asset.

Reading is where most programs quietly stop being useful. A log that records “monitors checked, no activity” for eleven months and then “activity in kitchen” is not a trend; it is a binary. Counts by location, dated, with the device identified, produce a line the district can look at. The interesting information is almost always directional: two devices on the same corridor rising together over three visits says something about a route. One device rising alone says something about a room.

For grounds and perimeter work, where the question is whether rodents are burrowing along a building line or under a shed or a dumpster pad, canine rodent detection covers ground that visual inspection genuinely cannot, particularly under dense planting where surface evidence is invisible. That is a survey tool, not a treatment, and it sits well within the constraints a school operates under.

Who reads the documentation, and what does it need to contain?

Five different audiences, and the file usually fails because it was written for one of them.

The buildings and grounds director needs operational detail and an open-items list. The business office needs to know what is recurring cost and what is a finite repair. The superintendent and the board need the direction of travel and the decisions being asked for. A parent who asks needs a plain, accurate answer about what was applied in their child’s classroom, if anything was. And an inspector or auditor, should one arrive, needs to see that the district looked, found, recorded and acted.

A file that serves all five contains, at minimum:

The baseline survey. The written assessment of every building at the point the program started, by location, with findings and conditions. Everything afterwards is measured against this document, and a district without one cannot demonstrate improvement to anybody.

The service record, by room. Date, who attended, which areas were covered, what was found, what was done. A note that a named device on a named floor held two captures is evidence; a note that the building was serviced is a receipt.

The monitor map, current. Updated when a room changes use, when a wing is renovated, and when a device is moved.

The notification and application record. Where anything was applied: what, where, when, by whom under which certification, what notice was given and to whom, what was posted, and for how long. This is the part of the file that is examined most closely if it is ever examined at all, and it is the part districts most often hold in fragments across three people’s email.

The corrective register. Every structural and sanitation finding with a named owner, a target date and a closure record. The essential detail is that most items on this register do not belong to the pest contractor. Sealing an expansion joint is masonry or carpentry. Rebuilding a dock seal is a door contractor. Replacing a drain cover is plumbing. Re-siting the dumpster pad is the business office. A finding with no owner and no date does not become work. It becomes a dated record that the district knew.

The trend. Counts and reports over time, by building and by wing, so the direction is visible without reading a year of field notes.

Reporting should be written to be read by the person who has to act. A single document addressed to everyone generally serves nobody, and the usual consequence is a necessary repair sitting unfunded through a full budget cycle while everyone assumes somebody else has it.

How should a specification be written so the district buys method rather than attendance?

By asking for deliverables that a price-per-visit bidder cannot produce, and by refusing to score on the visit price alone.

Six requirements do most of the work.

Require a written baseline survey as a priced deliverable. Not a walk-through before the bid, which every firm will do for nothing and none will do well. A documented assessment, by building and by area, produced in the first weeks of the contract. This single item separates firms that diagnose from firms that attend.

Ask what share of year one is structural. A bidder who cannot answer, or who answers zero, is proposing a schedule. A district in a building of this age with a food operation in it should expect a meaningful proportion of the first year’s value to be sealing, sanitation correction and specification of work for other trades.

Specify the corrective register format and require ownership fields. If the contract does not require a named owner and a date against each finding, the district will receive findings and no closures.

Require the notification workflow in writing before the contract starts. Who decides an application is necessary, who authorises it, who issues notice, who posts, who files. Districts that improvise this under time pressure are the districts that get it wrong.

Ask who attends and what they hold. By name, with the certification and category, and with a stated position on supervision where a technician or apprentice attends. New York’s certification structure makes this a straightforward question with a documentary answer.

Do not award on price per visit. A low per-visit figure buys a fixed number of minutes on site. Minutes buy attendance. What the district needs is diagnosis, and diagnosis takes an afternoon in a boiler room. Weight the survey deliverable, the structural scope and the documentation standard, and treat the recurring figure as one input among several.

What goes wrong in school pest programs?

The failure modes repeat closely enough across districts that a business manager can check their own program against them.

Chasing the classroom that reported. A sighting in room 214 produces a visit to room 214. The source is in the dry store or a mechanical chase, and the district repeats this for years while the complaint locations move around the floor plate.

Treating the kitchen as the only risk area. The kitchen is the resource. The custodial closets, locker rooms, staff room, tunnels and portables are where the population actually lives, and a program scoped to food service alone leaves the harborage untouched.

Structural findings with no funding line. The survey happens, the register is written, nothing is assigned, and eighteen months later the same conditions are recorded again in the same words. This is the most common failure in institutional work and the most damaging, because the file now documents a known and unaddressed condition.

Capital work reopening the envelope. Covered above, and worth a line in the district’s own project specifications: any trade that cuts a penetration seals it, and a post-work inspection is a condition of closeout. That clause costs nothing and prevents a recurring annual expense.

Sealing ahead of reduction. Fast, visible, and the reason a classroom smells in September.

Losing the practice at staff turnover. A program that lives in one head dies with that person. Custodial and food service staff change; the baseline, the register and the map belong in the district’s permanent records, not in a supervisor’s routine.

Deliveries as the standing vector. Cardboard in, pallets in, produce in, and no receiving discipline. A school can seal every opening in the building and still import a cockroach population weekly through the dock.

Materials chosen for speed. A rodent opening filled with expanding foam looks finished on the day and reads as completed work to the next person who opens that wall. It is the most common failure material in the trade, it is chewed through readily, and it has no role in our work in any form. What goes into an opening on a school building is custom-fabricated 26-gauge galvanised sheet metal, copper or stainless mesh, hardware cloth where the opening has to keep passing air, mortar and hydraulic cement at masonry, Xcluder door sweeps and fill fabric at thresholds and around services, and mechanical fasteners throughout.

Expecting a season to settle it. Population reduction is quick. Structural correction runs on a construction calendar and a budget cycle. A district that expects both inside one term concludes the program has failed at exactly the point it starts working.

How should a district begin?

With a survey and a written finding, before any recurring schedule is agreed.

Bring the building history: the original construction date, the dates and extent of every addition, the roof replacement history, any wing that was demolished, the location of tunnels and crawl spaces, the capital plan for the next three summers, and the complaint log by room if one exists. Bring food service into the first meeting, because half the findings will be theirs, and bring whoever will actually own the corrective register.

A written proposal and plan carries a service fee, because the documented plan is the deliverable and it has been handed to other contractors to underbid before.
