If there is no natural water in the village, where are the mosquitoes coming from?
From things people made — every single one of them, which is a claim that can be made about very few places.
Garden City sits on the Hempstead Plains, a flat glacial outwash plain, within the Mill River watershed. There is no harbor inside the village, no bluff, no tidal creek, no pond, no stream and no marsh. That is unusual on Long Island and it is the organizing fact of this page, because a mosquito has to develop in standing water. If there is no natural standing water, then every mosquito in the village came out of an artificial one.
That inverts the normal argument about this work. In a harbor town with tidal marsh, or on a peninsula with two shorelines, the productive habitat is a landscape nobody owns. A homeowner can empty every container on their property and still be bitten by insects produced half a mile away in salt marsh. Property-level source reduction there is worth doing and it is marginal, and any contractor who tells you otherwise is selling.
Here, the opposite holds. The sources are objects, drains and structures. Objects have owners. Drains have authorities. Structures have maintenance. So a genuine inventory of a property, followed by genuine correction, actually reduces production rather than merely reducing your own contribution to somebody else’s problem.
That argument is strengthened by the biology. The container-breeding species that dominate in a place like this — the Asian tiger mosquito foremost among them — have a short flight range. They do not commute. If something is biting you in your own yard in the middle of the afternoon, it very probably developed within a short distance of where it bit you: on your property, or on one close by. That is a problem an inventory can reach, and it is why this page is mostly a list of places to look rather than a description of a treatment.
What does flat ground do to stormwater, and what does that produce?
Sends it to basins and sumps, because there is nowhere else for it to go.
Water needs a gradient to leave. A flat outwash plain does not supply one. On sloping ground, runoff moves off a property and out of a street under gravity and ends up in a watercourse. Here there is no watercourse inside the village and very little fall, so the stormwater system is built around collection rather than conveyance: street basins, catch basins, sumps and recharge structures that take water down into the ground rather than carrying it away.
That infrastructure is necessary and it is also, from a mosquito’s point of view, a set of purpose-built breeding containers. A basin that holds water for days after a storm, or that retains a permanent shallow pool in its base, produces larvae. Nassau County monitors thousands of stormwater structures for larvae as part of its mosquito control and surveillance program, precisely because on this terrain that is where the production is.
The same principle scales down onto private property, and this is the part that is under-appreciated.
Flat lawns hold shallow water. A low spot that would drain in an hour on a slope may sit for two or three days here. It does not have to be deep. A shallow depression holding water for a week is a viable site.
Flat paving ponds. A patio, a walk, a driveway apron or a garage slab that has settled unevenly — and slabs laid on sand bedding do settle — holds a puddle that lasts.
Flat roofs hold water. The village’s low-rise commercial and multifamily stock, and the flat upper roofs above mansards on the older houses, all have drainage that has to work. A blocked internal drain or scupper produces standing water on a roof, which is an entirely functional larval site that nobody ever looks at.
Bad grading has no self-correction. On a slope, a mistake in grading gets partly rescued by gravity. Here it does not.
The practical instruction that comes out of this is unglamorous: after the next real storm, walk the property and note everywhere water is still standing three days later. That list is the most valuable document in this work, and nobody but the owner is in a position to produce it.
Which containers on a Garden City property actually do it?
A specific list, and it is longer than people think because the village’s properties are large and well equipped.
Working through it roughly in order of how often it matters:
Pool and hot tub covers. A cover that sags holds water on top, sometimes for the whole season, and it is entirely out of sight from the house. The pool itself, chlorinated and circulating, is not habitat. The cover is one of the most productive sites on any property that has one.
Boat, trailer and equipment covers, and any tarpaulin over anything. Same mechanism.
Corrugated leader extensions. This one deserves emphasis because it is a direct consequence of good advice. Extending a downspout away from the wall is the single most valuable drainage correction on a flat lot, and the cheapest way to do it is a flexible corrugated pipe laid on the ground. Every corrugation is a small reservoir, the pipe holds water for days, and on flat ground it may not drain at all between rains. Smooth rigid pipe laid to a fall does the drainage job without creating this one.
Gutters. Blocked or sagging gutters hold water along their whole length. On the older stock, box gutters and gutters concealed behind deep cornices are worse, because nobody can see whether they are running.
Planter saucers and pot trays. The classic, and there are usually more of them than anybody remembers.
Wheelbarrows, buckets, bins without lids, watering cans, children’s toys, sandpit covers, dog bowls, recycling containers.
Corrugated or hollow fencing components, gate posts and hollow railings that have lost a cap.
Tree holes. Mature street and garden trees develop cavities and crotches that hold water, and they are a natural-looking but functionally identical container. The village has a lot of mature trees.
Bird baths and water features that are not circulating.
Tires, anywhere.
Sump pump discharge points and irrigation valve boxes that hold water in the bottom.
Flat roof drains, scuppers and any parapet detail that ponds, on commercial, multifamily and the older houses’ upper roofs.
Basement window wells with blocked drainage.
Air-conditioning condensate, where it discharges into anything that holds it rather than onto free-draining ground.
The rule is that anything holding water for about a week can produce, and the volume required is small — the water in a bottle cap is enough for some species. So the exercise is comprehensive rather than selective, and it has to be repeated, because a property refills its container inventory continuously without anybody deciding to.
What does automatic irrigation add?
A weekly refill of everything on the list, on a schedule that ignores whether it rained.
Irrigation is close to universal on the village’s lawns, and it is honestly required, because sandy outwash drains fast and grass here needs water. But a controller runs on a clock. Its contribution to this particular problem is direct.
It fills containers. Every saucer, tray, bucket, low spot and tarpaulin inside a zone’s arc gets topped up two or three times a week whether or not it has rained.
It keeps low areas wet. A depression that would have dried between rains does not, because it is watered on Tuesday and Friday.
It fills valve boxes, which hold water in the bottom and are dark, protected and permanent.
Leaks make permanent sites. A cracked lateral or a head that does not seat produces a persistently saturated patch, and on flat ground with fast-draining soil that shows as a soft dark area rather than a puddle, which is why nobody notices it.
It waters the vegetation that gives adults their daytime shelter, which is the other half of the problem and is dealt with below.
None of that is an argument against irrigation. It is an argument for two specific things: fitting a rain sensor or running the controller responsively, and running every zone once by hand while standing outside watching where the water actually goes. That single hour finds saucers being filled, heads throwing at walls, a valve box holding an inch of water and a low spot that has been wet since April.
Where do the adults spend the day here?
In dense, shaded, still vegetation close to the ground — and on a village of mature planted properties, there is plenty of it.
Larval habitat produces mosquitoes. Resting habitat decides whether you meet them. The two are different places and both matter.
Adults of the container species shelter through the heat of the day in cool, humid, wind-sheltered vegetation within a short distance of where they emerged. On a Garden City property that means:
Dense foundation planting, particularly the mature evergreen shrubs that are standard here and that are also, separately, the thing hiding the base of the wall from every other kind of survey.
Ivy and ground cover, especially on north-facing ground.
Low branches of ornamental trees and anything with a dense canopy to about head height.
Hedges and boundary planting, which on lots of this size can run a long way.
Under decks and porch structures, and the shaded side of a garage or shed.
Any part of the yard that stays still, because wind is the most underrated variable in this work — mosquitoes are weak fliers and an exposed, breezy lawn is a far less comfortable place than a sheltered corner.
The corrective work here is horticultural rather than chemical, which puts it with the owner or with whoever already cuts the grass rather than with us. Thinning dense low planting so air and light get into it. Lifting the skirts of shrubs. Keeping grass cut. Cutting back ground cover from the edges of the areas people actually use. Where a property has a patio or a terrace that is chronically bad, the answer is frequently that it is enclosed on three sides by planting that has grown in over fifteen years. What we contribute to that is the survey that says which pockets are doing the damage and why, not the pruning itself.
It is also the reason a spray aimed at planting has whatever short effect it has: it lands on the resting sites and does nothing whatever to the water. Which is the transition to the next question.
Does it matter which species is biting you?
It changes where you look, which is the whole exercise here.
Two broad groups turn up on a property like this, and telling them apart takes no equipment at all — only attention to when and where you are being bitten.
Container breeders, biting in daylight, close to the ground. The Asian tiger mosquito is the one most people in this village will meet: it bites through the day rather than at dusk, it favors ankles and legs, it stays low and close to vegetation, and it develops in small artificial containers rather than in open water. It also has a short flight range. Every one of those traits points the investigation at the property rather than at the landscape, and this is the species that makes a container inventory worth doing.
Dusk and dawn biters from larger standing water. These are the ones people expect — active at the ends of the day, coming from bigger volumes of water: a persistently wet low area, a stormwater structure, a neglected pool, a flat roof holding an inch of water. Their range is longer, so the source may be off the property, and the useful response tilts toward the drainage and infrastructure end of the list rather than the saucers.
The practical use of the distinction is simple. If you are being bitten at two in the afternoon on your own patio, look at containers within a short distance of that patio and you will very probably find the source. If you are being bitten at dusk on an open lawn, look at the bigger water: the low corner that has been wet since the storm, the basin at the end of the street, the flat roof next door, the neighbor’s untended pool.
Neither identification changes the underlying instruction, because on a property here the water is artificial in both cases. What it changes is the size of the container you are looking for, and how far from where you were bitten you should be prepared to walk.
What can a program honestly deliver, and what can it not?
Real reduction in a place like this, and never elimination — and the difference between those two words is where most of the disappointment in this trade lives.
What a program can do:
Remove production. In a village with no natural water, thorough source reduction across a property genuinely reduces how many mosquitoes are produced on it. On a short-flight-range species, that translates fairly directly into how many are biting on it.
Reduce resting habitat, by opening up and thinning the dense low planting adults shelter in through the day.
Reduce adults present, briefly, where a short-lived exempt material goes onto the harborage they are actually sitting in.
Give you the useful hours back, which is what people actually want — an evening on a terrace in July.
What it cannot do:
Eliminate them. There is no version of this in which a property has no mosquitoes.
Reach what the neighbors are producing. A short flight range cuts both ways: it means your own sources matter, and it means a neighbor’s untended pool cover is within range of your yard. Where a run of properties has the same problem, talking to each other does more than any of them can do alone.
Reach the public infrastructure. Street basins and sumps are the county’s and the village’s work, not a private contractor’s.
Outlast the water. An adult treatment kills adults present at the time. Where the source is a saucer thirty feet away, the population rebuilds on the water’s schedule, not the treatment’s. That is why treatment without source reduction is a recurring charge rather than a result, and why we would rather sell the inventory than the schedule.
There are constraints on how outdoor application is done, too, and they are not optional. Where a pesticide is applied, the New York neighbor notification law sets out the notification layer and New York State pesticide applicator requirements the licensing one. On a village of large lots with mature planting, pollinator protection, flowering plants, ornamental ponds and neighboring properties all bear on where and when anything can be applied, and a contractor who does not raise those before quoting has not thought about the property.
The material this firm brings is worth naming while the subject is open, because it is not what the trucks working these streets in July are carrying. Ryan Katz’s mosquito certification is the public health one, category 8, on credential C1822141. What goes in the tank is a minimum-risk exempt: the category FIFRA section 25(b) releases from federal registration, assembled out of the plant oils and food ingredients listed at 40 CFR 152.25(f). The state attaches no registration requirement to that class. It attaches a certified applicator to every commercial application of one, and a daily use record behind it.
Two limits follow, and in a village like this one neither of them costs much. The first is duration. An exempt product acts on contact and is spent quickly, sooner than the conventional residue underpinning a barrier contract, so it is never sold here as something that will hold a hedge for a fortnight — and its label is forbidden by federal law from carrying any disease-vector claim. The second is water, and New York bars aquatic use of minimum-risk products outright. Almost anywhere else on Long Island that is a serious constraint. In Garden City it hardly registers, because there is no natural water body on any of these properties to be barred from treating in the first place. What there is instead is a saucer, a cover, a valve box and a leader extension, and every one of the four is answered by tipping it. Category 3A, ornamentals and turf, is not held, so lawn and plantings belong to somebody else’s contract in any event.
What does the county do, and where does its work stop?
Landscape and infrastructure work, and it stops at the property line.
Nassau County runs mosquito control and surveillance. That includes larval monitoring of stormwater structures — thousands of them, which is what flat terrain requires — and adult trapping, with collections sent to the state laboratory for viral testing. It is proper public health work and it is aimed at the scale at which a county can act: public drainage infrastructure, disease surveillance, and the population-level picture.
What it does not do is inventory your pool cover.
That division is worth understanding clearly, because it explains the shape of the whole problem here. The county handles the part of the habitat that belongs to the public. In a marshland town that would be most of the habitat. In Garden City, where there is no natural water at all, the public infrastructure is only one part of it, and the rest — the containers, the covers, the gutters, the saucers, the low spots, the tree holes, the flat roofs — sits on private land in quantity.
Which means the honest statement about this village is that the outcome is unusually well within the reach of the people who live in it. That is not true in a lot of places we work, and it is worth saying.
For anyone who wants to follow the public health side, the county’s surveillance information is the right place to start, and the useful thing to take from it is seasonal rather than local: when trapping and testing activity is running, the season is running.
How should a Garden City season be run?
As a sequence through the year rather than a series of appointments in July.
April, before anything hatches. The inventory pass, and it is the most valuable visit of the year. Every container emptied, turned over, drilled or removed. Pool and equipment covers dealt with. Gutters cleared and checked for fall. Leader extensions replaced with smooth pipe laid to a fall, or a plan made for draining the flexible ones. Tree holes noted. Valve boxes checked. The irrigation controller set with a rain sensor and every zone run and watched.
April to May, the ground work. Low spots regraded, ponding slabs lifted and re-bedded, window well drainage cleared, flat roof drains and scuppers cleared on the older stock and on any commercial or multifamily property. The ground is workable and the corrections can be tested against the same season’s rain rather than a year later.
Late May into June, the vegetation. A job for the gardener rather than for us, and worth booking as one. Thin dense low planting, lift shrub skirts, cut ground cover back from the areas people use, and open up any terrace enclosed on three sides.
June through September, the maintenance rhythm. After every significant storm, a walk of the property to note anywhere water is still standing after three days, and to empty whatever has refilled. This is the habit that matters, and it is the one that gets abandoned in year two.
If anything is applied at all, it goes on the harborage and nowhere else. The shaded skirt of a shrub mass, the dead-air corner of a terrace, the underside of a low hedge — never the plantings, never the lawn, and never as a standing schedule. On a flat lot where every source is man-made, the inventory is what changes the number and the material is a garnish on it.
September and October, as production falls off, is the right window to deal with the structural items that were too disruptive in season: the gutter that needs re-hanging, the patio that needs re-bedding, the low corner of the lawn that needs regrading, the leader run that needs doing properly in rigid pipe.
That last group overlaps almost completely with the drainage work under structural exclusion in Garden City and with the moisture corrections behind ant control in Garden City, where a sill left wet after every storm is most of the reason a colony chose that house at all. On a flat lot, water is the common cause behind most of what we get called about, and fixing it once serves several problems at the same time.
