Where does a mouse in a Brooklyn Heights house actually come from?

Frequently from next door, through a wall that both houses own half of.

This is the fact that reorganises rodent work in this neighborhood, and it is invisible to almost everyone who lives here. In masonry rowhouse construction the floor framing of both neighboring buildings lands inside the wall they share. The recess cut into the masonry to receive each joist end is a joist pocket. On nineteenth-century work those pockets were not sealed — there was no reason to seal them, no code requiring it, and often no suitable material to hand. What that leaves is a wall containing a row of small horizontal voids at joist centers, running the length of the building on both sides, and connecting through wherever the masonry has settled, cracked, or been cut into for plumbing and wiring in the hundred and sixty years since.

A mouse in the house next door is therefore a mouse with access to yours. It does not cross a yard, climb a facade or find a gap under a door. It travels inside the wall, at whatever floor suits it, on a route that is warm in winter and cannot be seen from either side.

That has consequences a homeowner needs to hear plainly.

A treated house is half a habitat. Reducing the population on one side of a party wall applies pressure that moves the survivors through it. Residents experience this as a problem appearing next door shortly after theirs was dealt with, or their own problem worsening after the neighbors had someone in. Neither is a coincidence, and neither is anybody’s fault.

Two exterior walls, not four. A detached house has four exterior walls and one owner. A rowhouse here has two exterior walls, two party walls, and neighbors on each side with their own contractor, their own view about waste storage and their own idea of when the cellar was last properly looked at.

The visible front is the least important surface. Whatever the facade looks like from the sidewalk, the work is at the cellar, the areaway, the party walls, the rear elevation and the roof.

The animals themselves are ordinary. House mice in the walls and the cellar; Norway rats in the block interior and below grade. What is specific to a neighborhood holding more than six hundred pre-Civil War houses, with roughly 78.6 per cent of the residential stock dating from 1939 or earlier, is how much continuous, uninspected, unregulated structure they have to work with.

What does a nineteenth-century cellar give away?

Almost everything, provided somebody looks at it properly and nobody has swept it first.

A typical Heights rowhouse is three or four stories with the main floor raised above the street and reached by a stoop. That arrangement puts a cellar or basement story partly below grade, with an areaway at the front and a yard at the rear. So the cellar has soil contact on two sides, the drainage connection, the service entries, the party-wall pockets and the stair to the rest of the house, all in one room. It is the single most informative place in the building.

What the survey is reading:

Rub marks. Rodents run fixed routes with one flank against a vertical surface, and the oils in the coat leave a dark line along it. On old brick, old lime mortar and old timber that mark is easy to see against the surrounding surface. Followed in one direction it reaches the entry; in the other it reaches the harborage. A glossy, well-defined mark means sustained traffic; a faint one means occasional use.

Droppings. Mouse droppings are small with pointed ends; rat droppings are several times larger with blunt ones. Fresh material is dark and yields slightly under pressure, then dulls and hardens over days. A uniformly old scatter describes a finished episode; a mixture of ages describes a live one. Material strung along a line means travel; material concentrated in a corner or inside a void means nesting.

Gnawing. Fresh work on old timber is pale against the weathered surface around it and darkens over weeks, which dates an opening being actively enlarged against one worked on years ago.

The masonry itself. Nineteenth-century cellar walls here are brick or stone laid in lime mortar, and after a century and a half a proportion of that mortar has crumbled at the face or fallen out of the joint entirely. Those open joints are not in predictable places, and unlike a modern penetration they cannot be listed in advance. Closing them is repointing — raking out failed mortar to a sound depth and repacking it — not running a bead of sealant across the face, which lasts one winter and comes off with the frost.

The service entries. Water, gas, electrical, and every abandoned predecessor of each — a redundant lead water service, a disconnected oil fill line, the sleeve where an old feed came in. On a house of this age the list of abandoned services is a substantial share of the whole scope, and every one of them is easy to close permanently once found.

Why is the block, not the lot, the right unit for rats?

Because a Brooklyn Heights block is a ring of attached buildings around a single shared interior, and rats treat that interior as one place.

Stand in any rear yard here and look at what is actually around you. Thirty or so gardens backing onto one another, separated by fences that are barriers to people and irrelevant to animals. Soft ground to burrow into. Dense planting for cover. Sheds, decking, raised beds and paving slabs, all of which create voids. And somewhere in that ring, at one or two properties out of thirty, waste stored in a way that supplies food reliably.

That is a complete habitat, and it does not belong to anybody. Every practical consequence follows from it.

Your yard can be immaculate and you can still have rats. They are not resident in your yard; they are resident in the block and moving through it. Removing your own attractants reduces your contribution and does not remove the population.

Burrows are the evidence. An active burrow is a hole roughly two to four inches across at the base of a wall, under a shed, beneath a slab or in a planted bed, usually with a fan of loose earth outside and a smooth, clear run leading away. Fresh ones have clean edges and no cobwebs across the mouth. Filling a burrow without addressing the food supply relocates it a few feet.

Waste storage is the lever, and it is collective. Hard-sided, close-fitting, rat-resistant containers at every property on the interior will do more than any treatment anyone can apply. Where a residents’ association or a group of neighbors takes this on together, the difference is visible within a season. Where one household does it alone, it is not.

Your own building work still matters. You cannot control the block interior. You can control whether what lives in it gets into your house — and that is entirely a matter of the cellar line, the areaway, the service penetrations and the drainage.

Disturbance is the variable that moves things suddenly. A yard cleared, a shed removed, a long-standing bed dug out, an extension started, or utility work in the street all evict an established burrow system, and evicted animals go to the nearest shelter. If work has begun on your block, that is the week to look at your own cellar penetrations rather than the week after sightings start.

How do rats get into a house with no opening anyone can find?

From underneath, through drainage that stopped being a sealed system some time in the last hundred years.

This is the finding that turns a long-running, apparently inexplicable rat problem into a plumbing repair, and it is the one that no exterior program can reach.

These houses connect to the sewer through a house trap — a U-shaped fitting in the main drain line, generally under the cellar floor or in a pit, holding a water seal. Over a century and a half those traps crack, corrode, get bypassed during a repair or are removed outright and never replaced. Cast-iron drain lines under a cellar slab fail the same way. Floor drains hold their seal only while they receive water, and one dry for a season is simply an open pipe. Where a house has been extended into its yard — and a great many here have been, repeatedly — the drainage was rerouted, and every reroute is a joint somebody made.

Any of those gives an animal a route from the public sewer into the cellar with no exterior opening involved. A house experiencing it reports exactly what you would expect: rats indoors with no burrows anywhere in the yard, activity that continues undiminished through a properly run exterior program, and a pattern that worsens after heavy rain because the system below is being flushed.

Establishing it is a matter of taking the drainage seriously as part of a pest survey — looking at the house trap and its cleanouts, checking whether floor drains hold water, noting where the cellar slab has settled or cracked over a line — and where the evidence points that way, saying so and recommending a camera survey by a plumber. The repair belongs to a licensed plumber. When that is the answer we say so, and it is a better outcome for the house than an indefinite service schedule even though it is a smaller piece of work.

What changes when a rowhouse has been cut into flats?

The pathways multiply, the responsibility moves, and a set of statutory duties arrive.

Despite the rowhouse reputation, roughly 80.4 per cent of the real estate here is classified as apartment buildings — not because the houses were demolished, but because so many of them were long ago divided into flats, and because apartment houses were built among them through the twentieth century. So the characteristic building is a nineteenth-century structure carrying twenty-first-century occupancy.

Physically, a conversion is the worst of both worlds. The building still has the original party walls with their joist pockets, the original cellar, the original service entries and the original masonry. On top of that it now has kitchens and bathrooms stacked on a plumbing line that was improvised into it decades after it was built, cut through original framing by whoever was available at the time, with no expectation that anyone would ever seal the penetrations. A mouse entering at the cellar has both the party-wall route and the new service runs available.

Behaviorally, it becomes a small apartment building. Work confined to one flat reduces the animals in that apartment and pushes the remainder along the route to a neighbor. The complaint moves rather than resolving. Fixing it means treating the structure as the unit of work: closing penetrations at every level where services pass through framing or masonry, dealing with the cellar and its drainage, and correcting refuse handling. That is an owner or managing agent decision rather than a tenant one.

Legally, a building arranged for occupancy by three or more independent households is generally a multiple dwelling. The Housing Maintenance Code places the duty to keep it free from rodents and other pests on the owner and requires extermination where infestation is present — see the NYC Housing Maintenance Code and pests. Local Law 55 adds a scheduled duty on top: periodic investigation of units and common areas, and remediation by integrated pest management — removing nests and debris, sealing openings, eliminating water sources — with the explicit statement that pesticide use does not substitute for those measures. In a converted rowhouse that provision is unusually well aimed, because taking the sealing requirement seriously means closing exactly the penetrations that carry the traffic. What can actually be sealed on a landmarked house?

Nearly all of it, because nearly none of it is on the protected streetscape.

The neighborhood became New York City’s first designated historic district in November 1965, was made a National Historic Landmark District in January of that year, and joined the National Register in October 1966. Its boundaries reach from Atlantic Avenue up to Fulton Street, and from the river across to Court Street. Work altering the visible exterior of a building can require review, and owners frequently assume this rules out the work they need.

It does not, for three reasons.

The productive locations are not the facade. The cellar and its ceiling line, the areaway floor and drain, the rear elevation onto the yard, the party-wall pockets, the service penetrations, the roof bulkhead and the interior of a cornice return are where the traffic is, and none of them is the protected streetscape in any meaningful sense.

Where the front is involved, material choice does the work. Repointing an open mortar joint with an appropriate mortar is both a preservation repair and an exclusion measure, and the two purposes do not conflict. Mesh is set back inside an opening and concealed rather than fixed across the face of it. A vent or weep that must stay open for drainage gets screened rather than sealed — a distinction that is got wrong more often than any other detail in this trade.

What review changes is the schedule, not the outcome. If a scope touches the visible exterior, the review timeline becomes part of the program, and a job that could have been done in October gets done in March. The answer is to survey early and to do the concealed work, which needs no review at all, while any exterior element is in process.

There is one further point specific to this district. It covers Federal, Greek Revival, Italianate, Second Empire, Victorian Gothic, Romanesque, Neo-Grec and Classical Revival houses, and adjoining buildings often come from different decades and different builders. Two houses indistinguishable from the sidewalk may have unlike cellars, unlike rear extensions and completely unlike records of alteration behind the front wall. That is why this work is not priced from a template.

The materials that fail here fail publicly. Cured expanding foam is the standard error: rodents chew straight through it, and on a landmarked front it is visible, discoloured and ugly within a season. Plain steel wool corrodes and bleeds a rust stain down the stonework beneath it. Silicone and acrylic caulk are fine as a finish over a real barrier and useless as the barrier itself. In what order does the work have to happen?

Reduce, then close, then verify — and getting that order wrong in an occupied house is expensive and unpleasant.

Reduction first. Sealing a building with an established interior population removes the animals’ way out. In a rowhouse that means they concentrate in wall voids and party-wall pockets, where anything that dies is behind masonry and plaster, difficult to reach and impossible to ignore for several weeks. Reduction in an occupied house means trapping placed on evidence — following the rub marks and the droppings rather than the convenient corners — checked frequently, over a period, before any sealing begins. Rodents become accustomed to objects in their environment and will avoid or ignore devices placed where they are not already traveling, so placement follows the map the survey produced.

Closing second, and comprehensively rather than conveniently. The productive openings on a house of this age are behind planting that has been there for fifty years, under a stoop, behind stored goods in a cellar corner, at the back of an areaway, or on a roofline that needs a ladder set on an awkward surface. The reachable openings get closed and the difficult ones get written up as inaccessible. A perimeter that is ninety per cent closed is not ninety per cent effective; the animals only need the remaining ten.

Verification third, and it is the step everybody skips. Work is completed and nobody goes back after a hard winter, a settlement crack or a wet autumn to see what has shifted since. On a hundred-and-sixty-year-old masonry building, that check is part of the work.

The calendar matters more here than most people expect. Late summer into late autumn is the rodent window: cooling weather moves animals toward buildings, and a cellar closed in September never acquires the winter population. Winter makes a building’s openings findable, because a cold still morning shows where warm air is escaping and those points are frequently the same ones the animals use. Spring is the masonry season, when a winter of freeze-thaw has left its record on brownstone, parapets, sills and cornices. Summer is for the yard and areaway work — regrading a yard that now falls toward the house, clearing areaway drains, rebuilding waste storage.

What does a coordinated block achieve that one house cannot?

A different outcome entirely, and it is the single most useful thing neighbors here can organize.

Two houses that seal their shared wall and coordinate their waste storage will outperform two houses that each buy a better service independently. On a block where several buildings do it, the difference shows within a season. This is not a sentiment about community; it is arithmetic about a shared habitat.

Three things are worth agreeing between neighbors:

The party wall. Closing joist pockets and party-wall penetrations is done from the accessible side, usually during renovation or wherever a ceiling or a wall is open, in material that cannot be gnawed. It is not a caulk-gun exercise, and done properly it is permanent, because it is a physical alteration to the building rather than a residue. If one side is renovating, that is the moment to raise it with the other — the access will not exist again for years.

The block interior. Waste containers, cleared burrows, and a shared view about which properties are supplying food. A single garden fixed in isolation achieves very little.

Timing. If one house is having reduction work done, the neighbors knowing about it is worth more than any material, because it explains what they are about to see and gives them the chance to have their own cellar looked at in the same window.

Almost certainly. Attached houses share a party wall, and the floor joists of both buildings bear into it.
